Summary of the political and economic news in the Turkish press
this morning.
[01] DEMIREL POSTPONES FIRST PART OF HIS US TRIP
President Suleyman Demirel postponed the Washington part of his
visit to the US, due to political developments at home,
following Prime Minister Tansu Ciller's failure to get a vote of
confidence from Parliament on Sunday. The president is still
scheduled to go to New York, where he will attend the 50th
General Assembly of the UN. Demirel is scheduled to make a
speech at the UN on October 22. His visit to New York will
start on Saturday and continue until October 24. It is reported
that contacts are continuing for a Demirel-US President Bill
Clinton meeting in New York, where Demirel is scheduled to hold
a number of bilateral meetings, including one with Armenian
President Levon Ter-Petrosyan, and Greek Prime Minister Andreas

[02] DYP-CHP COALITION
Prime Minister Tansu Ciller yesterday announced an initial
accord with former social democrat partners to revive the
four-year coalition which ended on 20 September. Following a
surprise meeting in Parliament, Ciller said she and Republican
People's Party (CHP) Chairman Deniz Baykal had reached an accord
in principle for a new coalition alignment until early elections
"at the earliest possible time". Baykal expressed "pleasure at
seeing a chance for the DYP and CHP to set up a coalition",
saying his party was ready to contribute "If Ciller comes into a
position of forming the new government after meeting with the
President". Baykal pointed out that the CHP had maintained its
approach on September 20. Baykal welcomed the resignation of
Istanbul Police Chief Necdet Menzir.
Ciller then visited President Suleyman Demirel to submit her
government's resignation after its failure in Sunday's
confidence vote and apparently seek to form the government -for
the third time. Demirel accepted her resignation but wanted her
to be on duty until a new government is formed.
Demirel also met with other party leaders, including Motherland
Party (ANAP) leader Mesut Yilmaz, CHP leader Deniz Baykal,
Welfare Party (RP) leader Necmettin Erbakan. /Milliyet-Sabah/
[03] SERBS WANT TO EXCHANGE TWO TURKISH JOURNALISTS
Bosnian Serbs, who have admitted holding two missing Turkish
journalists, have indicated that they intend to exchange them
for two Serbian reporters held by the Bosnians. The Turkish
Embassy in Bosnia informed Ankara that United Nations Protection
Force (UNPROFOR) official Victor Vezrouchenko had crossed into
the Serbian side to talk with the Serb liaison officer, Incic,
who confirmed that two Turkish journalists, missing since last
Friday, were indeed being held by the Bosnian Serbs. Incic was
quoted as saying that they were keeping the Turks to ensure the
release of two Serbian journalists, Alexander Kalevski and Goran
Pejcinovic, who were detained by the Bosnians one month ago.
The two Turkish journalists, Ali Kocak of the Anatolia news
agency and Munire Acim of Hurriyet, are in Lukavica, another
UNHCR official, Peter Deck, told Turkey's Charge d'Affaires
Serhan Yigit. A meeting is scheduled between Turkish officials

[04] PRESS CONDEMNS SERBS FOR HOLDING JOURNALISTS
The Turkish Press Council has condemned the Serbs in Bosnia for
holding two Turkish journalists-Munire Acim from the Anatolia
press agency, and Ali Kocak from Hurriyet newspaper-in
contravention of all international agreements.
Representing the Press Council, Dogan Heper has sent out a
signed statement condemning the Serb action, and calling for the
immediate release of the two journalists. Heper, calling the
Serb action "fascist" said that the matter will be taken to the
Union of World Press Councils and dealt with in the strongest
possible fashion.
According to some reports, the Serbs are holding the two Turks
"hostage" and really want to exchange them for Serb journalists
held under arrest. Prime Minister Ciller has also stated
clearly that the matter will not be allowed to drop, but will be
followed closely until Acim and Kocak are released. /All

[05] 1996 FISCAL YEAR DRAFT BUDGET WILL BE PRESENTED TO
PARLIAMENT
The 1996 Fiscal Year draft budget will be presented to
Parliament today. The draft bill was discussed during the
meeting between Finance Minister Ismet Atilla and ministry
bureaucrats yesterday. Under the Constitution, the Council of
Ministers is required to present the budget draft bill and the
report containing national budget estimates at least 75 days
prior to the commencement of the fiscal year (January 1, 1996).

