    Summary of the political and economic news in the Turkish press this morning

    [01] KALEMLI OFF TO ARGENTINA

    Turkish Parliament Speaker Mustafa Kalemli accompanied by a parliamentary delegation departed from Istanbul for Argentina on Sunday for a four-day official visit to that country. Kalemli, who was invited by Carlos Ruckauf, Chairman of the Argentine Senate, said in a statement at the airport that the aim of his visit was to reinforce the already good relations between Turkey and Argentina. Reminding his audience that the chairman of the Argentine Senate had visited Turkey in 1994 as the guest of the Turkish Parliament, Kalemli said that relations between Turkey and Argentina had developed with Argentine President Carlos Menem's visit to Turkey in 1992 and had been reinforced with President Suleyman Demirel's visit to this country last year. Kalemli said that during his stay in Argentina, he would present messages from Demirel and Prime Minister Mesut Yilmaz to the Argentine president. /Hurriyet/

    [02] 81ST ANNIVERSARY OF CANAKKALE VICTORY

    President Suleyman Demirel will participate in ceremonies marking the 81st anniversary of the Canakkale (Dardanelles) victory today. President Demirel will first visit the office of the governor of Canakkale, and will be awarded an honorary doctorate by Canakkale's 18 Mart University. The president will then lay the foundation stones of the rector's office, the science and literature faculty and the faculty of seafood processing. Demirel will participate in a ceremony at the martyrs' memorial monument in Canakkale. He will also lay the foundation of the Umurbey Dam, before returning to Ankara later the same day. Prime Minister Mesut Yilmaz and many other ministers and deputies will participate in the celebrations in Canakkale.

    Chief of General Staff Gen.Ismail Hakki Karadayi issued a celebration message on the occasion of the 81st anniversary of the Canakkale victory. Karadayi said in his message that the victory at Canakkale had been written in history with golden letters, and that the victory was an important event in world history. /Sabah/

    [03] DEMIREL LAUNCHES 'TURKEY'S MOST MODERN SHIP' IN ISTANBUL

    President Suleyman Demirel arrived in Istanbul in mid-morning Sunday where he launched what has been described as the "most modern ship in Turkey". The "Hasat" was built for $17 million (TL 1.160 trillion) in the Turk Petrol Holding facility at Yarimca Marmara Shipyards. According to Mariner Dis Gemicilik A.S. Board Chairman Atilla Donat, the ship can carry both dry cargo and containers. All of its equipment is automatic and electronic and it can cruise at a speed of 20 kilometers per hour. It took Turkish engineers nine months to plan the Hasat and 17 months to build. The Turkish maritime sector has now reached the 10 million dwt level, giving it an important position in world shipping.

    Demirel also participated in the opening of the Dogus Okullar Group's new primary school building and social facilities as well as the opening of the Adile Mermerci Anatolian Hotelier and Tourism Profession Lycee's Training Hotel. /Cumhuriyet/

    [04] SYRIA SUPPORTS TERRORISM

    President Suleyman Demirel said over the weekend that Syria supported the terrorism that so far had cost the lives of thousands of Turkish civilians and members of the security forces.

    Talking about the water problem between Turkey and Syria, Demirel noted that Turkey was supplying more water to help meet Syria's needs-and this despite the fact that Syria persisted in helping and sheltering known terrorist groups. /Sabah/

    [05] GERMAN GOVERNMENT CONDEMNS PKK TERROR

    PKK violence in Germany is sorely trying the patience of the authorities there. Illegal PKK demonstrations in the leading cities of Germany have led to serious violence, with some police officials ending up in hospital. In the wake of a weekend of disruption and terror, Foreign Minister Kinkel has announced that all legal means will be used to eradicate the PKK in Germany.

    German security officials stressed that during the weekend violence not only were many policemen injured but so were many other innocent people. On the other hand, 378 PKK supporters have been detained or arrested for their share in the demonstrations that have stoked up the anger of the German government. Stressing the seriousness of the situation, German officials said yesterday that it was now "open war" against the PKK, and that PKK terrorists would be sent back across the border. /Sabah-Milliyet/

    [06] YILMAZ SENDS OUT A CALL TO ATHENS

    Prime Minister Mesut Yilmaz in a Paris interview with the Greek Apogevmatini newspaper called on Athens to join in an unconditional dialogue to resolve the Aegean Kardak rocks crisis between Turkey and Greece.

    In reply to questions from Greek journalists about the position, Yilmaz said that a mechanism must be set up to defuse critical situations before they blew up to serious dimensions. He also noted that compromise was an important element in future talks and stressed that the prevailing situation was not suitable for two strong NATO and OECD neighbour countries. Yilmaz said that their strengths would be better employed in finding a solution. Yilmaz added he thought that before the issue was taken to the international Court of the Hague, it would be better for Greece and Turkey to talk about it. /Sabah/

    [07] "TURKEY IS A PART OF EUROPE"

    During a meeting with Turkish journalists on March 15, US Deputy State Secretary Richard Holbrooke noted that Turkey was a part of Europe. "We are for an integrated Europe," Holbrooke said and added that Turkey and Islam were important factors in the process of European integration. /Hurriyet/

    [08] AIR FORCE COMMANDER IN ALBANIA

    Turkish Air Force Commander Gen.Ahmet Corekci, who has been in Albania to develop military cooperation between the two countries, met with Albanian Defence Minister Safet Zhuali on Saturday. Zhuali said that Turkey had supported Albania during its transition to democracy, and that Turkish support in military education was very important for Albania. Gen.Corekci said that the two countries would continue to develop their military relations, especially on Air Force issues. During the meeting, Turkey's support for the Albanian army and its modernization was discussed. Metin Ornekol, Turkish Ambassador in Tirana, was also present at the meeting. /All papers/

    [09] BOSNIAN MILITARY CONFERENCE IN TURKEY

    Representatives of around 30 potential donor countries on Friday began a conference in Ankara to help Bosnia's Moslem-Croat Federation build an army able to match the Bosnian Serbs. Bosnian presidential envoy Muhammed Sakirbey said he expected pledges of between $750 million and $1 billion for the first year of the programme from Friday's international aid conference. "But this is only half of what we actually need" he added.

