NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - Implementation of the Law on the Budget fulfilment will be one of the subjects at the session of the B&H Council of Ministers which is due to be held in Sarajevo at 11:00a.m.. The agenda includes implementation of the Law on the Council of Ministers and preparations for negotiations with the Paris club of creditors.

PRISTINA - A policeman Vitomir Scepanovic has been killed, and his colleague Dragan Obrenovic heavily wounded while four policemen from the escort of the convoy with food for Klina were easily wounded during attack carried out by Albanian terrorists on June 18th near Iglarevo on the Pristina-Pec road. The ambush attack was carried out by a large group of terrorists who opened fire from mortars, machine guns and automatic weapons.

PRISTINA - Two Serbs, employees at the Kosmet Electric Power Industry, Miodrag Ilic and Predrag Milic who were kidnapped on June 18th near the village of Grabovac in Kosovo Polje, have been released the same day at 5:00p.m.. According to their testimony the kidnappers had taken them to the nearby village and interrogated them for more than two hours but they had not beat them or physically harassed them.

VIENNA - Yugoslav President Slobodan Milosevic is currently in a hopeless situation regarding Kosovo crisis, says the Austrian daily "Der Standard". "If Milosevic decide to retreat the army and police from Kosovo, what are demands of the U.S. and EU, than Kosovo is left for Albanians who fight for independence", says the paper.

VIENNA - Preventing of further clashes in Kosmet will be a priority for Austria on the place of presiding of the E.U. - conveys the Vienna paper "Die Presse" statement of the Secretary General of the Austrian Foreign Ministry Albert Roan. According to him, although the international community is ready to use military methods as the last mean in order to stop bloodshed, the military intervention could not solve the Gordian knot in Kosmet.

ZAGREB - Former commander of the ustasha's concentration camp Jasenovac and war criminal Dinko Sakic arrived last night to Zagreb, where he was officially arrested by Croatian judicial organs and had been escorted to the pretrial confinement. Sakic will be put on a trail on the first hearing - is said in the text of the SRNA journalist Sasa Stjepanovic.

BANJALUKA - The Republika Srpska (RS) Prime Minister and vice-president Milorad Dodik and Dragoljub Mirjanic, the U.S. Ambassador to B&H Richard Kauslarich and director of the USAID mission Craig Back have signed in Banjaluka a Memorandum on Understanding by which $U.S.17,7 millions loan was approved for the RS renewal. The Memorandum was signed by representatives of 11 RS Municipalities. This loan is intended for reconstruction of electro-energy system in Banjaluka, Mrkonjic Grad and Baraci, reconstruction of water supply in Banjaluka, Kotor Varos, Gradiska, Srbac, Brcko and Bijeljina, bridges and roads in Srpski Brod and Kozarska Dubica, reconstruction of the High School in Srbac and hospital in Gradiska, reconstruction of central heating in Banjaluka etc.

BANJALUKA - The RS vice-president Dragoljub Mirjanic put wreaths and lighted candles on a monument in Novo groblje in Banjaluka for 12 babies who died six years ago because of lack of oxygen in the City hospital. The wreaths were put by a Mayor of Banjaluka Djordje Umicevic, vice-president of the City Assembly Mihajlo Crnadak, representatives of Serbian Party of Krajina and Posavina, the Serbian Patriotic Party etc.

BANJALUKA - The RS Minister of Urbanism, Bulding Construction and Ecology Jovo Basic said that an agreement has been signed with the USAID representatives for reconstruction of the central heating in Banjaluka valued at &U.S.5 millions. "We expect that Banjaluka will have heating system in the next year but that will not be enough for the whole city because that is just the first phase of the complete reconstruction project valued at 25 millions of DM", said Basic.

BRCKO - Supervisor for the region of Brcko Robert Farrand announced that on Monday, on June 22nd, in the UNHCR organisation, a bus will start to operate on the Brcko to Sarajevo line. "Bus will operate on every Monday and all interested in will be able to make reservation in the UNHCR", said at the press-conference Robert Farrand.

