NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The RS Economic Delegation, formed of the representatives of the Economic Council of regions of Banjaluka and Doboj, talked with a delegation of the government of Moscow, with Nikolai Metvejevic as a head of it, about intensifying of these institutions' protocol for the next year, worthy 25 millions of dollars. The assistant of the minister for industry in RS Government Ignjatije Vukovic emphasised that "the main reasons for reducing of production in the industry are missing working capital and raw materials, and a solution should be searched for in finding of common interests of RS and Moscow, i.d. Russia, and common investment in enterprises.

DOBOJ - Inviolable weather conditions are making difficult the process of mine clearing in the wider area around Doboj, because of what during the last seven days eight mine fields have been neutralised, it has been announced at the press-conference of SFOR in Doboj. The spokesman of the Multinational Division "The North" of SFOR from Tuzla the Major Biorn Sorensen thinks it is realistic to expect a decision for SFOR troops to remain in RS and the Federation of B&H also after the expiration of their mandate in June of the next year.

BANJALUKA - The president of the Helsinki Board for RS Branko Todorovic claims that "violations of human rights are, not only in the RS territory, but in all B&H territory - everyday." He ascertained at the first press- conference of the Helsinki Board in Banjaluka that citizens have "very small possibilities to realise some of their human rights, guaranteed by the Constitution and Dayton Agreement."As the causes of this upsetting situation in RS, he cited the fact that authorities, as he said," are not in the function of freedom of citizens but provoking fear and committing violence over them, especially in the eastern part of RS."

SARAJEVO - Croatia demonstrators have beaten press team from federal part of Sarajevo in Zepca, and physically prevented representatives of Muslim nationality to come to constitutive session of Municipal Assembly by blockade of roads at the access to the town - reports radio in Sarajevo. The same source transmits statement of Sarajevo television in which is precisely stated that a journalist from Zenica Suzana Jovovic received few blows on the legs and the back, but she managed to escape and to find salvation in a vehicle of an international organisation.

SRBINJE - The RS Government signed in Srbinje the contract with the Worlds Bank on financial aid in rebuilding of plumbing infrastructure in this area worthy 500,000 dollars, and it is about without interest rate credit whose repayment term is 30, and grace period seven years. The rebuilding of plumbing net is anticipated by this project, and it will provide the town with sufficient quantity of drinking water.

BRCKO - The newly elected commander of the Police Station in Brcko Teodor Gavric confirmed that entire composition of the police in this area, including 90 Muslims and 20 Croats, will be submitted to the RS Ministry of Internal Affairs. Gavric, in his statement to "Brcko Views" emphasised that his deputies Muslim and Croat - Mirsad Haseljic and Perod Androsevic, received decision on programme of duties from Slavko Paleksic, the Minister of Internal Affairs.

SARAJEVO - The Staff of broke of Ministry of Internal Affairs in Banjaluka concluded that "all financial flows from Banjaluka to Payment Operations Department in Sokolac have to be stopped." In the explanation of this request the RS Government has been accused that "it is spending the financial funds intended for buying the personnel flats,and that has damaged the Ministry of Internal Affairs for 22 million of dinars." The broke of Ministry of Internal Affairs claims that these funds should have been used for payment of salaries and other material expenses of members of the Ministry of Internal Affairs, loyal to the RS president Biljana Plavsic.

MOSTAR - The chief of the Office of High Representative for civil questions in Mostar Martin Garod knows the truth about the fate of the Croats from Bugojno, disappeared and killed during the fights between the Croats and Muslims in 1993., but he persistently hides it, protecting in that way some responsible persons from Muslim political and military top.This has been claimed by the letter written by the Union of families of disappeared and killed Croats from Bugojno and forwarded to Garod, the deputy of the High representative for civil question Jack Clain, the member of the B&H Presidency Kresimir Zubak and the President of B&H Federation Vladimir Soljic, reports Croatian radio of Herzeg-Bosnia.

PODGORICA - The Montenegro Government established at a session in Podgorica the Proposal of Supplement of Law of election of a president of the Republic, which creates the legal ground for the Premier Milo Dukanovic, who had won on the last president elections, to take an solemn oath before the representatives of Montenegro Parliament in Cetinje. By the Constitution of Montenegro and the Law of election of a president of the Republic, the procedure for proclamation of selection of the president has not been determined, so the Government had to pass this bill, which is anticipating that a newly elected president of the Republic should take an solemn oath.

