    Serbian President Milosevic received yesterday Belgian Defence Minis ter - Jean-Paul Ponsele, who is currently visiting our country with several associates. Issues concerning the development of bilateral relations betw een FR Yugoslavia and Belgium were at the centre of attention, as well as the ef forts made to build peace and stability in the region. It has been pointed out with satisfaction that the two countries maintain a regular political dialogue

    Regarding the current UNTAES issues, that Belgium is interested in since it is actively involved in the operation, it has been remarked that in view of the important role played by the international forces in the Serm-Baranja region, they will continue to carry out efficiently their task and successfully complete the mandate, in accordance with the Erdut Agreement. The meeting was also attended by Federal Defence Minister Pavle Bulatovic, the Belgian Ambassador to Yugoslavia Jan Matissen and other Yugoslav and Belgian officials.

    [02] PRESS CONFERENCE AT THE SERBIAN COMMISSARIAT FOR REFUGEES

    At the joint press conference organised by the Serbian Commissariat for Refugees and the OSCE Belgrade office, it has been stated that between Ma y 5 th and June 7th, 76.000 voters have been registered by registration centres in FR Yugoslavia for the local election due in Bosnia and Herzegovina on September 13-14. According to Ms. Bratislava Morina - Serbian Commissioner for Refugees, this figure was expected and it is satisfactory if it is compared with last year's response (88 thousands) of the refugees that voted in the elections for the municipalities they lived in 1991. This figure is insignificant if it is compared with the number of those that have opted last year for their future place of residence (137 thousands) said Ms. Morina and stressed: "this year, OSCE rules and regulations have been made more strict for those that registered for their future place of residence. For example, voters that lived befor e the war in some of the municipalities that are now part of the Moslem-Croatian Federation, and plan to vote in one of the Republic of Srpska municipalities - would now have to go twice to the Republic of Srpska."

    Stressing that the registration of the voters was carried out withou t anyincidents, Ms. Morina remarked that once again FR Yugoslavia has done eve rything possible to help the coherent implementation of the Dayton Agreement arti cles and allow all those that want to vote. "I hope that this is another step closer to the European institutions and that our country will son be made full member", Ms. Morina said. She also added that OSCE officials acknowledged the way theregistration of refugee-voters has been organised in FR Yugoslavia.

    Praising the registration in FRY as one of the best organised yet, OSCE Belgrade Office representatives - Mr. Jeff Labovic and Lawrence Liu said that the registration in Croatia and Bosnia and Herzegovina was characterised by visible tension and numerous faults and shortcomings.

    [03] MINISTER IVKOVIC OPENED THE SEMINAR ON NEW BUILDING REGULATIONS

    Serbian Minister of Construction - Mr. Branislav Ivkovic opened yesterday in Novi sad a seminary on the implementation of new regulations concerning building and community services. Minister Ivkovic stressed that this is an area that the public is greatly interested in and it has been covered by excellent laws. By this autumn these laws have to be harmonised with the Serbian Constitution, i.e. with the corresponding Federal regulations. Due to the factt hat the seminary will be attended by representatives of all Serbian cities and municipalities, and even officials from various Montengrin municipalities, Mr. Ivkovic underscored the importance of local self-government in the enactment of the regulations on building and community services. Serbian Secretary for Legislation Njegovan Kljajic stressed the quality of the provisions adding that they have been harmonised with European Union demands.

    [04] MINISTER BABOVIC ABOUT THE GOVERNMENT AID TO AGRICULTURE

    Serbian Minister of Agriculture, Waters and Forestry - Prof. Dr. Jovan Babovic announced yesterday in a panel on agriculture held in the village of Bezdan (near Sombor) that the Government will provide loans for the farmers. Today's "Politika" quotes Prof. Babovic: "The state will imminently provide a credit line that will allow the agricultural sector to export food products worth 750 million dollars. This is in fact the export volume we have planned for this year." The panel brought up various problems faced by the producers and the processing sector and numerous company managers and farmers took part in the debate.

