NEWS REVIEW, REPUBLIKA SRPSKA

BIJELJINA - The Ministry of Internal Affairs (MUP) of Republika Srpska (RS) undertook all necessary measures, in accordance with its mandate, to have orderly and safe local elections organised in the spirits of the Dayton agreement. "Having in mind the interest of RS and its citizens to have the municipal elections organised in peace, honour and order, as the democratic principles of the developed world order, we call all RS citizens to contribute by their behaviour that the polling takes place peacefully and safely throughout RS", announced the RS MUP.

BANJALUKA - RS president Biljana Plavsic, stated in Banjaluka after a meeting with Robert Galbard, special US envoy for the Balkans, that she hoped that the municipal elections will proceed in a peaceful atmosphere as general elections did last September. Biljana Plavsic said after the meeting that they discussed the events in Banjaluka, but did not give details. Galbard said that he "follows the municipal elections in RS and the Federation of B-H, because they are an important move forward towards democracy".

BEOGRAD - The Serb Unity Congress appealed on all Serbs in RS to forget differences and to unite, for which they would be provided opportunity on September 13 and 14. "Recent events in RS showed an appalling picture of deep divisions in the Serbian people, causing immense detriment because they prevent integration into a community of people and the economic development", warns the Congress, and adds that "our disunity is harmful for us and helpful for our enemies". The Congress expressed its concern over a possibility of unfair elections, but believed that the need for unity directs all voters to carry out their right to vote.

SARAJEVO - The B-H Presidency decided that the Standing Military Committee should hold its session on Monday September 15, with a possibility that ambassadors be appointed on the same day, announced Momcilo Krajisnik, the president in the B-H Presidency from RS. He added that the delegation for the Council of Europe was not formed because French president Jacques Chirack invited all three presidents, so the final composition of the delegation will be known on Monday.

SARAJEVO - The NATO secretary-general, Javier Solana, stated that the SFOR would guarantee safety in the polling stations during the elections in RS and Federation of B-H and that no violence would be tolerated. He specified after the meeting with the B-H Presidency members that his visit to Sarajevo was aimed at "supporting SFOR and NATO efforts in the electoral process", so he expressed his pleasure for the solution to the opening of the airports in Banjaluka, Tuzla and Mostar was reached, which would bolster the economic links with other countries and facilitate transport of passengers.

BEOGRAD - The president of the Yugoslav commission for assistance to refugees during the electoral process in RS and the B-H Federation, Buba Mornia, and the member of the OSCE Steering Board responsible for the polling outside B-H, Andreas Kolsuter, assessed in Belgrade the mutual cooperation as being satisfactory, and called on voters to participate at the elections. Morina emphasised that the success of the local elections "will contribute to fostering of in B-H", and that the OSCE expected protection of votes who to travel for voting in RS and the Federation of B- H. Kolsuter assessed that "these elections represent a test of our capability to help each others".

SREBRENICA - The list of 7,000 out of 13,000 voters from the Federation of B-H, was reviewed when 1,260 voters were found that they have never lived in the city, while many on the list died before the war. An appeal was submitted to the OSCE representatives regarding this omission, while all other preparations for the local elections in the municipality were finished, stated the president of the Local Electoral Commission, Rade Golic.

KRAGUJEVAC - The Commisserat for Refugees in Kragujevac, is prepared for the elections for local authorities in Rs and the Federation of B-H, stated the Commessariat representative Milan Stojanovic. Commesarriat received 2, 896 registrations of refugees from the former B-H, while those with proper documentation who failed to registered can vote if their present their documentation to voters committees and OSCE supervisors.

MRKONJIC GRAD - Detonations which echoed in the community of Jezero near Mrkonjic Grad, provoked great unrest among residents even more for it happened on September 12, the second anniversary of the exodus of the Serbian people from this area. SFOR announced that sound barrier was breached by NATO planes.

VUKOVAR - The Presidency of the Serbian Civic Council, institution that embodies and protects the interests of the Serbian people in Croatia, considers at its session in Vukovar the issue of return of refugees and securities of Serb returnees. During a two-day work, the Presidency will discuss the issues concerning the property rights, welfare and economic aspect of life.