[06] GEN.BAYAR TO VISIT ALBANIA AND CROATIA
Gen.Hikmet Bayar, the commander of Turkish ground forces, flew
to Albania as the official guest of Gen.Sheme Kosova, chief of
the Albanian general staff. Officials from the headquarters of
the general staff said that Gen.Bayar will continue on to
Zagreb, Croatia, where he will meet Gen.Zvonmir Cervenko, the
chief of the Croatian general staff. Gen.Bayar will visit
Turkish soldiers stationed in Zenica, then return to Turkey on
October 19. /All papers/
[07] PKK MILITANTS KILL ONE, KIDNAP TEN
A group of 40 militants of the PKK terrorist organization
blocked the road on the Turkey-Iran highway in Hakkari's
Yuksekova district, killed one person and kidnapped 10 others on
Sunday. Meanwhile, a minibus, which was going from Bitlis-Hizan
district to Gokay village, hit a mine in the road. The driver
and a passenger died. /Hurriyet/
[08] BELGIUM EXTENDS CREDIT TO TURKEY
Belgium has extended to Turkey a 150 million Belgian franks
credit (approximately TL 255 billion) to support the realization
of the latest economic development plan. According to the
credit agreement published in the Official Gazette, the yearly
interest rate is 2 percent, and the credit term is 15 years.
Repayments will start on December 31, 2005. The credit must be
used within the framework of the economic development plan for
the funding of capital goods and industrial equipment that the
Turkish government will buy from Belgium. The credit agreement
was signed in Ankara on July 14 this year by State Minister
Aykon Dopan and Belgian Ambassador Eric Kobia. /All papers/
[09] TURKEY-RUSSIA TOURISM SEMINAR BEGINS IN ANTALYA
A Turkey-Russia tourism seminar, sponsored by the Turkish Union
of Chambers and Commodities Exchanges (TOBB), begins in Antalya
today. Many tourist officials and administrators from Turkey
and Russia will attend the two-day seminar which will focus on
increasing cooperation. Ali Osman Ulusoy, deputy chairman of
the TOBB executive board, will give the opening speech.
Promotion, management, guide training, and tourist sites in both
countries will be topics in discussion panels.
[10] WORLD FORESTRY CONGRESS WILL MEET IN ANTALYA
The 11th World Forestry Congress will be held in October 1997 in
Antalya, on the Mediterranean coast of Turkey. Officials from
the forestry ministry said that representatives of the world's
forestry foundations, universities, industrial sectors and
associations will participate in the congress which is held once
every six years. The 10th congress was held in Paris in 1991.

[11] TURKEY TO IMPOSE TEXTILE QUOTAS AGAINST 37 NATIONS
Turkey is to impose textile and garment quotas, identical to the
EU's trade restrictions, on a total of 37 countries, Turkish
officials said yesterday. Turkish trade authorities said
negotiations concerning proposed quantity restrictions on
textile imports are due to start in early November. The quota
limits will not be less than Turkey's average textile imports
from the relevant countries over the past three years.

[12] MORE DECISIONS ON AZERI PETROL
The international consortium handling the extraction and
transportation of the Azeri Caspian Sea early petrol project has
yet to make more decisions about Turkey's share.
The consortium has now to decide on Turkey's proposals about
financing and methods for construction and fine details on
routing through Baku and Supsa. Some lengths of pipeline are
already built and working, but need a lot of repair work. Other
stretches of pipeline will have to be constructed from new.
The first step in setting up the operation, however, will be the
signing of an "umbrella protocol" to cover all eventualities.
According to Turkey's proposed model, a project company would
have to be set up to deal with initial infrastructural projects,
but quite who will finance the deal is not altogether clear.

[13] GERMAN ANTI-PKK OPERATION
The German authorities have stepped up pressure against the
banned PKK separatist organization that has established itself
in provinces throughout Germany.
Last week German security officials detained 195 members of the
PKK, among whom were three suspects the police were searching
for in connection with other serious crimes. The three suspects
are also known to be local organizers of PKK cells in the
provinces. Government representatives added that government
pressure against the PKK will continue. /Hurriyet/
[14] BAYKAL OFF TO BRUSSELS
Chairman of the Republican Peoples Party (CHP), Deniz Baykal, is
setting off for Brussels today for talks on customs union with
the European Union (EU) member countries. Baykal will have
contacts especially with the Socialist group in the European
