THE SPOKESMAN FOR THE SENIOR INTERNATIONAL MEDIATOR IN BOSNIA SAID OFFICIALS WERE STILL TRYING TO REASSURE SERB CIVILIANS THAT THEY WOULD BE SAFE AND THE INTERNATIONAL POLICE TASK FORCE DEPLOYED IN THE AREA WOULD STRICTLY SUPERVISE THE FEDERATION POLICE. MEANWHILE, THE DISPUTE OVER THE REFUSAL OF BOSNIAN SERB ARMY COMMANDERS TO RESUME FORMAL COMMUNICATIONS WITH NATO AND THE OTHER PARTIES IN BOSNIA IS CONTINUING. BOSNIAN SERB POLITICAL OFFICIALS PROMISED TO RESTORE ALL RELATIONS AT THE ROME SUMMIT ON SUNDAY, BUT ON MONDAY SERB MILITARY COMMANDERS FAILED TO ATTEND A MEETING OF THE JOINT MILITARY COMMISSION, KNOWN AS THE J-M-C, CALLED SPECIFICALLY TO TEST THE COMMITMENT MADE IN ROME.