BANJALUKA - The IPTF spokesman for the region of Banjaluka and Bihac Alun Roberts said at the press-conference in Banjaluka that the international community representatives had talks recently with the RS Internal Affairs Minister Milovan Stankovic on forming of multiethnic police in Serb entity. Roberts said that on that occasion nothing precise has been agreed and announced continuation of talks regarding memorandum on the police reconstruction in RS.

BIJELJINA - President of the RS Serbian Radical Party Executive Board Mirko Blagojevic stated for SRNA that a presidential candidate of the SRS on the forthcoming election would be a leader of SRS Nikola Poplasen.

BELGRADE - President of the Federal Commission for offering help to refugees for the forthcoming elections in B&H Bratislava Morina said she was pleased with the first unofficial results of the voters registration, because according to her in relation to last year, 5,000 voters more have registered this year. As an example she said that in the first 16 days registration centre visited more than 23,000 persons. 16,000 of them got voters cards and 1,000 of them will be on a final voters list.

MOSCOW - The NATO intervention in Kosovo, without the UN Security Council support, can provoke new cold war, warned in Moscow head of the Department for the International Military Cooperation in Russian Defence Ministry lieutenant general Leonid Ivasov. Europe does not want to go back where it was several years ago but someone tries to get her back and that someone certainly is not Russia, said Ivasov.

PARIS - France asked for urgent meeting of the Contact Group on Kosovo in order to establish whether Yugoslav President Slobodan Milosevic respect what has been agreed and promises given to Russian President Boris Jeljcin. According to French Foreign Affairs Ministry spokeswoman Anne Gazeau-Secret Paris expect for the Contact Group to meet in coming days and have discussion on a situation in Kosovo after a meeting Milosevic- Jeljcin.

SKOPLJE - President of the Democratic party of Macedonia Tomislav Stojanovski said in Skoplje that the NATO air manoeuvres over BJRM were extracted and abusive for Macedonia. "With this military training BJRM is being brought in a very bad situation which consequences will be shown in future. Stojanovski said that in solving of the Kosovo crisis, a priority must be given to diplomacy and not to pressures even if it comes from NATO.

SARAJEVO - The B&H Council of Ministers did not adopt the Law on Budget fulfilment and, regarding different point of views related to this issue, a help was asked from the International Community High Representative Carlos Westendorp in solving of beginning of its functioning. Co-chairman of the B&H Council of Ministers Boro Bosic said to the press that there was a long discussion on the Budget and delay in its functioning makes problems for functioning of the B&H institutions. The Council of Ministers proposed for a work group to be formed in order for joint elements on rule book for compensation of salaries for employees to be made. According to Bosic the RS Government paid in 1,4 millions of DM in the Budget while the FB&H Government did not make any payments although according to the Law on Budget fulfilment its implementation should have begun on January 1st.

SARAJEVO - Governor of the B&H Central Bank Peter Nicholl said in Sarajevo that the Convertible currency, mark, (KM) would be put into circulation on June 22nd, except for notes of 1 KM denomination for RS which were withdrawn from circulation because of the typographical error. "I have made contacts with French company Obertur to print notes of 1 KM again", said Nicholl at the press-conference. Bank notes of 5 KM and 10 KM will be put into circulation no matter typographical errors.

BANJALUKA - President of the RS Serbian Radical Party Nikola Poplasen had talks in Banjaluka with the OSCE chief of mission special envoy and the Provisional Election Commission member Vladimir Kuznetsov on the current situation in RS and B&H and the forthcoming elections in September. After the meeting Poplasen said that the worst option would be renewal of clashes in B&H. "Consistent implementation of the Dayton Peace Accord regulations without unnecessary changes and pressures provides for people in B&H a possibility to find their future", said Poplasen.

