APRIL 23, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

SREBRENICA - OSCE has decided to take off the list of delegates of Municipal Assembly /SO/ of Srebrenica, elected at the September's elections last year, Momcilo Cvjetanovic, Dala Katanic and Jelena Neskovic - members of the Serbian Democratic Party /SDS/. In the explanation OSCE states that these members of SDS during talks with the members of the Party of Democratic action /SDA/ allegedly offended their delegates, calling them Muslims instead of Bosniaks.

SREBRENICA - The president of the provisional Executive Board /IO/ of Srebrenica American Larry Sampler held the preparatory meeting with Danko Mirovic and Rade Golic, members representing Serbian people in the Board nominated by OSCE, at which they talked about conditions and way of work of that body.The president of SDS of Srebrenica Momcilo Cvjetanovic stated after talks with Sampler that OSCE by repelling municipal assembly imposing puppet authority, by which it break down all principles of democracy and international law. Golic stated that nobody asked him whether he wants to work in this organ and that he has heard about nomination through the media.

BONN - The German minister of defence Valker Ruhe announced in Bonn that his country is ready to withhold 3,000 soldiers and in a continuation of SFOR mission in B&H. The German contingent would in the continuation of the mission of SFOR comprise the professional soldiers upon contract, while voluntaries would be sent only in case if they state that it is on the voluntary basis.

AMSTERDAM - In the report of the international crisis group is stated that in the Constitution of B&H officially exist three languages - Serbian, Croatian and Bosniaks - but in the schools in Sarajevo, not only that this difference is respected, but even the Cyrillic alphabet is thrown away and Serbian history is demonized. As one of obstacles for returns of Serbian families in Federal part of Sarajevo the Group cites the discrimination in education and the way how non-Muslim children are treated in schools.

SARAJEVO - In the village Pljesevica near Stolac, under Croatian control, were set mines and completely destroyed five Muslim houses, announced the Ministry of internal affairs /MUP/ of Hercegovina-Neretva canton.

SARAJEVO - From the Cabinet of president of National Assembly of Republika Srpska /RS/ for SRNA was confirmed that the next session could be held in the middle of May, but it is not precisely said where and agenda is not given. The vice-president of Serbian People's Union /SNS/ and the chief of delegate club of this parliamentary party in the Parliament of RS Svetozar Mihajlovic announced the possibility that next assembly session could be held on May 12 and 13.

BANJA LUKA - In Banski Dvor in Banja Luka the regular, thirteenth session of RS Government is underway, and at the agenda are 32 items, and the greatest attention draws the proposal of the Draft Law on ceasing validity of the Law on use abandoned property, as well as the Draft Law on housing relations. At the session, presided by premier Milorad Dodik, will be considered more legislative acts, for which final bringing is anticipated the shortened procedure, but also those acts which will pass through regular legislative procedure. For the first time at the agenda will be new proposal for the Draft Law on internal affairs and more sub-law acts, as well as the regulations on payment the particular tax on certain products.

BELGRADE - The RS premier Milorad Dodik stated in an interview for the Belgrade's Weekly informational news (NIN) that this government, while he is its president, will exist without Serbian Democratic Party /SDS/ and Serbian Democratic Party /SRS/. "Simply, we think that we are strong political opponents and that there is no any possibility to cooperate on the positions of SDS and radicals in one hand and these parties which comprise the Government, in the other hand" - said Dodik. He added that he insists on the fact that there is no reconstruction of Government in which would enter SDS and radicals, but that does not mean that there will not be the reconstruction in which will participate some other people from governmental parties.

SERBIAN SARAJEVO - The Union of the municipal associations of refugees and displaced persons of RS with the seat in Lukavica sent a letter to the premier of Srpska Milorad Dodik in which, because of further activities and common problem with refugees and displaced persons, was required the meeting of the Presidency of Association with the president of RS Government. In the letter is stated the concrete cases of former unsuccessful attempts of making direct contacts in order to talk about solving accumulated problems of this category of population.

SARAJEVO - The deputy High Representative for return Andy Bearbark announced in Federal part of Sarajevo that Banja Luka's conference on return should be directed towards persuading Croatia to participate in return of those who were expelled from its territory, and contrary it can not expect any assistance. At the extraordinary press conference he stressed that the conference in Banja Luka has no the same image as Sarajevans, regarding that now nobody can talk about the number of returnees to this city, but that first of all is directed towards crating conditions for repatriation of refugees to Croatia.

BRCKO - The Serbian refugees, accommodated in the Brcko's settlement Klanac, warned, at the meeting with the leadership of municipality Brcko, acting supervisor Ian McLeod and representatives of SFOR that international community will bear the responsibility for all eventual consequences arisen from uncontrolled settling Muslims and Croats in the edge settlements .

BANJA LUKA - The journalist and publicist Jovan Babic, the author of the book "Drakulici", announced at the press conference in Banja Luka that, according to the newest information, during February 1942 in the villages Drakulic, Sargovac, Motike, Milakovici and Piskavica "ustashas" in atrocious way killed3d 2,700 Serbs. Babic said that these are unchecked information, but there exist evidence that "ustashas" in atrocious way killed 163 Serbs - women, children and old men - from the villages Sargovac, Motike and Drakulic, and that the crime was done in Piskavica, and between victims were 55 members of the families Milosevic and 32 Sutilovic.

