NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - Representatives of the B&H Parliamentary Assembly House of Commons are to discuss at the session in Srpsko Sarajevo Bill on the Privatisation of Enterprises and Banks in B&H, and the Bill on a Seal of the B&H institutions. Representatives should also give their consent on the Contract on a Loan between B&H and the European Bank for Renewal and Development which is related to a project of urgent renewal of telecommunications.

BANJALUKA - The U.S. Ambassador to B&H Richard Kauslarich said that there was a certain improvement of political and economic situation in Republika Srpska (RS) what is being supported by the U.S.. Referring to extension of the SFOR and U.S. forces mandate in B&H he said that their presence was needed for further development of normal democratic processes, return of refugees, freedom and independence of media, economic development and war crimes issues. "Regarding these questions we made a certain progress so far but there is still much to be done", said Kauslarich in an interview with the Serbian -Radio Television (SRT). According to him the biggest problem is problem of refugees and displaced persons.

AMSTERDAM - According to photographs taken by the Holland police, Slavko Dokmanovic hung himself in a prison cell, or he was hung by, with necktie on a lock on a cupboard - stated for SRNA a lawyer Toma Fila after he had visited the prison cell with one of the Hague investigators. "Two investigations are being carried out; one is being carried out by the Holland police which came first on the spot and took all photographs and afterward an autopsy was performed. They think that suicide is what had happened but final results will be issued in four weeks time, because this death caused a great fuss" - said Fila. Asked if it is possible for someone to hang himself on the mentioned lock he replied affirmatively because he himself with his 100 kg weight tried to hang and a lock remained intact. However , Fila did not exclude a possibility of suicide with the electricity.

MOSTAR - Assistant of Mayor of Mostar Ivan Prskalo proclaimed Martin Gerod , chief of the OHR regional office in Mostar as a persona non grata because of his, as he put it, partial stances on return of Croatian refugees in the region of Mostar. "Keeping in mind that you does not have a minimum of authority among Croatian people, the best solution for you is to leave this region as a persona non grata", said Prskalo in a letter to Gerod and the International Community High Representative Carlos Westendorp.

SEKOVICI - Installation of Samsung's digital central station of the last generation began in Sekovici with 2,000 numbers and the project is valued at $U.S. 1.2 millions. The installation is conducted by experts from Samsung and the RS Telecom.

BANJALUKA - The Republika Srpska (RS) President Biljana Plavsic had talks in Banjaluka with Spanish Ambassador to B&H Hose Angel Lopez . She said after talks that a project of providing Cabinet of the RS President with computers has been concluded and they were also discussing Spanish financial help for renewal of RS. Biljana Plavsic expressed her pleasure because of help that Spanish soldiers were giving in the eastern part of RS.

SARAJEVO - The B&H Parliamentary Assembly House of Commons passed the Bill on the Seal of the B&H Institutions, gave its consent on the Contract of Loan between B&H and the European Bank for Renewal and Development which is related to a project of telecommunication reconstruction. Consent was also given for a credit arrangement between B&H and the World Bank with four projects included: forestry, structural adaptation, urgent reconstruction of the electro-energetic system in B&H. Discussion on the Bill on Privatisation of the B&H Enterprises and Banks is postponed for the next week in the House of Commons which will be held on July 22nd. The session has been held in the Federation part of Sarajevo and chaired by Petar Majic.

SARAJEVO - Co-chairman of the B&H Council of Ministers Boro Bosic had talks with the Austrian Ambassador to B&H Valentin Inzko on relations between EU and B&H and economic cooperation between Austrian and RS enterprises. After the meeting Bosic said that 15 days ago a special declaration of the EU and B&H was adopted and a special group for eventual joining of B&H to EU was formed, emphasising that a role of Austria is very significant regarding this question. They were also talking about political situation in B&H and RS and possibilities for economic cooperation between RS and Austria especially in the field of banking.

BANJALUKA - According to unfinished and unconfirmed data political parties and coalitions in RS and FB&H applied even 12 candidates for the three- member B&H Presidency. They are Momcilo Krajisnik, Zivko Radisic and Zoran Tadic from RS than Alija Izetbegovic, Ante Jelavic, Gradimir Gijer, Sasa Nisandzic, Senka Nozica, Hajrija Rahmanovic, Sefer Halilovic, Ibran Mustafic and Fikret Abdic from B&H. For the RS President following persons have been nominated: Biljana Plavsic, Nikola Poplasen, Mihajlo Crnadak and Predrag Sekulovic and for the RS vice-president Svetozar Mihajlovic, Mirko Sarovic, Branko Latinovic and Nenad Ljepojevic.

