NEWS REVIEW, REPUBLIKA SRPSKA

DERVENTA - The president of the Government of Republuka Srpska /RS/ Milorad Dodik, deputy High Representative Hans Schumacher and representatives of the World Bank Christian Portman and Rory O'Sullivan have talked yesterday with the president of municipal assembly of Derventa Dragoljub Kukic about the arrangements of renewal of the city, which was during the war almost completely destroyed. Kukic has acquainted the president of RS Government and representatives of the World Bank with the works on rehabilitation of 15 housing blocks in which this bank has invested 2,800,000 DEM. After visiting buildings on which the repairing was made, Dodik has stressed that this aid of the World Bank and international community is the confirmation of the policy which is being lead in RS.

SARAJEVO - The presiding of the Presidency of Serbian Democratic Party /SDS/ Aleksa Buha has resigned from the post in the Party. "In last year time period I tried to bring into our party new model of political behaviour and acting, especially regarding management of the party and in general people's jobs. The annual assembly of SDS, held at the beginning of June, made me believe that this model was recognised and accepted. However, the newest events at the sessions of Presidency and Main Board have convinced me that I failed" - is stressed in the letter sent by Mr. Buha to the Main Board and vice-president of the Presidency of SDS Dragan Cavic.

BANJA LUKA - The delegates of SDS in the National Assembly of RS Dragan Cavic and Mirko Sarovic have welcomed the passing of the packet of laws about privatisation at the sixth assembly session, especially stressing the great accordance of parliamentary parties. While being guest at the programming of the Serbian Radio-TV "Aktuelnosti" Sarovic has stressed that bringing such laws, of vital importance for RS, was always prepared in several phases and noted that because of its importance for SDS he thinks that in hands of Government must not be all control mechanisms.

BIJELJINA - In the occasion of Vidovdan /St. Lazarus and All Serbian Martyrs/ - the St. Patrons day of RS Army /VRS/ - the Ministry of Internal Affairs of RS has sent a congratulation to all soldiers, officers and civil employees in VRS, as well as the Serbian people and Orthodox clergy in RS. "The joint desire for us is one of the greatest Orthodox holidays - Vidovdan - always to be celebrated in peace" - is said in the congratulation.

BANJA LUKA - In the Central Club of VRS today will be held the Second general gathering of the Party of Independent Social Democrats /SNSD/. As announced, the Assembly will be attended by 420 delegates from the regions of the whole RS. The president of RS Government and president of SNSD Milorad Dodik was determined yesterday for the first on list of delegates of this party for the National Assembly of RS at the next elections.

BANJA LUKA - The president of youth of Serbian National Union /SNS/ Zoran Babic has appealed in Banja Luka on the youth in Republika Srpska /RS/ to check out their voting cards in order to be able to come out on the impending September's elections. In the public announcement SNS reminds that "coming out at the elections is the matter of the greatest national interest for RS" and added that by coming out on elections youngsters have a chance to make impact on their own future.

PRIJEDOR - The voting cards in the region of Prijedor municipality since yesterday, the day before the closing registering centres, have taken over 50,504 voters or 92% out of total electorate - stated for SRNA the president of LEC Prijedor Dusko Miloica, stressing that it is real to expect that the total number of registered will reach 95%.

KRAGUJEVAC - In the Sumadija county was finished the registration of refugees for the next general elections in B&H - was confirmed for SRNA by Radoje Arsenijevic, the president of the Commission for registering in this county, expressing the regret because of the weak turnout. The registration in Sumadija county was monitored by the Katy Poland, the representative of OSCE, who has confirmed that "this job passed without problems".

VIENNA - In the OSCE centre in Vienna until June 29 are being received the applications for registering voters from abroad for September's elections in B&%H, and the work of teams of OSCE for registering is being monitored by the work group of the Ministry of Foreign affairs in the Council of Ministers of B&H, composed of three workers of this ministry - the representatives of all three nations. Until now for voting abroad /in absentia/ was registered 139,528 voters from the whole world, excluding FR Yugoslavia and Croatia, where the registration of voters is being done in person in the registering centres. The applications for registering voters are coming from 51 states from all continents.

MOSTAR - The heads of municipalities with Croatian majority in Mostar have vigorously condemned the arson of monument raised for Croatian soldiers killed in July 1992 on Merdzan glava, which is now in the Bosniak's municipality Mostar - reports the Croatian radio Herceg Bosna. In the announcement from the office of the mayor of Mostar Ivan Prskalo is said that it was done by those who cannot bear anything Croatian and Catholic in eastern Mostar.

