    INTRO: GERMAN FOREIGN MINISTER KLAUS KINKEL SAID IN ANKARA ON WEDNESDAY THAT TURKEY'S APPLICATION FOR FULL MEMBERSHIP IN THE EUROPEAN UNION WOULD NOT BE REJECTED, BUT HE ADDED THAT ANKARA COULD NOT JOIN IN THE NEAR FUTURE BECAUSE OF BOTH ECONOMIC AND HUMAN RIGHTS PROBLEMS. MR KINKEL MADE THE REMARKS DURING A TWO-DAY OFFICIAL VISIT TO TURKEY, AS AMBERIN ZAMAN REPORTS.

    TEXT: SPEAKING AT A NEWS CONFERENCE, MR. KINKEL ALSO CITED TURKEY'S TROUBLED RELATIONS WITH GREECE AS AN OBSTACLE TO FULL MEMBERSHIP OF THE EUROPEAN UNION. BUT HE ADDED THAT, IN HIS WORDS, TURKEY REMAINED ON THE MAIN TRACK FOR MEMBERSHIP AND WOULD NOT BE PUT ON A SIDE TRACK.

    ANALYSTS SAY MR. KINKEL'S REMARKS MAY HELP CALM TENSIONS BETWEEN ANKARA AND THE BONN OVER WHAT MANY TURKISH OFFICIALS AND POLITICIANS VIEW AS GERMANY'S OPPOSITION TO THEIR MEMBERSHIP IN THE EUROPEAN UNION.

    SUCH VIEWS WERE REINFORCED BY REMARKS MADE BY A SENIOR AIDE TO GERMAN CHANCELLOR HELMUT KOHL DURING A MEETING OF LEADING EUROPEAN CHRISTIAN DEMOCRATS. THE AIDE CITED TURKEY'S MUSLIM CULTURE AS ONE REASON WHY IT WAS UNFIT TO JOIN THE UNION.

    IN RECENT MONTHS, TURKEY HAS THREATENED TO VETO NATO EXPANSION AND TO END A FREE-TRADE AGREEMENT WITH THE E-U UNLESS IT IS PROMISED FULL MEMBERSHIP. ANKARA HAS BEEN AN ASSOCIATE MEMBER OF THE EUROPEAN UNION SINCE 1963 AND CONSIDERS IT UNJUST THAT LATER APPLICANTS -- WHICH INCLUDE FORMER SOVIET BLOC COUNTRIES WITH LESS-DEVELOPED ECONOMIES THAN TURKEY'S -- ARE LIKELY TO JOIN SOONER.

    ANALYSTS SAY THE PERCEIVED ANTI-TURKISH POLICIES OF SOME EUROPEAN COUNTRIES MAY HELP STRENGTHEN TURKEY'S ISLAMISTS, WHO CAME TO POWER IN A COALITION GOVERNMENT LAST YEAR.

    WHILE IN OPPOSITION, PRIME MINISTER NECMETTIN ERBAKAN AND HIS RULING PRO-ISLAMIC WELFARE PARTY WERE HARSHLY CRITICAL OF TURKEY'S PRO-WESTERN STANCE AND HAD PLEDGED TO CANCEL THE FREE TRADE AGREEMENT WITH THE EUROPEAN UNION AFTER TAKING OFFICE. MR. ERBAKAN ON TUESDAY ONCE AGAIN VOICED HIS OPPOSITION TO THE AGREEMENT, SAYING TURKEY STOOD TO LOSE FIVE BILLION DOLLARS IN THE DEAL BECAUSE OF THE LOSS IN CUSTOMS REVENUES ON EUROPEAN IMPORTS.     DEPUTY PRIME MINISTER SPINEANU SAYS THE SHARE OF THE PRIVATE SECTOR IN THE NATIONAL ECONOMY WILL INCREASE FROM THE CURRENT 45 PERCENT TO UP TO 60 PERCENT NEXT YEAR. A GOVERNMENT PRIVATIZATION PROGRAM CALLS FOR A SELL-OFF OF 36-HUNDRED STATE-RUN COMPANIES THIS YEAR ALONE.

U-S DEPUTY ASSISTANT SECRETARY OF COMMERCE FRANKLIN VARGO SAYS THAT FIGURE CAN HARDLY BE SEEN AS SATISFACTORY BECAUSE IT MAKES UP ABOUT FIVE PERCENT OF ALL U-S INVESTMENTS IN EASTERN EUROPE. MEANWHILE ROMANIA'S SHARE IN THE REGION'S POPULATION IS ABOUT 20 PERCENT.

AS JULIA GLYN-PICKETT REPORTS FROM BELGRADE, MANY HERE SEE THIS AS CLEARING THE WAY FOR MR. MILOSEVIC'S CANDIDACY FOR FEDERAL PRESIDENT LATER THIS YEAR (EDS: SUMMER).