SARAJEVO - The OHR spokesman to B&H Ridda Ataraschany stated for SRNA that it would be logical that returnees in one of entities serve their military obligation in it, because they are under jurisdiction of laws from that entity. "I think that a citizen of an one entity comes under the law of that entity. According to that military obligation is also under entity's laws, said Attaraschany. He added that he "must check whether there are some other things that regulate the issue." The OSCE spokesman Dardan Gashi said in the Federation part of Sarajevo that according to his information participation of a minimum of 50% of registered voters was not needed for the elections to be valid.

BRCKO - Supervisor for the region of Brcko Robert Farrand warned political parties in RS and FB&H that its conduct in the election campaign would influence the final Arbitration award on the IEBL in the region of Brcko. "My message to political parties is for them not to forget that Brcko, as a problem, exceeds these elections", said Farrand at the press-conference. He called on voters not to pay any attention to "different methods of pressures by political parties, but to vote according to their choice". The last night's explosion in Brcko Farrand assessed as cowardly act expressing concern with the fact that the explosive device was thrown in the house of a returnee from B&H.

BANJALUKA - The IPTF spokesman for the region of Banjaluka Alun Roberts said that Banjaluka's factory Cajevac has got the instruction for production of 21,000 new license plates, a part of which is intended for the region of Zenica in FB&H. At the press-conference in Banjaluka he said that he was pleased with the fact that on Croatian border vehicles without new license plates have been returned. The UNHCR spokeswoman Vendy Rappaport informed the press that "today, return of 13 Serbs from FRY is expected in the village of Ostreci near Bihac.

BIJELJINA - The OSCE office chief in Bijeljina Dora Plavetic in presence of party representatives from RS and FB&H, has promoted work of the OSCE center for giving help political parties and candidates which will participate on the forthcoming elections. The OSCE centres will help political parties and candidates to organise election campaigns and will inform them about Rules and Regulations of political parties.

BIJELJINA - The RS Democratic Party will participate on the elections in September on its own with its list of candidates, and it has been accepted a post-election alliance with the Serbian People's Union and the RS Democratic Centre and only for the elections for the RS National Assembly - said in Bijeljina Gavrilo Antonic, secretary of this party.

NOVI SAD - Slavko Dokmanovic, former Mayor of Vukovar will be buried on July 5th on the orthodox grave in Sombor, says the Novi Sad daily "Dnevnik". Family of Slavko Dokmanovic still expect a permission from His Holy Highness Bishop of Backa Mr. Irinej for a funeral according to traditional Christian custom which is denied for those who committed suicide. They think that Dokmanovic did not commit a suicide but he is a victim of an anti -Serb conspiracy, so called the new world order.

BANJALUKA - The Republika Srpska (RS) Prime Minister Milorad Dodik and the highest officials of a prestige concern Mitsubishi had talks on possibilities for realisation of several projects and joint programmes regarding the economy reconstruction in RS, the Cabinet of the Prime Minister announced. Dodik is at the moment in Hiroshima in an official visit to Japan. He expressed pleasure that RS would receive an expert team of this famous Japanese company.

BANJALUKA - The RS Minister of Finance Novak Kondic and director of the International Monetary Fund (IMF) Brown Scot said in Banjaluka that in the RS Budget have been realised around 30 millions of DM as a help. Minister Kondic said that Scot has promised for this planned help to be realised by the end of the year. "On the other hand the RS Government has done everything to meet a debt to the World Bank and the IMf on time and $U.S. 15 millions have been discharged already", Kondic said.

STOCKHOLM - The B&H delegation which included the RS and FB&H representatives, finished yesterday visit to Denmark and Sweden. During this visit they informed refugees from B&H about measures taken by the RS and FB&H Government on making a minimal possibilities for their return - SRNA correspondent reports. The delegation included the RS Minister of Refugees and Displaced Persons Miladin Dragicevic, a Mayor of Gradiska Petar Danilovic, assistant of the FB&H Minister of Refugees and Displaced Persons Sulejman Garic and chief of the Mostar's Municipality Sever Suad Valikic. It was emphasised that return of all refugees must be on voluntary base and gradually.