BANJA LUKA - Submitting the statement at the Second general Assembly of the Party of Independent Social-Democrats /SNSD/, which has started in Banja Luka under the name "For peace and prosperity RS", the president of this party and president of the government of Republika Srpska /RS/ Milorad Dodik reviewed the yesterdays session of the National Assembly and the significance of adopting the package of laws on privatisation. "By creating the new economic ambience in RS, with introduction of the new ownership and management structure in economy, finally at the economic courses will cease to have impact political parties through steering boards, which is the success of great significance", stressed Dodik. While congratulating the participants of this gathering in the Central Club of Army of RS /VRS/ the president of RS Biljana Plavsic reminded on the period one year before when democratic changes has been commenced where the greatly contributed SNSD.

BANJA LUKA - The minister of defence in RS Government Manojlo Milovanovic has congratulated to the General staff of VRS and all its members Vidovdan, the St. Patron's Day of RS Army. "Since the legendary Kosovo battle in 1389 Vidovdan has entered into the foundations of our spirit and became one of the constituents of Serbian national being. The same meaning Vidovdan has today, and will have for the future generations" - is said in the congratulation of general Milovanovic.

BELGRADE - The presiding of the Presidency of the Serbian Democratic Party /SDS/ Aleksa Buha has confirmed for SRNA that he resigned on the posts in the party, but he did not want to give any comment. On insisting to explain reasons why he resigned Buha said" "No way, all I had to say I said in the resignation letter". In the letter which Buha has sent to the Main Board and vice-president of the Presidency of SDS Dragan Cavic is stated that in last year he tried to bring into the party "the new model of political behaviour and acting", but that the newest events at the sessions of Presidency and Main Board have convinced him that he did not have success in that.

DOBOJ - In Doboj at 12,00 h has started the session of the Main Board of the Serbian Democratic Party /MB of SDS/, at which will , as expected, be the topic the resignation of Aleksa Buha at all functions in the party. The session is closed for public, and it is not announced any statement.

DOBOJ - The municipal board of the Socialistic Party of RS /SPRS/ of Doboj has announced that it nominated the Executive board of 15 members, at which head is Milan Milivojevic. The vice-president of RS Government Tihomir Gligoric and general director of RS Railways /ZRS/ Marinko Biljanovic, which constituencies are in Doboj, are presented as the candidates of this political party for the delegates in the National Assembly of RS.

VIENNA - The delegation of the Provisional Electoral Commission /PEC/ of B&H has arrived in Vienna yesterday, where next days it will monitor the conclusive part of the process of registering voters for voting in absentia, and immediately at the arrival visited OSCE Centre for registering and get informed with the so far collected data about enlisting voters abroad. According to these data, total number of registered voters is 139,528 voters from the whole world, excluding FR Yugoslavia and Croatia, where voters will cast their ballots by means of post. Gordan Milinic, the minister counsellor in the Ministry of the Foreign Affairs of B&H and the chief of the sector for analysis, planning, policy and informing, represent RS in the three members delegation.

BELGRADE - The federal commission for providing assistance to refugees at the general elections in B&H and Provisional Office of OSCE in Belgrade announced that the registering the voters in FR Yugoslavia /FRY/ will be finished today at 18,00 h. In the announcement is stated that the demand to prolong the time for registering voters from B&H in FRY for general elections on September 12 and 13, was not approved. and all persons from B&H who are not registered are invited to use their right to do it at the nearest registering station.

BRUSSELS - The world congregation of Serbs has announced in Brussels that "with the pleasure accepts the stance of the Secretary General of NATO Javier Solana, who has rejected the option of independence of Kosmet and demanded unconditioned continuation of negotiations". The congregation is stressing that this is "the first time that against the Albanian party was applied at least symbolic pressure", and warns that, nevertheless, it was not said what will be done if Albanian negotiators reject Solana's demands. "Contrary to that, the threats to Serbs are very concrete and are in contradiction with the international justice, and the pressure is inappropriately greater. That is specifically related to the demand for the withdrawal of official forces for keeping the peace and order, and that without any additional guarantee" - is stated by the World's Congregation of Serbs and noted that the principle of gradual equalising of the terroristic units with the legitimate police and military forces of one state is tried procedure in the citizen's wars in Croatia and B&H.

