In his interview for the paper "Blitz", Buha wondered: "Didn't Biljana Plavsic know that she started a fight against criminal with the support of criminals of even higher profile, who's goal is to destroy RS?" Buha is doubtful that the possible pressures of the US diplomat Richard Hoolbroke in his new mission in the former Yugoslavia would have the same effect as those exerted during his mandate, so his come back to the Balkans Buha views as a "half-private visit".SARAJEVO - The co-chairman of the Council of Ministers, Boro Bosic, stated before the Council meeting in Lukavica that some serious and critical differences on the Law on citizenship still remained. "It is known that the Muslim party, when in question this and the Law on passports, imposes a various forms of centralisation of B-H, although its two entities and three constitutive peoples indicate of its highly decentralised character called for under the Dayton agreement and its Constitution", Bosic stated for SRNA. One of serious problems is due to a wish to make the B-H legislation superior to the entities legislations which is absolutely inconsistent with both Dayton agreement and B-H Constitution. SARAJEVO - The RS Government in its session in Pale, decided to issue commercial coupons the education workers, until the next session on August 15, until when the Government is required to find a way to repay the remaining fees, following consultations with the RS Union representatives. Prime minister Gojko Klickovic's cabinet paid dully attention to this problem, and prepared a plan for repayment of all remaining fees by the end of year. SARAJEVO - The RS National Assembly will hold its 11th session on Mt. Jahorina tomorrow at 10:00hrs to review the bills on refugees and displaced persons, on public order, and on strikes. Deputies will also analyse the implementation of Assembly conclusions set to the RS Government and its ministers in period between Assembly's third and eighth session - most interesting among which being report of the Ministry refugees and displaced persons on the compliance with deadlines for the housing of families of fallen soldiers and disabled veterans of first and second category and for disbandment of the collective centres. SARAJEVO - The president of the RS Constitutional Court, Gaso Mijanovic, convened a public debate on whether the RS president's decision to dissolve the RS National Assembly and organise new elections is in accordance with the Constitution, for tomorrow at 11:00 hrs in the RS Constitutional Court premises in Pale. A comprehensive discussion and analysis of all issues relevant to a decision on the constitutional dispute i expected to take place. Slobodan Kovac is nominated for the judge rapporteur. Due to limited space only accredited journalists will be enabled to follow the debate. BRCKO - The supervisor for Brcko, Robert Farrand, confirmed that none of Muslim returnees to the zone of separation has obtained RS documents as yet, even though there were obliged to do so. The US diplomat stated for SRNA that the largest number of allocated 1005 houses on RS side has not been occupied yet.