    TEXT: THE MONTENEGRIN GOVERNMENT WAS IN STATE OF TURMOIL WEDNESDAY FOLLOWING THE RESIGNATION OF PRIME MINISTER MILO DJUKANOVIC AS VICE PRESIDENT OF THE GOVERNING MONTENEGRIN SOCIALISTS PARTY. PRESIDENT MOMIR BULATOVIC ANNOUNCED MR. DJUKANOVIC'S RESIGNATION TO REPORTERS AT THE END OF A GRUELING 16-HOUR MEETING ON TUESDAY.

    MONTENEGRIN PRESIDENT BULATOVIC HAD CALLED THE MEETING TO STAMP-OUT PUBLIC CRITICISM OF SERBIAN PRESIDENT MILOSEVIC BY MONTENEGRIN SOCIALISTS. MR. DJUKANOVIC WAS ALSO ORDERED TO ORGANIZE A GOVERNMENT RESHUFFLE AND FIRE MOST OF HIS CLOSEST ALLIES.

    SERBIAN STATE MEDIA ON WEDNESDAY WERE HERALDING MR. DJUKANOVIC'S RESIGNATION AS A TRIUMPH FOR THE POLICY AND UNITY OF THE YUGOSLAV FEDERATION.

    TINY MONTENEGRO IS THE JUNIOR PARTNER IN THE YUGOSLAV FEDERATION WITH SERBIA. IN RECENT WEEKS, MR. DJUKANOVIC HAS COME UNDER ATTACK IN SERBIAN STATE MEDIA FOR ADVOCATING MONTENEGRO'S SECESSION.

    MR. DJUKANOVIC HAS ALSO BEEN CRITICIZED FOR LABELING THE SERBIAN PRESIDENT'S POLITICS AND POLICY AS OBSOLETE. MR. DJUKANOVIC'S STATEMENTS HAVE MARKED HIM OUT IN THE EYES OF MANY AS A REFORMIST AND PROGRESSIVE FORCES IN BOTH SERBIA AND MONTENEGRO HAVE GREETED HIS RESIGNATION WITH DISMAY.

    ZARKO KORAC, PRESIDENT OF ONE PARTY OF SERBIAN INTELLECTUALS -- THE SOCIAL DEMOCRATIC UNION -- TOLD VOA THAT MR. DJUKANOVIC WAS OUSTED FROM THE MONTENEGRIN SOCIALISTS BECAUSE OF POLITICAL PRESSURE FROM THE SERBIAN PRESIDENT MILOSEVIC, AS HE REPOSITIONS HIMSELF FOR THIS YEAR'S SERBIAN ELECTIONS. MR. KORAC SAID THAT THIS WOULD NOT END THE POLITICAL DIFFERENCES BETWEEN SERBIA AND MONTENEGRO.

    I HAVE NO DOUBT IN MY MIND THAT THIS SHORT-TERM VICTORY -- WHICH IS REALLY TECHNICAL AND HE NEEDS IT FOR SERBIAN ELECTIONS -- ARE GOING TO BE PAID VERY HEAVILY IN THE VERY CLOSE FUTURE. IN MONTENEGRO, YOU HAVE MORE AND MORE SENTIMENT FOR A COMPLETE BREAK WITH SERBIA.

    THE PRESIDENT OF MONTENEGRO TOLD REPORTERS THAT HIS PARTY WOULD GIVE ITS FULL BACKING TO THE CANDIDACY OF SERBIAN PRESIDENT MILOSEVIC AS THE NEXT YUGOSLAV PRESIDENT. //OPT// MR. MILOSEVIC IS COMING TO THE END OF HIS SECOND TERM AS SERBIAN PRESIDENT. THE SERBIAN CONSTITUTION BLOCKS HIM FROM RUNNING FOR A THIRD TERM. MANY HERE, THEREFORE, EXPECT HIM TO MAKE A MOVE FOR THE FEDERAL YUGOSLAV PRESIDENCY, WHICH IS BY APPOINTMENT, WHEN THE POST COMES UP AT MID-YEAR.

    ZARKO KORAC SAYS THAT HE BELIEVES THE SHAKE-UP IN THE MONTENEGRIN SOCIALISTS CLEARS THE WAY FOR MR. MILOSEVIC'S MOVE TO THE FEDERAL LEVEL.

MILOSEVIC FOR THE POSITION OF THE PRESIDENT OF THE FEDERAL REPUBLIC OF YUGOSLAVIA. AND NOW MILOSEVIC HAS COMPLETELY OPENED THIS POSSIBILITY AND I HAVE NO DOUBT THAT HE WILL -- I THINK IT'S ALMOST CERTAIN NOW -- IN JUNE RUN FOR THIS POSITION.

    ANOTHER ISSUE ON THE AGENDA IS THE STATUS OF THE NATO PEACEKEEPING FORCE IN BOSNIA, WHICH IS SCHEDULED TO LEAVE IN JUNE OF NEXT YEAR.