ROME - The statement of Haris Silajdzic, the co-presiding in the Council of Ministers of B&H, that "NATO can use the territory of B&H for eventual intervention in Kosovo" could produce a difficult political crisis - concludes the Rome daily "Manifesto". In the text titled with "He is irresponsible politician - get rid of him from that post", "Manifesto" assesses that Kosovo has divided B&H underlining that "crisis in Kosovo has its consequences on the Bosnia too, where the peace is still very loose and institutional balance very unstable".

BRCKO - This year's celebration of Vidovdan in the region of Brcko municipality is being performed in the shade of the decision of Robert Farrand to throw out by one of his decisions the Article by which this greatest spiritual and national holiday is determined as the St. Patron's Day of the municipality Brcko. Marking Vidovdan in the region of Brcko municipality started this morning by laying the wreaths on the graves of killed Serbian soldiers in the last fatherland war, and it is foreseen also the laying flowers and wreaths on the Monument of Serbian defenders of Brcko, and Vidovdan academy "Who is Serbian and of the Serbian origin".

BANJA LUKA - By the repeated election of Milorad Dodik for the president of the Party of Independent Social-Democrats /SNSD/ of Republika Srpska /RS/ in Banja Luka was finished the Second Assembly of this party, in which work had participated 396 delegates from whole RS. By the secret ballots Dodik was elected unanimously - he has got votes of all 396 delegates. For the vice-presidents of SNSD were elected Branko Dokic from Banja Luka, for which voted 325 delegates and Dobroslav Cuk from Trebinje with 185 votes. For the secretary general was elected Nenad Bastinac, for whom voted 328 delegates. The independent socialdemocrats have by the same principle chosen the new composition of the Main Board of 85 members, Supervising board and other organs of the party.

BANJA LUKA - The coalition for RS has demanded that Provisional Electoral Commission /PEC/ cancel the newest decision by which was cancelled the possibility of establishing the electoral alliances at the level of candidate lists for member of Presidency of B&H . In the public announcement of the Serbian coalition for RS, consisting of Serbian party of Krajina and Posavina, Serbian Patriotic Party, Democratic Patriotic Party and People's Party of RS, is stressed that such behaviour "clearly shows that electoral rules were not brought timely in order to be able to have long-term and efficacious impact on electoral results".

BIJELJINA - The minister of internal affairs of RS Milovan Stankovic congratulated to the chief of General Staff colonel general Momir Talic and all members of Army of RS their St. Patron's Day - Vidovdan, with the desire "that furthermore keep the unity of RS reached in the difficult times". The minister Stankovic wished also to the minister of Defence Manojlo Milovanovic all best on the occasion of the St. Patron's Day of RS Army.

PRISTINA - The policeman Nenad Savic was seriously wounded in the attack of Albanian terrorists against the members of police who protected the convoy with the food near the place Gornja Klina, on the road Kosovska Mitrovica - Srbica - learns SRNA from the police sources in Pristina. The attack, which occurred around 14,30 h, the police energetically rejected and ,according to the announcement of MUP of Republika Serbia in Pristina, the assailants had great casualties.

PRISTINA - The Albanian terrorists, last night in the village Donje Godance, municipality Stimlje, had kidnapped three Albanians and lead them in the unknown direction, announced the Media centre in Pristina. Kidnapped were Agim Ademi, the participant in the negotiations with the delegation of the government of Republic of Serbia in Pristina and employee in the municipal assembly Stimlje Veselj Ahmeti and farmer Sucri Zumeri.

CLEVELAND - The special American envoy Richard Holbrooke is coming back home with empty hands, but leaves behind himself two messages: one for Belgrade - that NATO is accelerating the plans for military intervention, and second for Albanians - to forget independent Kosovo and that Belgrade will not tolerate blocked roads, writes "New York Times". According to the news, Holbrooke warned that the next Serbian -Albanian conflict could have a tragic consequences for the wider region.

THESSALONIKI - Only the political dialogue could solve the crisis in Kosmet and prevent spreading the conflict on neighbouring countries, stated the Greek minister of defence Akis Tsohatsopoulosafter the talks with the Albanian colleague Luan Haidarag in Thessaloniki, and reports the Reuters according to the reports of semi-official Athens'press agency. Tsohatsopoulos has repeated that his country is opposed to any kind of military intervention on Kosmet and sharply criticised the recent air manoeuvres over the South Balkans.