    [05] MAYORS MEET WITH SERBIAN GOVERNMENT OFFICIALS

    The Draft Law on Local Self-Government, submitted to the Parliament wasdiscussed yesterday at the meeting of the municipal top officials and representatives of the Serbian Government, held at the Parliament Building. The introductory speech was delivered by the Minister for Local Self- Government - Mr. Zoran Modrinic.

    The basic objective of the Law on Local Self-government was to create norms that will allow the citizens to realise their rights efficiently. The Law contains provisions concerning the functioning of municipalities, their basic tasks - ranging from urban planning to community services, culture, education, public information and civil affairs. The Law also covers all the activities that the municipalities carry out independently, and neither limits their independence nor does it expand their obligations.

    The Law regulates in detail the financing listing all sources of funds, without eliminating nor limiting any of the existing sources of financing of the municipalities. The legal provisions specify that the municipalities are entitled to 10, i.e. 15 per cent of the taxes the Republic is entitled to, while the rest is transferred to the city they are possibly part of. The Law has a special part concerning the organisation of activities in municipalities withmixed ethnic structure.

    The prime objective of the draft Law on Local Self-Government is to create the necessary conditions for the citizens to decide on all issues they are interested in - states the communique issued by the Serbian Parliament Information Dept. after the meeting.

    [06] MEETING OF THE CO-ORDINATING TEAMS FOR AGRICULTURE, SEED PRODUCTION, LIVESTOCK PRODUCTION AND MEAT PROCESSING.

    Yesterday the joint meeting of the co-ordinating team for agriculture, co- ordinating team for seed production, and the co-ordinating team for livestock production and meat processing, was held. The session was chaired by Prof . Tihomir Vrebalov, president of the co-ordinating team for agriculture, and was also attended by Federal Minister of Agriculture Nedeljko Sipovac, Serbian Minister of Agriculture Jovan Babovic, and Serbian Deputy Minister of Agriculture Srboljub Stankovic.

    The Government Program for the financing of export-oriented producti on has been endorsed unanimously. The participants also remarked that the export potentials are significant and that projects for the production of small fruit, beef, mouton, poultry and processed meat should be supported. The Program for the renewal of agricultural machinery has been particularly supported because it will engage production potentials of the mechanical industry and help renew the already obsolete machinery owned by the farmers. The production of seed material has been also endorsed, with a remark that stocks worth 30 million dollars are ready to be exported.

The objective of the program is to provide full support to the ec onomic policy of the Government aimed at increasing production and social produc t, with the preservation of a stable dinar exchange rate, growing wages and life standard of the population. The Draft Program, submitted to the Government, comprises criteria for the allocation of funds to companies from the metal-processing sector, agriculture, textiles, leather and footwear, shipbuilding, and other industries. Along with these sectors, the program envisages pre-financing and loans for highways, state and regional roads andrailroad network modernisation.

    Loans will be available to all companies that have profitable produc tion programs, export contracts or meet other requirements defined by the prog ram. Funds will be allocated under extremely favourable conditions that will h elp many companies to realise a number of important projects.

    The Managing Board of the Fund particularly stressed that funds earm arked for such purposes must be used exclusively to launch production of the companies that have marketable goods, i.e. that can achieve real employment and high quality production. Consequently, the Program requires firm guarantees regarding the purpose of the loan and their prompt repayment with fixed deadlines and conditions. The loans will be granted with an interest rate of 4 per cent with bank guarantees and all servicing expense amounting to 0.2 per cent.

    The Managing Board of the Fund is aware that the corporate sector is greatly interested in receiving such financial support. Managing Board has also been notified that numerous companies have already applied for loans. These requests are being analysed and the first decisions will be made public this week.