BANJALUKA - The key issue regarding putting into circulation new convertible mark (KM) in RS is a commission, which is not allowed by the Law on the Central bank, and is supported by the Commercial banks - said in Banjaluka lieutenant governor of the B&H Central Bank Ljubisa Vladusic. This delay of putting into circulation of the new currency Vladusic connects with a suspicion in the new currency, especially with citizens "who believe more in the DM".

SARAJEVO - At the press-conference in Sarajevo Ridda Ataraschany, the OHR spokesman, informed journalists about the decision of the International Community High Representative regarding reconciliation and multiethnicity which originates from the Bonn and Luxembourg documents. "The International Community High Representative wishes to remind authorities in B&H and its entities that implementation of the Dayton Peace Accord and its Annexes must be accelerated for establishing of a permanent peace and stability in B&H and to be enabled the peaceful and gradual return of refugees with respect of primary Constitutional Principles of reconciliation and multiethnicity" - said Attaraschany. "The High Representative has a right to take measures which he thinks as necessary for faster implementation of the Dayton Peace Accord".

BERLIN - NATO will not allow for conflict in Kosmet to provoke the new war in the Balkans - said the NATO Secretary General Javier Solana. He urged that "efforts must be made in order for conflict in Kosmet to be solved with political means". "Military forces might be used "only as a support to a peaceful solution".

NEW YORK - Bonn urged on a Kosovo Albanian leader Ibrahim Rugova to exert influence on members of the "Kosovo Liberation Army" in Germany to stop with forced collecting of funds for this terroristic organisation - confirmed spokesman of the German Foreign Affairs Ministry Martin Erdman after Richard Holbrook revealed that the KLA is being financed from Germany, Switzerland and Denmark.

NEW YORK - The UN Security Council adopted last night the Presidential announcement on Croatia in which they expresses deep concern because a great number of Serbs who emigrated from Eastern Slavonia since 1996. They emigrate for numerous reasons above all security incidents, ethnic hostility, bad economic situation, administrative obstacles, discriminatory laws and suspended programme for return of refugees.

AMSTERDAM - Those who had deprived Slavko Dokmanovic of freedom and had held him in custody are responsible for his death - said Vladimir Petrovic, a lawyer of the "Fila" office. Asked how is possible for a suicide to happen in a such respectable international institution as Seveningen prison is, Petrovic said that it was hard to explain adding that "prison authorities will have to submit strong arguments for what happened."

BELGRADE - The U.S. Special Envoy for the Balkans Richard Holbrooke arrived in Belgrade where he is to have talks with the FRY President Slobodan Milosevic on situation in Kosmet. Holbrooke is due to depart tomorrow for Pristina and to have talks with Ibrahim Rugova.

BERLIN - The NATO Secretary General Javier Solana asked for Albanians in Berlin "to talk in one voice" and assessed that their leader Ibrahim Rugova "should play an important role". "We hope that Rugova will be a joint negotiator and that a dialogue will continue", said Solana. He does not have intention to meet representatives of the KLA. The German agency DPA, citing Albanian press, claims that "Solana has promised ethnic Albanian Government that NATO will sent ships in the Drac port by which it will show its support to the Republic of Albania".

SARAJEVO - The NATO commander for Europe the U.S. general Wesley Clarke said that FRY wanted to join the Partnership for Peace but before that must satisfy certain requirementswhich are the constitutional part of political decisions - AFP reports. Clarke did not say what conditions are in the case, but he emphasised that chief of staff of the FRY Army (VJ) general Momcilo Perisic "several times shown interest for cooperation with NATO".

BONN - The German Government warned ethnic Albanian "Government in exile" situated in Bonn, on danger that might be caused by purchasing of arms for the so called "Kosovo Liberation Army" (OVK) with money donations which it receives in Germany - DPA reports. "Using of money in this way would be unacceptable" - said at the press-conference Marcus Ederer, spokesman of the German Foreign Affairs Ministry.

ISTOK - A large group of armed ethnic Albanian terrorists attacked the police station in the village of Rakos near Istok but there were no casualties. Terrorists were opening fire from the automatic weapons and bazookas from the villages of Leocina and Padalista. The police answered the fire and after one hour fight terrorists retreated to Drenica.

PRISTINA - Ethnic Albanian terroristic gangs, which routed near Kijevo and Iglarevo, tried to retreat toward the region of Decani to Albania, what they failed to do - SRNA has learned in Decani.