    The US delegation in Ankara, headed by Deputy Secretary of State Strobe Talbott, argued that a military balance would help ensure that peace lasts beyond the end of the year when the NATO-led 60,000-strong Implementation Force (IFOR) is to quit the country. Under the programme, the Bosnian army is to be reduced in number but honed into a more efficient fighting force by outside contractors, some of whom would probably be ex-US military. "We have an army of around 200,000 soldiers, and if we have to demobilise them our spending will increase" Sakirbey said. Under the Dayton accord, the Bosnian Serb army remains the armed force of the Bosnian Serb entity, with its own general staff and chain of command. /All papers/

    [10] RUSSIAN TRADE MISSION TO ARRIVE IN TURKEY

    A Russian business delegation is expected to arrive in Istanbul today for trade talks with Turkish businessmen, Okan Oguz, Chairman of the Turkish Exporters' Council, said. Oguz said that the delegation, made up of prominent businessmen and industrialists, would arrive in Istanbul to meet with representatives from Turkey's key business organizations. The visiting mission comprises members of the Russian Union of Industrialists and Businessmen (RUIB), chaired by Prof.Valentin Fyodorov. Oguz noted that the trade volume between the two countries had made noticeable progress but had not yet reached a level satisfactory to the two sides. He added that the talks would contribute greatly to improving cooperation between Russia and Turkey. /All papers/

    [11] DEMIREL RECEIVES NAKHICHEVAN PARLIAMENT SPEAKER

    President Suleyman Demirel received Vasif Talibov, Speaker of the Parliament in Nakhichevan, an "autonomous republic" within Azerbaijan, and his delegation at the Presidential Palace in Ankara on Friday, the Anatolia news agency reported. President Demirel said Azeri President Haydar Aliyev, who comes from Nakhichevan, was a great leader and politician for Azerbaijan. Talibov said that the life of Nakhichevan was in the hands of two great leaders: One was President Demirel, and the other, President Aliyev.

    [12] GREECE GETS ONE-DAY CONSOLATION FORMULA

    The Turco-EU Association Council will take place a day later than that originally intended -to accomodate Greek calls for its postponement. Greece has said that the original date, which was March 25, was the Greek National Day and Foreign Minister Theodoros Pangalos asked for postponement so that he could attend celebrations in his country. Boris Biencerri, a special envoy of the EU's term president Italy, said that the EU was committed to holding the Association Council meeting on time. "The Greek position is not formalized" said the Italian envoy, adding that the presidency was trying to solve the matter in a friendly and profitable way. Foreign Minister Emre Gonensay, who received Biencerri, also said that Turkey firmly believed that the meeting should be held on time. /All papers/

    [13] DYP'S GOLHAN CRITICIZES ARAB LEAGUE

    The Arab League aims to show Turkey as the side which is against dialogue on the water question, True Path Party (DYP) Deputy Chairman Mehmet Golhan said on Sunday. Golhan, a former defence minister, said in a press conference that the league, which took up the question of Euphrates water last week, had asked Turkey to stop the Southeast Anatolia Project (GAP). The league said that Turkey should freeze the project for the time being and resume it after talks with two downstream countries, Iraq and Syria. "Not only Turkey but the whole world is proud of this project" Golhan said.

    Reiterating that Turkey gave enough water to its neighbours, Golhan said: "We are for the rational and optimal use of water. However, it is not possible to allow a situation of unfair disadvantage. We want the people of the Middle East to live in peace and stability and trust each other. Some things should not be used as faits accomplis or threats. Such action would obstruct any solution". "We are ready to cooperate with our neighbours. We have remained loyal to our promises. Turkey has let out 500 cubic meters of water per second from the Euphrates. Turkey itself is not water-rich. We may have shortages in the near future" he said. He noted that the Syrians claimed water for unregainable land. "Those areas, no matter how much they are irrigated, could not become productive" Golhan said. /Cumhuriyet/

    [14] NEVRUZ CELEBRATIONS IN BELGIUM

    Turkish associations and federations in Belgium have declared that they will jointly celebrate the Nevruz feast. The celebrations will be held on March 23, at the Rogier Square with the participation of Turkish Embassy officials as well as representatives from Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan and the Turkish Republic of Northern Cyprus. Organization Committee members noted that they have taken various measures to ensure order and security during the celebrations. /Sabah/

    [15] TURKISH TRADE DELEGATION IN ROMANIA

    A trade delegation comprising approximately 100 members will visit Romania between March 25-28, under the coordination of the Foreign Trade Undersecretariat. The purpose of the visit is to strengthen trade ties between the two countries and to increase cooperation. A seminar will also be held under the title of "The Turkish Economy, Co-investment and Cooperation Possibilities." /Sabah/