    MR. CLINTON IS EXPECTED TO REAFFIRM HIS COMMITMENT TO THAT TIMETABLE, WHILE MR. ITZEBEGOVIC WOULD LIKE NATO TROOPS TO STAY UNTIL AFTER THE EQUIP AND TRAIN PROGRAM IS COMPLETE, THE SERBS DISARM AND BOSNIA JOINS NATO'S PARTNERSHIP FOR PEACE.

    INTRO: BOSNIA'S MUSLIM-CROAT FEDERATION IS THREE YEARS OLD THIS MONTH. THE U-S SPONSORED FEDERATION AGREEMENT, SIGNED IN WASHINGTON, ENDED MORE THAN A YEAR OF BLOODY MUSLIM-CROAT FIGHTING, AND RE-ESTABLISHED THEIR ALLIANCE AGAINST SERB FORCES. BY AGREEING TO THE FEDERATION, MUSLIM AND CROAT LEADERS ALSO PLEDGED RESPECT FOR HUMAN RIGHTS, INCLUDING THE RIGHT OF REFUGEES TO RETURN TO THEIR HOMES. BUT FEW HAVE DONE SO. NOW, MORE THAN 16 MONTHS SINCE THE GUNS FELL SILENT IN BOSNIA, THE REFUGEE ISSUE REMAINS ONE OF THE MOST DAUNTING PROBLEMS FACING THE FEDERATION. V-O-A'S DOUGLAS ROBERTS FILED THIS BACKGROUND REPORT FROM THE SOUTHERN VILLAGE OF DUBRAVA.

    TEXT: THE REFUGEE SETTLEMENT STRADDLES A ROCKY, WINDSWEPT HILL ON THE OUTSKIRTS OF THIS VILLAGE, IN THE CROAT HEARTLAND OF SOUTHWEST BOSNIA.

    IT IS A COLLECTION OF ONE-ROOM, PREFABRICATED HUTS, EACH EQUIPPED WITH A WOOD-BURNING STOVE AND A FEW STICKS OF FURNITURE. THERE IS A COMMON KITCHEN, A SMALL CLINIC, AND A SCHOOL CONSTRUCTED WITH A GRANT FROM A U-N AGENCY.

    TERESA PAVIC IS ONE OF SEVERAL HUNDRED CROATS WHO LIVE HERE -- REFUGEES IN THEIR OWN COUNTRY.

    MRS. PAVIC, AN ELDERLY WIDOW WITH NEATLY-COMBED GRAY HAIR AND A SHY SMILE, SPENT MOST OF HER ADULT LIFE IN THE PREDOMINANTLY MUSLIM TOWN OF VARES, IN CENTRAL BOSNIA JUST OVER 100 KILOMETERS TO THE NORTH.

    AND ALTHOUGH SHE HAS BEEN ABLE TO VISIT THE APARTMENT SHE STILL OWNS THERE, SHE HAS NOT BEEN ABLE TO MOVE BACK IN.

    THERE IS A MUSLIM MAN LIVING THERE NOW, SHE SAYS, AND HE WILL NOT LET HER RETURN. THE MAN HAS A DOCUMENT FROM THE VARES MUNICIPALITY, SHE ADDS, AND IT ENTITLES HIM TO REMAIN IN HER APARTMENT FOR AT LEAST ANOTHER YEAR.

    IT WAS A SCENE REPEATED ALL OVER CENTRAL AND SOUTHERN BOSNIA THAT YEAR. AS MUSLIM AND CROAT FORCES FOUGHT TO CONSOLIDATE THEIR GRIP OVER TRADITIONAL STRONGHOLDS, CIVILIANS FROM BOTH COMMUNITIES PAID THE PRICE.

    THE EFFECT WAS ETHNIC CLEANSING. AND ALTHOUGH NOT ON THE SCALE OF THE MASSIVE EXPULSIONS CARRIED OUT BY SERB FORCES IN NORTHERN AND EASTERN BOSNIA, MORE THAN 430-THOUSAND MUSLIMS AND CROATS REMAIN DISPLACED INSIDE THE FEDERATION. /// END OPT ///

    SOME AID AGENCY OFFICIALS SAY THE PROJECT CREATED MORE PROBLEMS THAN IT SOLVED. BUT CROAT AUTHORITIES IN THE FOURTH TOWN, STOLAC, HAVE RESISTED ALL ATTEMPTS BY FORMER MUSLIM RESIDENTS TO RETURN TO THEIR HOMES.

    THE CASE OF STOLAC ILLUSTRATES THE GREATEST OBSTACLE TO THE RETURN OF THE REFUGEES. THE FIERCEST OPPONENTS OF THE RETURN OF STOLAC' MUSLIM RESIDENTS ARE THEMSELVES REFUGEES, CROATS FORCED FROM THEIR HOMES IN CENTRAL BOSNIA.
