For this proposal of a delegate Mirko Sarovic 47 delegates have voted, out of which all SDS and SRS delegates and eight delegates of RS Social Democratic Party , while delegates of parties from B&H Federation and one delegate of Serbian National Union (SNS) were against. Fourteen delegates of SNS and SPRS have abstained from voting. On the initiative of SNS, SPRS and Party of Independent Social-Democrats the Assembly made a conclusion on the last session that meeting of the parliament should be broadcasted in live.BANJALUKA - Last night in Banjaluka the president of Republika Srpska (RS) Biljana Plavsic and the High International Representative for B&H Carlos Westendorp supported initiative that the National Assembly should confirm appointment of Mladen Ivanic as the mandatory for the new convocation of the Republican Government at continuation of the Inaugural Session in Bijeljina. In the announcement from Cabinet of Biljana Plavsic it is emphasised that this stance is "in accordance with the joint statement of states, members of the Contact-Group" and underlined that "forming of a government and beginning of its work is prerequisite for international aid, already approved, to arrive and for beginning of the realisation of programmes for reconstruction and development". In the announcement Mrs. Plavsic once more emphasised that "only concept of the government of national union, which is being proposed by Mr. Ivanic, guarantees the unity and economic recovery of RS". BANJALUKA - The mandatory for the new convocation of the new RS Government Mladen Ivanic stated last night after meeting with High International Representative Carlos Westerndop in Banjaluka that "the process of forming the new RS Government is in the critical phase". " I hope I will have a chance to speak tomorrow in Bijeljina in the continuation of RS National Assembly Session, in order to warn delegates about all repercussions and consequences if forming of the government does not occur" - said Mr. Ivanic. He emphasised that proposed concept of the new RS government is "some sort of national unity combined with the government of experts". Ivanic and Westendorp agreed that " it would be good if the new democratic government was formed in short time " because "RS residents will be the first ones to benefit from that". PODGORICA - The protest rally of Democratic Party of Socialist (DPS) of Momir Bulatovic began in Podgorica with gathering of several thousands of protesters who opposed the inauguration of the new president Milo Djukanovic. Members of police loyal to Mr. Djukanovic are concentrated in the very centre of the town, and there are armoured vehicles at every access to Podgorica. PODGORICA - The special American envoy for former Yugoslavia Robert Gelbard talked in Podgorica with the leadership of Montenegro and demanded form current president Momir Bulatovic to peacefully hand over current function to the new elected president Milo Djukanovic - reports DPA. BELGRADE - The Head of the General Staff of Yugoslavia Army Momcilo Perisic assessed that FR Yugoslavia should take part in the programme "Partnership for peace" and eventually join the NATO.
