"The decision of the RS president assuming immediate power over the Ministry of Internal Affairs in Brcko and the decision on staff changes within the Ministry resulted in the third decision which, if implemented, would have severe impact on the RS security system. The RS Government claims that the three decisions are in a direct contravention with articles 69, 82 and 94 of the RS Constitution, article 22 on the Government, and the Law on Ministry of Internal Affairs.BANJALUKA - The RS vice-president Dragoljub Mirjanic, informed the Cypriot delegation on the post-Dayton period and the preparedness of RS to fulfil all the stipulations from the Dayton agreement. "However, to fulfil all obligations from the Dayton agreement, it is necessary to proceed with the economic reconstruction of the country. It is impossible to discuss the return of refugees, if we have to face enormous unemployment", Mirjanic stated. SARAJEVO - The president in the joint B-H Presidency from Republika Srpska, Momcilo Krajisnik, and president of the RS National Assembly, Dragan Kalinic, talked in Pale with US envoy for the Balkans, Robert Galbard, on the necessity of an accelerated implementation of the peace accords. "We are in agreement that the remaining aspects of the Dayton agreement need to be implemented", stated president Krajisnik and added that he expected assistance from the US envoy. Galbard said the reason for talks was the acceleration of the implementation process, which was the commitment B-H representatives made during the Denver conference. BANJALUKA - The president of the Banjaluka's Electoral Commission, Vukadin Boskovic, stated at a press conference that 114,000 Banjaluka residents registered for the local elections in RS and Federation of B-H, which is 11, 000 voters more registered than for the general elections. BEOGRAD - The arrest of Slavko Dokmanovic on his way from Bogojevo in Serbia to Erdut in Eastern Slavonija by the Hague Tribunal investigators helped by UNTAES forces "will have negative implications on the peace process", says the announcement of the Serb Community in Eastern Slavonija. SARAJEVO - The Hague Trial Chamber rejected a request by the indicted Hazim Delic that prosecution provide to defence copies of documents which negate Delic's guilt, announced the Hague Tribunal.