BANJA LUKA - The premier of Republika Srpska /RS/ Milorad Dodik has visited the Second International Fair of Food and Drinks "HIP Banja Luka '98", where he stated that this is well organised and for RS useful manifestation, expressing his contentment because the fair has collected so huge number of reputable firms from the country and abroad.

SARAJEVO - The High representative for B&H Carlos Westendorp pointed out in talks with the president of National Assembly of RS Dragan Kalinic on the importance of impartial work of the Presidency of Parliament, which means avoidance of any kind of political or party exclusiveness. At the meeting was talked about the future work of RS Parliament, improvement of methods of preparations of assembly sessions, as well as overall political situation in RS and the results of engagement of international community in improvement economic renewal and development of RS.

DERVENTA - SFOR tried to break down the barricade in the place Luzani which made the residents, and on that occasion the vehicle of international forces has hit one civilian, who was carried in the hospital in Doboj - learns SRNA. Several thousand citizens of Derventa has blocked the access roads to the city, in order to prevent the Cardinal Vinko Puljic to serve the previously announced mass.

DERVENTA - On the road M-17 in the settlement Luzani near Derventa early morning, around 200 citizens halted the traffic on the relation Serbian Brod -Derventa because of coming of 17 buses and a dozen of passenger cars with more than 600 persons of Croatian nationality to the mass, which had to hold the Cardinal Vinko Puljic.

BIJELJINA - The president of Executive Board of Serbian Radical Party /SRS/ Mirko Blagojevic stated in Bijeljina that this party is committed that law, according to which would be held the impending September's elections, would be passed in the assembly of RS. He expressed the expectations that about the issue of electoral rules will be reached the high degree of concordance between parties in RS, announcing that on Wednesday April 29, in Bijeljina would be held the meeting of delegate clubs at which would also be discussed the issue of date and place of holding next RS Assembly session.

ZVORNIK - The president of Municipal Board of Serbian Democratic Party /OO SDS/ of Zvornik Stevo Radic talked with the chief of Filed Office of the mission of European Monitors Wolfgang Kaufman about the rules and regulations of the Provisional Electoral Commission for organisation and implementation of September's elections. Radic presented the stances of SDS and expressed his belief that the parliamentary parties from RS will harmonise the electoral rules with OSCE's ones.

TREBINJE - The German Ambassador to B&H Hennecke Graf von Bassewits visited Trebinje where he talked with the leadership of this municipality about the possible economical cooperation between German and collectives from this part of RS. The president of Executive Board of Municipal Assembly of Trebinje Zdravko Mrkonja expressed the satisfaction because of the visit of Ambassador Bassewits and hope that soon will be continued the economical cooperation of Trebinje enterprises, which before the war were a great exporters to the German market.

TREBINJE - The Spanish Ambassador to B&H Hose Anhel Lopez Horin delivered to the hospital in trebinje the apparatus for ultra-sound, valuable 40,000 DEM, the gift of the Spanish red Cross. Mr. Horin delivered also the laboratory equipment for the Ambulance in Berkovici, worthy 10,000 DEM, and stressed that his people, as well as the soldiers who are in the composition of SFOR, wish to continue good cooperation with the citizens of Trebinje and Eastern Hercegovina.

BANJA LUKA - The Government of Republika Srpska /RS/ adopted in Banja Luka the draft laws on ceasing the effectiveness of the Law on abandoned property, Laws on apartments and Ministry of Internal Affairs, stated the vice-president of Government and minister for the matters of veterans and war and work victims Tihomir Gligoric. He explained that all three legal acts are forwarded to the assembly procedure because of adopting them urgently.

LOPARE - The president from RS in Presidency of B&H Momcilo Krajisnik concluded in Lopare that, according to Dayton agreement, the OSCE mission to B&H is expired and that the organisation of next elections belongs to the entities. Krajisnik stressed that, if OSCE asks to prepare and organise elections it must ask the accordance of National Assembly of RS.

BANJA LUKA - The minister of Internal Affairs of RS Milorad Stankovic stated for SRNA that the situation in Derventa is being gradually eased, after the incident caused by the visit of Cardinal Vinko Puljic, the bishop and a numerous believers to this city. According to him, on some still unidentified location is gathered 1,500 citizens of Derventa. The minister of Internal Affairs of RS claims that this incident was framed because of turning public attention from killing the married couple Trninic in Drvar, Stankovic confirmed that to the civilian, injured by SFOR vehicle, was amputated one leg.

DERVENTA - The strong unit of Polish-Nordic brigade of SFOR unblocked the access road to the Church and freed the Cardinal Vinko Puljic and bishops who were in his retinue. In this action was injured one Serbian policeman, while Spasoje Babic, the civilian to whom was amputated one leg when hit by the SFOR vehicle, is in the Doboj's hospital.
