The talks are being held behind the doors, and whether a press release is to follow remains uncertain.SARAJEVO - The president of the RS National Assembly, Dragan Kalinic, convened 12th session of the RS National Assembly for September 10, 1997, at 10:00 hrs in the "Bistrica" hotel on Jahorina. The Serbian Democratic Party (SDS) Club of Representatives will hold its session on September 9 in Koran in FAMOS hall at 218:00hrs. BEOGRAD - RS president Biljana Plavsic, stated in an interview for "Vecernje Novine" that she was ready for the verification of her mandate, but that the decision on this belonged to the Contact Group. "Several days ago, I discussed the issue with the OSCE Mission chief, Robert Frowick, and he told me that the presidential mandate could be verified only with the exclusive approval obtained from the Contact Group, which has not come about this yet", Mrs Plavsic explained. BEOGRAD - The head of the RS Army (VRS) General Staff, general Pero Colic, stated that the stories on alleged division within the RS armed forces were malicious. He stated for "Vecernje Novosti" that despite the existing political crisis, units, institutions and commands have been carrying out their activities as planned, and warned that every attempt at breaking the VRS, from whatever side it may come, represented an attack on RS integrity. Assessing the general situation in the VRS as satisfactory, general Colic restated that the VRS would not interfere into the political crisis, and that "it will comply only with decisions from its own institutions, but not with decisions by those imposing on the VRS their will or, better said, self-will". SRPSKO SARAJEVO - The SDS City Board for Srpsko Sarajevo, SDS Municipal Boards for Ilidza, Novo Sarajevo and Trnovo, organised transport for citizens from this part of Serb Sarajevo for Banjaluka's SDS rally "For single and Undivided RS". Together with citizens, representatives of political, public and cultural life of Serb Sarajevo went in five busses for Banjaluka. PALE - The SDS Pale Board organised two busses for the participants of the all-Serbian assembly "For Single and Undivided RS" to be held in Banjaluka. They were joined by a bus and ten private cars from Sokolac. BIJELJINA - The SDS Bijeljina Municipal Board announced a large number of Semberija citizens would travel to Banjaluka for the rally "For Single and Undivided RS". Buses with citizens from Bijeljina and Janja will departure from the King Petar I Liberator Square in Bijeljina, according to the president of the SDS Bijeljina Board Cvijetin Nikic and the president of the Bijeljina Municipal Assembly Dragomir Ljubojevic. DOBOJ - Doboj residents will take a part at the rally "For Single and Undivided RS" in Banjaluka. Ten busses and a train are engaged for the transport of the participants, while two buses will be reserved for the residents of the municipality of Petrovo on Ozren. PRIJEDOR - The all-Serbian rally "For Single and Undivided RS" to be held at the Krajina Square in Banjaluka will be attended by residents of Prijedor and surrounding municipalities, who will have organised transport for Banjaluka by the Municipal SDS Board. BRCKO - Brcko residents will leave for Banjaluka in four busses to take part at the "For Single and Undivided RS" SDS- organised rally. RUDO - Three buses went from the central city square in Rudo for Banjaluka, taking residents for the all-Serbian assembly titled "For Single and Undivided RS." VIENNA - The Austrian press and wire media assessed that the assembly of national unity in Banjaluka would sign Biljana Plavsic's defeat and victory for the RS integrative line. "Kurriere" and "Neues Cronen Zeitung" underline that Banjaluka's rally implies a large amount of risk, expressing an open fear that it might mark the beginning of Biljana Plavsic's end. ROME - The Italian papers pay a great attention to the all- Serbian assembly "For Single and Undivided RS" to be held in Banjaluka, emphasising this would be a key event in the present political crisis and would determine the future of RS. "Corriere de la Sera" writes the manifestation of Serb unity in Banjaluka could seriously damage RS president Plavsic's positions, while Rome paper "Republica" concludes that, apart from receiving temporary SFOR support, Plavsic has no substantive support among the people. "She lacks her own forces and, except some symbolic results, she made no major victory. To the contrary, she faced two defeats - she failed to appoint her interior minister and failed to takeover two Radio TV transmission towers", concludes the "Republica" correspondent Banjaluka. SARAJEVO - The Office of High Representative (OHR) spokesman, Duncan Bullivant, stated that the president in the B-H Presidency from RS, Momcilo Krajisnik, would be given "the last chance" to join the work of the Presidency, or he will be regarded as resigning", AFP reports. The OHR legal experts assessed in their report that "if one of three Presidency members is absent from the sessions without valuable reasons and with evident aim to block the common institutions, more than three times in row during three weeks, will be regarded to be in resignation." "In such case new elections should be organised to fill the vacant post", reads the report and adds that "every member of the Presidency is obligated to attend the sessions of the institution". PARIS - Radio-France-International (RFI) reports that the Union of Swiss Banks announced that Radovan Karadzic has never had or has opened account with any Swiss Bank. The RFI did not make mention of the previous endeavours by both domestic and foreign media 'satanisators' which claimed different only a few months ago. TURIN - The USA uses RS as a testing ground for new NATO weaponry, writes the Italian paper "Stampa", supporting its claim by an announcement of the using of the so-called balloon-bombs and sponge-bombs. "Pentagon announced it sent this 'non-lethal' weapons in order to, without blood-shade, cope with", as it said, "all the more aggressive Serb attitude", meaning unarmed Serb civilians who protected their institutions from attempts of occupation by armed-to-teeth SFOR troops. BRCKO - The president of the Local Electoral Commission in Brcko, Teodor Gavric, stated for SRNA that the preparations for the local elections are on-going in this city, and warned that the holding of the elections would be decided by the RS National Assembly at its 10 September session. He said that numerous Serbs evaded from the voters lists would be enabled to vote, but their ballots will be enveloped and sent to the verification centre in Sarajevo. HAMBURG - The conservative German paper "Welt" warns that "the Muslim extremist circles are intensively working on the idea to turn Sarajevo into an ethnically and religiously pure Muslim city", mentioning the newest bombing attacks against Croat civilians and their churches in this city. "Sarajevo has never been featured as a Muslim city to the extent it is at present", says the "Welt". SARAJEVO - Alija Izetbegovic was reelected president of the Party of Democratic Action (SDA) for another four-year term, last night at the SDA congress, AFP reports. As the only candidate, Izetbegovic's was elected with 516 votes for and six against. BIJELJINA - The director of the RS Direction for Privatisation and Development, Aleksa Milojevic, stated in Bijeljina that about 600,000 or 70% entitled citizens subscribed for free state capital.