    [08] SERBIAN DEPUTY PREMIER SVETOZAR KRSTIC RECEIVED YESTERDAY A DELEGATION OF THE ITALIAN FOREIGN MINISTRY

    SERBIAN DEPUTY PREMIER SVETOZAR KRSTIC RECEIVED YESTERDAY A DELEGATION OF THE ITALIAN FOREIGN MINISTRY, HEADED BY SENATOR AND FOREIGN MINISTRY UNDER-SECRETARY - MS. PATRIZIA TOIA. DURING THE TALKS, BOTH SIDES INDICATED SATISFACTION THAT THE PROGRAM FOR THE CULTURAL CO-OPERATION BETWEEN ITALY AND OUR COUNTRY, HAS BEEN SIGNED DURING THE VISIT OF THE DELEGATION. YUGOSLAV-ITALIAN CO-OPERATION IN CULTURE, SCIENCE, EDUCATION AND SPORTS H AS A LONG TRADITION AND REPRESENTS AN IMPORTANT COMPONENT FOR THE DEVELOPMENT OF THE OVERALL RELATIONS BETWEEN THE TWO COUNTRIES, THE TWO SIDES AGREED DURING THE MEETING. THE SIGNING OF THIS IMPORTANT DOCUMENT REPRESENTS A CONTINUATION OF THE POLICY OF BRINGING CLOSER OUR TWO PEOPLES AND COUNTRIES - DEPUTY PREMIER KRSTIC SAID, UNDERSCORING THAT ITALY HAS BECOME OUR LEADING FOREIGN-TRADE PARTNER AMONG EU COUNTRIES, WITH A TENDENCY TO ENHANCE TECHNOLOGICAL TIES. MS. PATRIZIA TOIA INDICATED THAT THE ITALIAN GOVERNMENT IS PREPARED TO ENDORSE THE FULL CO-OPERATION BETWEEN OUR COUNTRY AND THE EUROPEAN UNION, TOGETHER WITH THE NORMALISATION OF OUR OVERALL RELATIONS WITH THE WORLD. SHE ALSO UNDERSCORED THE READINESS OF THE ITALIAN GOVERNMENT TO SUPPORT NEW AND HIGHER FORMS OF CO-OPERATION WITH OUR COMPANIES IN ACCORDANCE WITH INTERNATIONAL STANDARDS. THE MEETING WAS ALSO ATTENDED BY THE ITALIAN AMBASSADOR TO YUG OSLAVIA - MR. FRANCESCO BASCONE.

    [09] MANAGING BOARD OF THE FUND FOR THE DEVELOPMENT OF SERBIA

    MANAGED TO PRESERVE OUR CREATIVE POTENTIALS AND TO FULFIL OUR DUTIES REGULARLY AND RESPONSIBLY. THE SERBIAN GOVERNMENT HAS MADE AND IS CONTINUING TO MAKE OUTSTANDING EFFORTS TO ENSURE ALL THE NECESSARY CONDITIONS FOR A MORE COMPREHENSIVE AND MORE DYNAMIC EVOLUTION OF EDUCATION AND SCIENCE. THIS HELPED US TO KEEP UP WITH THE REST OF THE WORLD DURING THE SANCTIONS SO THAT NOW - IN A FAR MORE FAVOURABLE INTERNATIONAL ENVIRONMENT - WE CAN QUICKLY JOIN THE GLOBAL INTEGRATION TRENDS. THE GOVERNMENT OF THE REPUBLIC OF SERBIA IS REALISING EFFICIENTLY AND WITH DETERMINATION ITS NATIONAL ECONOMY RENEWAL POLICY. IN THE PAST PERIOD WEHAVE ACHIEVED FULL PRICE AND NATIONAL CURRENCY STABILITY. THE PRICES OF ALL GOODS AND SERVICES ARE STABLE AND NO ECONOMIC REASON EXISTS FOR INCREASING THEM. ON THE CONTRARY, WE ARE WITNESSING THAT IN MANY SECTORS SALES ARE PROMOTED BY REDUCTION OF PRICES THE DINAR EXCHANGE RATE HAS ALSO BEEN STABLE FOR QUITE SOME TIME AND THIS ALLOWS THE COMPANIES TO DO BUSINESS MORE EFFECTIVELY ESPECIALLY IN FOREIGN TRADE, AND FOREIGN PARTNERS SEE IT AS AN INDICATOR OF STABILITY AND SAFETY OF THEIR INVESTMENTS HERE. THANKS TO THE STABILITY WE HAVE ACHIEVED, IN THE FIRST SEMESTER OF 1997, WE HAVE HAD A MAJOR GROWTH OF INDUSTRIAL PRODUCTION AND EXPORTS, AS WELL AS GROWING WAGES AND PERSONAL INCOME. BEARING IN MIND OTHER MEASURES AND ACTIVITIES THATTHE GOVERNMENT IS PROMOTING, AS WELL AS THE FUNDING THAT HAS BEEN SECURED, WE EXPECT THAT THIS YEAR SOCIAL PRODUCT WILL GROW INTENSIVELY, AND CONSEQUENTLY THE LIFE STANDARD OF THE PEOPLE AS WELL. THE ECONOMIC STABILITY WE HAVE ACHIEVED, ALLOWS THE SUCCESSFUL IMPLEMENTATION OF REFORMS SERVING AS A BASIS FOR THE LONG-TERM SOCIAL AND INDUSTRIAL DEVELOPMENT OF THE COUNTRY. THE INTRODUCTION OF A MODERN MARKET ECONOMY, THE COMPLETION OF THE OWNERSHIP TRANSFORMATION REFORMS, AND THE STRUCTURAL HARMONISATION WITH A QUICKER OPENING TOWARDS THE WORLD, SHOULD HELP PROMOTE A FASTER ECONOMIC DEVELOPMENT THAT WILL PROVIDE THE MEANS FOR THE EVOLUTION OF EDUCATION, SCIENCE AND CULTURE. FINALLY, I WOULD LIKE TO CONGRATULATE THE INSTITUTE ON THE RESULTS IT HAS ACHIEVED, FOR THEY WILL ALLOW AN EVEN MORE INTENSE DEVELOPMENT OF EDUCATI ON, BUT OF OTHER SOCIAL AND CULTURAL SECTORS AS WELL. THE GOVERNMENT OF THE REPUB LIC OF SERBIA WILL CONTINUE TO ENDORSE SUCCESSFUL COMPANIES SUCH AS THIS ONE, PROVIDING THE ECONOMIC AND SOCIAL ENVIRONMENT FOR PROMOTING THE STABILISATION POLICY, QUICK DEVELOPMENT, LIFE STANDARD IMPROVEMENT, WHICH ARE ALL PART OF THE CONCEPT FOR THE NATIONAL DEVELOPMENT AT THE THRESHOLD OF THE NEW CENTURY."

