Following his Banjaluka meeting with RS president Biljana Plavsic, he emphasised that, pursuant to the Dayton Agreement, the Serb party was entitled to one third of ambassador seats abroad, adding that in a final compromise he proposed some of relevant seats for RS. "I was provided with an opportunity to learn from Mr Westendorp an authentic opinion concerning the Donors Conference, and I am very pleased with the message I received", stated president Plavsic.BANJALUKA - The high representative of the international community for B-H Carlos Westendorp, expects the opening of the Banjaluka airport for commercial traffic, within a week or two. "It is necessary that all three parties put their signatures on the Memorandum on Understanding", stated Westendorp, and added that the Federal party is ready to do so. VISEGRAD - RS prime minister, Gojko Klickovic, told leaders of Old Herzegovina in Visegrad that the largest portion of resources the Government earmarked to the region were intended for the housing of refugees, especially in Visegrad. Funds were also provided for the construction of Ustipraca - Cajnice - Srbinje road and revitalisation of cold storage plant in Gorazde. While taking of the information sector in this region, the deputypremier Velibor Ostojic said that the work on two informationtechnical centres in Srbinje and Visegrad would be completed in two months, that construction of a TV transmission tower would start in Veliki Stolac, near Visegrad, and that Srpsko Gorazde would soon be covered by the Serb TV broadcast. The acting president of the Serbian Democratic Party (SDS) Aleksa Buha, clarified the SDS position that the up-coming local elections would not be held, unless definite voters lists are not provided to municipalities by OSCE. BEOGRAD - The US diplomat Richard Hoolbroke, architect of the Dayton accords for B-H, criticised "noncompliance with the political aspects of the Agreement", of which he accused leaders of all three ethnic groups in B- H. "Those responsible for war must be removed from power, stated Hoolbroke for the Belgrade paper "Danas". BRCKO - The president of the Brcko Municipal Board of the Socialist Party, Petar Djokic, stated that the Provisional Electoral Commission was requested to amend the electoral rules and regulations for the local elections, to ensure that appeals by 3,500 residents who were deprived from their right to vote are accepted. He said that "supervisor Robert Farrand should have a key role in taking forward such an initiative, in view of his powers in the implementation of the Dayton Agreement and Arbitration Award for the Brcko area". Djokic said he was convinced that "such a solution could facilitate implementation of the elections in a normal atmosphere". ZVORNIK - Out of 30.615 voters registered for the local elections in the Zvornik municipality, 14,500 residents checked their names in the preliminary voters list in the Appellation Centre, which revealed a concerning number of those who are likely not to be enable to vote. Until the end of the appellation process on August 3, about 5.000 residents would be possible to check their names, representing one third of constituency in the Zvornik municipality. DOBOJ - Names on the voters lists were checked by 2.698 Doboj residents today, which is 6.2 of a total number of registered voters. Out of that number, 116 were determined to vote in their old place of habitation against their will, while many cases were reported of the change of polling station and errors in names, which could endanger carrying out of citizens' right to vote. BANJALUKA - Academician Dragan Nedeljkovic sent a message to the RS leadership to come to agreement in the interest of the survival of this Serbian state, otherwise "we will face a kind of liquidation of RS or 'canonisation' which we have to avoid." "The Serbs are inclined to optimism when things go right, and to hasty panic when things go down the hill", stated the academician, adding that "even in the worst case scenario, we have to manage the situation and prepare reserve solutions". MOSTAR - Partial telecommunication links between RS and Croat-Muslim Federation should be established on Monday, August 4 at midnight, reports the Croatian Radio Herzeg-Bosnia, referring to an announcement from the PTT Direction of the B-H Federation. The announcement specifies that phone subscribers in Banjaluka and Trebinje would be able to dial numbers in Federation and vice versa. BEOGRAD - According to UNHCR data, 13,882 refugees have returned to B-H zone of separation - 1,181 to RS, and 12,701 to B-H Federation. The special envy of the high commissioner for refugees, Carl Fober, explained that total 160,000 refugees have returned to both entities, and that through UNHCR help 2,000 refugees returned from FR Yugoslavia by last April." UGLJEVIK - The Russian SFOR Command in Ugljevik marked the 67th anniversary of the Russian Air Force. At the celebration, Russian Brigade members showed their skills and made parachute landings. STOCKHOLM - A world-wide known film director Emir Kusturica is embittered by claims that his movie "Underground" represents "a propaganda of Serb nationalism". He said for the Swedish "Danges Niheter" that people in Sarajevo did not like him because he did not want to condemn the Serbs and because he did not believe in multiethnic Bosnia on merits of authorities there."I did not make any propaganda film, but the criticisms made on my account were only detrimental for the movie itself. How can I believe in multinational B-H wanted to be ruled by those who destroyed multinational Yugoslavia". BEOGRAD - Over 70 persons convicted for serious crimes, who served their sentences in detention facilities in Knin and Glina during the Croatian aggression on August 5, 1995, are at large in FR Yugoslavia, writes "Dnevni Telegraf". Its source, close to the Ministry of Justice of the former Republic of the Serb Krajina (RSK), claims that a complete documentation on prisoners was forwarded to the Serbian Ministry of Internal Affairs, and the RSK Bureau in Belgrade, but these two institutions failed to act to place those criminals behind the bars". BEOGRAD - The founder and first president of the Congress of Serb Unification in the USA, Miroslav Djordjevic, said that the Serbs from abroad were ready to support the Serbian opposition only if it were unified. "Had Pesic, Draskovic, Kostunica and Djindjic came and said they run together for the elections and showed the programme, they would have at least two to three million dollars in their strongbox and support by 200, 000 to 300,000 Serbs living in the USA, who know how to organise the election campaign".
