TEXT: THE UNITED NATIONS ESTABLISHED THE INTERNATIONAL POLICE TASK FORCE -- OR I-P-T-F -- IN BOSNIA-HERZEGOVINA LAST DECEMBER WITH A ONE YEAR MANDATE AS PART OF THE DAYTON PEACE AGREEMENT. UNDER DAYTON, I-P-T-F IS TO ASSIST THE PARTIES IN PROVIDING A SAFE AND SECURE ENVIRONMENT FOR ALL. I-P-T-F'S TASKS INCLUDE MONITORING AND INSPECTING BOTH LAW ENFORCEMENT AND COURT ACTIVITIES, AS WELL AS TRAINING, ADVISING, AND ASSISTING LOCAL POLICE FORCES, ASSESSING THREATS TO PUBLIC ORDER AND ADVISING LOCAL POLICE ON WAYS OF DEALING WITH THESE THREATS. IN ADDITION I-P-T-F OFFICERS CAN ACCOMPANY LOCAL POLICE ON THEIR PATROLS. AMONG THE DIFFICULTIES CONFRONTING THE I-P-T-F OFFICERS IS THAT LARGE NUMBERS OF POLICE ALL ACROSS BOSNIA-HERZEGOVINA HAVE NO FORMAL POLICE TRAINING. IN THE WORDS OF ONE HORRIFIED I-P-T-F OFFICER FROM DENMARK, "THEY LACK EDUCATION, APPARENTLY HAVING BEEN SIMPLY HIRED OFF THE STREET DURING THE WAR WHEN IT WAS DIFFICULT TO FIND THE RIGHT PEOPLE TO WORK IN LAW ENFORCEMENT." ONE-THOUSAND-700 UNARMED CIVILIAN POLICE OFFICERS FROM AROUND THE WORLD ARE DUE TO BE STATIONED IN BOSNIA-HERZEGOVINA BY EARLY MAY, AND A FURTHER 500 IN EASTERN SLAVONIA, THE LAST PART OF CROATIA STILL OCCUPIED BY SERB FORCES. THE FORCE IS BASED IN SARAJEVO AND HAS ADDITIONAL REGIONAL HEADQUARTERS IN TUZLA AND BANJA LUKA AS WELL AS NUMEROUS LOCAL OFFLCES. I-P-T-F IS CURRENTLY DISTRIBUTING WANTED POSTERS OF WAR CRIMINALS SOUGHT BY THE INTERNATIONAL TRIBUNAL ON WAR CRIMES AT THE HAGUE.
