At the preelection rally of the Serbian Democratic Party (SDS), held in the Banjaluka's community of Starcevica, Biljana Plavsic said the RS got its borders under the Daytona agreement, and that the state itself will be developed by its citizens. "The people felt its party, and are still having very deep sense of it, for this party saved them from the planned genocide, led them through troubling times, and will do so in the future. You should warn us of our mistakes because are facing the times of great challenges", stated Biljana Plavsic. KALINOVIK - September elections will not decide of political options and of winning parties, but will show in which state people want to live, this is a message from a meeting of SDS in kalinovik. The SDS candidate for deputy of the RS National As smelby, Vojislav Maksimovic, stated, in front of over 2,000 assembled citizens, that RS was born under SDS leadership, and added that "a political struggle is ahead for its maintenance. SARAJEVO - The RS representative in the Arbitrage Commission for Interentity Demarcation in the Brcko area, Vitomir Popovic, sent a letter to the Commission president Roberts Oven in which he protests the issuing permission to Federation Government advisor to visit the city of Brcko for the inspection. Popovic is believes that such Owens' act, which is contrary to his au thorisations, could provoke a certain suspicion in his objectivi ty. SARAJEVO - Today's meeting of the Joint Civilian Commission for the Implementation of the Dayton agreement eliminated any doubt regarding the holding of the elections on the RS and Feder ation level on September 14, stated deputy high representative Michael Stainer. At a press conference, Stainer stated that this is the first meeting of the Joint Civilian Commission held in RS, and that it was very useful. "There was a lot of nervouses, there were talks on boycott of the elections, but I think that we finally settled this matter", stated Stainer, adding that the talks concerned the creation of favourable security conditions on the day of voting. SARAJEVO - The deputy RS representative in the Joint Civil ian Commission, Radivoj Duvnjak, denied that the the discussion of the Commission's Sarajevo meeting was about cancelling the Form 2, but said that Commission dealt with changes to the rules an regulations applying to Form 2. SARAJEVO - A member of the Provisional Electoral Commission, Kenneth Scot, at Commission's meeting in Sarajevo revealed an information that, until Saturday August 31, 5,000 voters in Serbia voted at polling places, and even 150,000 mailed the ballots. Out of 29,000 refugees in Monte Negro, only 3,000 were registered - one thousand decided to vote on Form 1, and two thousand to vote on Form 2. SARAJEVO - The Provisional Electoral Commission, agreed to ask the OSCE Steering Group from Vienna to provide reports, in order to have 100,000 Serbs employed in Germany enabled to vote at the upcoming elections. The Commission concluded that those 100,000 Serbs living in Germany, who were not registered on the voters lists have right to vote, according to the Dayton agree ment and, consistently, Commission rules. SARAJEVO - The Provisional Electoral Commission concluded in Sarajevo that all lists of candidates are verified, so there are no new demands from the Hague Tribunal concerning the checking of the candidates for the elections. BEOGRAD - The Head of the OSCE Mission in Belgrade, Zivota de Luka stated that, until 16:00 hrs, 50 per cent of refugees voted in Yugoslavia. De Luka explained that, according to OSCE data, out of 84,741 registered voters, about 45,000 voted in absentia, and 2,000 voted at 60 polling places in Yugoslavia. BEOGRAD - All eight polling places in Belgrade are closed. Information on number of those who voted is not available yet, but unofficial reports say that the voting rate is satisfactory. TREBINJE - On September 14, 36 voting places will be opened in the Trebinje municipality, state the president of the Munici pal Electoral Commission, Milan Bosic. ZVORNIK - OSCE representatives in Zvornik, informed editors and correspondents of the information houses from the Birac region of the Provisional Electoral Commission of their rights on the day of voting. Journalists were told that they should be in possession of IFOR accreditations to enabled them unimpeded access to every polling station and the transport of ballots after the voting process ends. BRCKO - The organisation of the exhumation of missing Serbs from Bukvik, near Brcko, at the local level, would mean the coveringup of the horrible Muslim crime against Serb civilians, stated a municipal official form Brcko, Bosko Maricic. He ex plained that teh Muslims, on September 14, 1992, killed 59 Serb civilians in the village of Bukvik. HAMBURG - The official paper of The North Atlantic treaty Organisation "NATO Brief" warns at a danger of the growing instability in the Islamic countries of North Africa, which threatens the western countries.