SARAJEVO - The president of Republika Srpska /RS/ Biljana Plavsic talked in French embassy in Sarajevo with the German and French ministers of the Foreign Affairs Klaus Kinkel and Hubert Vedrin. After the meeting behind the closed door, they did not give any public statement, nor the journalists were allowed access to the Embassy. Ms. Plavsic arrived to Sarajevo from Banja Luka by helicopter, and on arrival at the airport the care about it has been overtaken by the staff of Embassy.

SARAJEVO - At the meeting of the members of the Presidency of B&H with the ministers of the Foreign affairs of France and Germany, Hubert Vedrin and Klaus Kinkel were repeated the requirements which will be presented at the Bonn Conference - that the position of Office of the High representative would be strengthened and to bring the recommendation for remaining the international forces on the indefinite time. The minister of the Foreign Affairs of B&H Jadranko Prlic, who attended this meeting in the federal part of Sarajevo, precisely stated that the stay of international military troops in B&H will depend on implementation of the Peace Agreement.

SARAJEVO - The Dayton agreement has no alternative and everybody who believes that there exist another possibilities for solving the crisis in B&H is wrong, thinks the chief of the German diplomacy Klaus Kinkel. At the press conference in Sarajevo he stressed that there exist the readiness of the international community to help for solving the crisis in B&H and full implementation of Dayton Agreement. "Every kind of our assistance depends on the will of the political leadership in B&H and their cooperation with us. In their hands is the destiny of the people from this region", stressed Kinkel and added that "nobody can not expect that assistance from the international community if they refuse to implement the Dayton Agreement".

SARAJEVO - The deputy High Representative Hans Schumacher, who arrived directly from Paris from the meeting of the Steering Board of Contact Group, informed in Lukavica the members of the Council of Ministers of B&H about the details of the document which is being prepared for Bonn Conference on December 9 and 10. The copresiding of the Council of Ministers Boro Bosic stated after the meeting that the opinions about this document are different, stressing that the official invitation for the Bonn Conference will get and co-presiding of the Council of Ministers - Boro Bosic and Haris Silajdzic. Bosic stressed that on Monday December 8 the minister for the economic relations with foreign countries in the Council of Ministers will sign the documents with the London club, since the co-presiding of the Council of Ministers will not be present.

SARAJEVO - The ministers of the Foreign Affairs of France and Germany Hubert Vedrin and Klaus Kinkel stated at the press conference in Sarajevo that of the vital importance is that NATO troops will stay in B&H after the expiration of their mandate in June 1998. "We think that the issue of the future of the military presence in B&H is the problem which have to solve USA, Russia, Germany and Europe" - agreed Vedrin and Kinkel and added that "the military presence in B&H is necessary and that they temporarily are only waiting the response of Washington".

SARAJEVO - The manager of the Centre for counting votes in Lukavica Bosko Siljegovic stated that counting of the votes of the so called second category, i.e. the ballots with instructions instead of original confirmation, and that it is resumed the counting votes from abroad which representatives of RS Government dispute. "The voting lists of the second category are correct according to the date and seal, however, instead of original confirmation have instructions. The representatives of OSCE said that they have got the approval of PEC to perform the counting of this category" - said Siljegovic.

VIENNA - Despite the permanent appeals and advertisements of Moslem clubs and electoral head quarters of the Party of Democratic Action /SDA/ throughout the Germany and Austria, the number of the ballots which are arriving in OSCE centre in Vienna is lesser than on previous week - confirmed for SRNA Gordan Milinic, the representative of RS Government in this centre. He added that the public media are continually repeating the advertisements with invitations to citizens to call the electoral head quarters where they will get detailed information,..

SARAJEVO - The vice-president of the Party of Democratic Action /SDA/ Halid Genjac threatened that this party will bring into question the integrity of the electoral process for National Assembly of RS if the ballots which arrive to the OSCE centre in Vienna until December 5, reports radio Free Europe. At the press conference he said that SDA sent a letter to the presiding of PEC and Electoral Appealing Sub-Commission in which they sharply react against the decision of PEC that the ultimate date for receiving the ballots will be November 24, and not December 5, as earlier was decided.