MOSTAR - Serbs who before the war in B&H had lived in the valley of Neretva river for the first time, after leaving this region because of the attack of Croatian forces in 1992, have visited their hearths in the western part of Mostar, as well as other places on the south of Federation B&H /FB&H/. The Croatian radio Herceg Bosna is stressing that this is not only the first visit but the announcement of return of refugees from RS into the Southern part of FB&H. Several out of 15 Serbs has intention to stay during the night, and they will be secured by the police of Western part of Mostar and IPTF.

SARAJEVO - In Sarajevo was officially founded the New Croatian initiative /NHI/, the party lead by the former vicepresident of Croatian Democratic Community of B&H /HDZ B&H/ and Croatian member of the Presidency of B&H Kresimir Zubak, report the agencies. This party, despite attempts of the official Zagreb and Croatian president Franjo Tudjman to keep the unity between Croats in B&H, formed the part of members of HDZ of B&H, and Founding assembly was attended by the 180 members who elected the Presidency of the Party with 15 members.

ZURICH - The Switzerland has quite different attitudes towards war criminals in the former Yugoslavia and more cruel atrocities committed during the citizens war in Rwuanda - claims in the letter to "Noe Zirche Zeirung" Jean Zigler from Geneva, the delegate in the national Parliament. He particularly stresses the negative role of the governmental organisations for assistance to refugees, citing the example of organisation "Deza" Department for Eastern Africa, which has its offices also in B&H.

MOSCOW - The experts of the International monetary Fund /IMF/ have arrived to Moscow, where they should negotiate with the Government of Russia about the conditions for the stabilisation credit amounting 10 to 15 billions of $US, if to this country is needed for overcoming the current financial crisis. Attempting to won the opposition over for his side for the stabilisation programme the premier Sergey Kirienko has talked with the leader of the Communistic Party Genadiy Ziuganov.

ANKARA - At least 12 persons was killed in the earthquake of strength 6,3 degrees of Richter's scale which hit the southern part of Turkey, reports the private TV station NTV and conveys the Reuters. The reporters cited the great number of people was injured and many buildings were damaged. The epicentre of the earthquake was in the province Adana, and it was felt in many parts of the Asian part of Turkey.

BANJA LUKA - By laying down the flowers on the Monument of killed Serbian soldiers in the city cemetery "St. Pantelija" tomorrow at 9,00 h in Banja Luka starts the marking of Vidovdan - the St. Patron's Day of army of Republika Srpska. By the programme was planned that tomorrow from 9,00 to 10,30 h in the temple of the Holy Trinity in Banja Luka would be held the Holy liturgy and requiem for all killed Serbian soldiers patriots from Kosovo until today. The members of the General Staff of RS Army will, as foreseen, at 12,00 h in the Central Club of RS Army in Banja Luka attend the solemn holiday praying and the ritual of braking the holiday bread.

SRBINJE - In the city museum in Srbinje was solemnly opened the Mamory-room for killed soldiers and civilian victims of the past fatherland war, and the festivity was attended by the members of families, representatives of Municipal veteran's organisation, Command of the Garrison of RS Army and Church municipality. In the memory room were exhibited the photographs of 650 victims from the region of municipality Srbinje, with the data and war decorations.

NOVI GRAD - By holding the people's gatherings in the settlements Radimirovci, Ravnice and Rasce in the region of municipality Novi Grad has commenced the marking of Vidovdan - one of the greatest Orthodox holidays. On the occasion of Vidovdan - the St. Patron's day of Army of RS and the Day of Brigade of Novi Grad - tomorrow will be served in the church of the St. Apostles Peter and Paul in Novi Grad the requiem to the killed Serbian fighters, and afterwards before the military barracks will be performed inspection of units of this brigade.

SOKOLAC - To the Vidovdan's /St. Lazarus and All Serbian Martyrs/ festivities in Sokolac attend the guests from Nis, who participated in marking this holiday in one of the units of the Fifth Corps of RS Army, and after that they visited the memory room.

SAMAC - Municipal assembly of Samac has adopted the proposals of the executive board on reconstruction and amendments of steering boards in the great number of state and public enterprises in the area of the municipality, in order to enable these collectives to rehabilitate the losses in last year. It was concluded that some enterprises, as transporter "Master", had losses because the users of their services did not pay them for performed job.