    [10] PRIME MINISTER MIRKO MARJANOVIC INAUGURATEDTHE NEW BUILDING OF THE SCHOOL TEXTBOOKS INSTITUTE

    "Today I have the pleasant duty to open this important facility for education and culture, which will also play a major role in the development of the School Textbook Institute, and in the prosperity of publishing, educationand culture in Serbia.

    With its activities that involve the co-operation of the highest scientific and educational institutions in the country, the Institute is coherently implementing the Serbian and federal policy in this sector. First of all, it provides promptly and in sufficient quantities textbooks and school material for all children, studying in Serbian and in the languages of the ethnic minorities. Furthermore, it is also greatly helping the Serbian schools in the neighb ouringcountries - especially in Hungary and Romania.

    In three years, the production of textbooks has been tripled - from 5.5 million to 15.5 million books. The number of titles has been expanded and the structure of other ancillary publications and syllabuses has also been improved.

    It is also praiseworthy that over a short period of time the Institute has managed to renew its technical facilities. This is confirmed by this building of 6.000 sq. meters, which allows us to say that the School Textbook Institute has already stepped into the 21st century.

    It is particularly important that the price policy pursued by the Institute takes into account the material status of the pupils and their parents. Now that the general economic environment has become stable, the prices of textbooks must also be kept constant. Furthermore, the current activities of the Institute must be directed towards the enhancement of textbook quality, that should follow not only the latest scientific achievements, but also mirror all the contemporary positive changes.

    Over a relatively brief period of time, the Institute prepared and published some two dozen capital works of the greatest figures in our nat ionalculture. For the first time, capital projects involve important ethnic mi norityauthors (Slovak, Ruthenian, Romainan) and started the translation and the publication of the works of world renown scientists. This was made possible by the fact that the Institute relies on the help of some 16.000 intellectuals of diverse profiles, teachers, professors, university professors and academicians.

    The sector of education, science and culture has shown great vitality during the blockade and under various pressures threatening the survival of thenation and its humanist principles. Thanks to the policy pursued by President Milosevic and to the measures promoted by the Serbian Government, we have