VIENNA - In the OSCE seat in Vienna the first Summary Conference on previous implementation of the Agreement on sub-regional control of arms in the regions of former Yugoslavia concluded with adoption of a final document. The document is consisted of a statement on previous implementation, directions for future work and decisions made by the Summary Conference. Chief of the RS delegation brigadier general Dusan Kukobat said for SRNA that after negotiations in Vienna fruitful decision have been made, which represented good foundation for further implementation of the Agreement and successful realisation of all problems.

BANJALUKA - At the meeting of the RS Defence Ministry Secretariat representatives, city government from Banjaluka and the RS Army (VRS) a discussion took place on compulsory military service and mobilisation issues in Banjaluka. "At today's meeting has been agreed for united data base to be established for all persons subjects to military conscription, what would made easier every day operations in the Ministry.

BANJALUKA - Around 30 disabled veterans protested in Banjaluka with demands for bigger disability pensions, improvement of health care and a priority during distribution of apartments. Deputy Minister of Veterans and Disabled Veterans issues Milenko Djakovic promised to them that on the next session he would ask for disability pensions to be increased to 400 DM a month.

BANJALUKA - A round table discussion was held in Banjaluka, organised by "Reporter", "An open society" fund and "Fridrih Erbert" foundation on a subject "War crimes". Discussion included legal and moral aspects of the International War Crimes Tribunal. Speaking about the Hague War Crimes Tribunal a lawyer from Banjaluka Krstan Simic said that since the Second World War winners have not allowed forming of courts for war crimes. "It is completely absurd that the Hague put on trial persons only from the last war and in the same time a war criminal Dinko Sakic has been extradited to judicial organs in Croatia instead to the Hague", said Simic.

BANJALUKA - President of the Democratic Party for Banjaluka and Krajina (DSBiK) Nikola Spiric said in Banjaluka that the DSBiK would support presidential candidates of the Coalition of the Serbian Democratic Party (SDS0 and Serbian Radical Party (SRS). At the press-conference Spiric said that the DSBiK would make a coalition with the SDS so it would have joint candidates for the House of Representatives of the B&H Parliamentary Assembly and an independent list of candidates for the RS National Assembly.

ATHENS - In the end of the official visit to Greece the Republika Srpska (RS) President Biljana Plavsic emphasised necessity of a permanent dialogue for new clashes to be prevented and preventive action and using of all positive experiences from B&H. "These kind of experiences can help reasonable politicians to prevent new clashes and that know all who participated in the events in B&H - said Biljana Plavsic for the Serbian Radio-Television (SRT). She reminded that in Greece she had talks with experienced diplomats and that RS "through Greek representatives in the European Parliament can remind Europe that it is its part and in accordance with that solve the current political problems because every region in Europe has its specific distinctions and interest which must be turned into a higher mutual interest."

SREBRENICA - At the meeting of the OSCE Ambassadors to B&H Norbert Klinger and President of the Provisional Executive Board (EB) of the Srebrenica Municipal Assembly Larry Sampler with members of the Executive Board they were discussing operating procedure of the EB what is a main condition for forming and for a the beginning of work of this organ. After the meeting a pressconference was held without Serb representatives who were engaged elsewhere.

SARAJEVO - Rector of the Srpsko Sarajevo University prof.dr. Vojislav Maksimovic forwarded a letter to the RS Prime Minister Milorad Dodik in which he said that he was surprised that on an open competition for enrollment of freshmen on the RS faculties has not been envisaged enrollment on a Spiritual Academy "Sveti Vasilije Ostroski" in Srbinje.

PALE - On its journey across Serb countries an icon of the Presveta Bogorodica Trojerucica arrived tonight in a church of the Uspenija Presvete Bogorodice in Pale where it will remain until June 23rd. The icon was received by metropolitan of Dabro- Bosnia Mr. Nikolaj, President in the B&H Presidency from RS Momcilo Krajisnik, Russian Ambassador to B&H Fiodor Fiodorovic Sydorsky, a Mayor of Srpsko Sarajevo Mirko Sarovic and numerous believers.
