[01] IMPLEMENTATION OF THE DAYTON AGREEMENTThe foreign ministers of the fifteen EU member countries are meeting in Brussels today to discuss the implementation of the Dayton Peace Agreement, and the relative situation in the town of Mostar.It is expected that the EU Council of Ministers will extend the mandate of the temporary administrator of Mostar - Mr. Riccardo Peres Cassado from Spain, probably to the end of this year. His current mandate expires on July 22, and according to general opinion, things in Mostar aren't running smoothly. The elections in Mostar, staged last month, went without major incidents, but the problem of the division of the city remains, because none of the two sides is showing any will to endorse the reunification of the city. Various circles believe that this seriously jeopardizes the final shaping of the Croat-Moslem Federation, as planned by EU and Washington and defined by the Dayton and Paris documents.(TANJUG, July 15, 1996) [02] HOLBROOKE RETURNS TO THE BALKANSThe former US peace negotiator - Mr. Richard Holbrooke, will arrive on a Balkan tour as a special Clinton Administration envoy, in order to accelerate the Dayton peace process. Washington expects the new mission of the "old Balkan emissary" to clear certain issues in Belgrade, Zagreb and Sarajevo, including the most pressing one - the "Karadzic case". The Dayton process is also jeopardized by the renewal and reconstruction of Bosnia, and in the primary objective of the Dayton Agreement - the creation of a united, multiethnic Bosnia. (Borba, July 15, 1996) [04] DIVIDING THE PROPERTY OF FR YUGOSLAVIAFederal Foreign Minister Milan Milutinovic stated that the states from former Yugoslavia can reach an agreement on the division of the property of the former federation without international arbitration.In an interview for the Skopje daily "Vecer" published in the Saturday/Sunday edition, Mr. Milutinovic said that FR Yugoslavia endorses a just division of the property of SFR Yugoslavia, but rightfully insist on the recognition of continuity with the former state. (Vecernje Novosti, July 15, 1996) [05] MEETING ON THE MISSING PERSONSA meeting called by Dr. Pavle Todorovic - Chairman of the Yugoslav Committee for Humanitarian Issues and Missing Persons has been staged in Belgrade on Friday. The session included the presence of the representatives of the Croatian Committee for Prisoners and Missing Persons and that of the Republic of Srpska Committee for Missing Persons.All three sides confirmed their readiness to exchange all available information on this issue by July 20th - in accordance with the obligations defined in previous meetings. (Borba, July 15, 1996) [06] ROBERTS: KEY ROLE OF FR YUGOSLAVIAThe Federal Republic of Yugoslavia is the center of gravity in the Balkans, giving it a key economic and political role in this region, and I hope that it will use it - said the British Ambassador to Yugoslavia - Mr. Ivor Roberts in an interview for Radio Kragujevac.Mr. Roberts also stressed that FRY has a chance to play a major role in leading the Balkans into the European family. Honor has been paid by numerous state bodies, WW I veteran's organizations, and French-Serbian friendship societies.Yugoslav President Zoran Lilic, sent his congratulations to French President Mr. Jacques Chiraque for July 14th. (TANJUG, July 15, 1996) [08] THE PATRIARCH'S IMPRESSIONS ON THE US TOURHis Holiness - Serbian Patriarch Pavle returned on Friday from the United States, where he toured the various Serbian Orthodox dioceses and the Novogracanicka Bishopric. He told the reporters that he is pleased with the meetings he had in with the Serbian Orthodox bishops, clergy and people, and that they were marked by mutual comprehension and prayers. (Politika, July 15, 1996)[09] TESLA'S DAY PROCLAIMEDMr. George Pataki - Governor of the State of New York, proclaimed July 10th - Nikola Tesla's Day. Governor Pataki issued the decree in honor of the 140th anniversary of the birth of the great scientists and inventor, and in sign of gratitude of the State of New York and NYC, where the famous Serbian scientist lived for 60 years. (Vecernje Novosti, July 15, 1996)[10] NO INCIDENTS IN BORDER CHANGESThe first 40 modifications of the border dividing Bosnia and Herzegovina between the Moslem-Croatian Federation and the Republic of Srpska in a 51:49 ratio, have been completed without any incidents - said in Sarajevo the NATO press representative Tom Meuer."Some 400 more territories are to be exchanged, but negotiations are slowing down, because the controversies are becoming more and more serious" - said Mr. Meuer. One of the most controversial zones is located in the vicinity of Brcko, and it will have to be settled by international arbitration. (Politika Ekspres, July 15, 1996) [11] ALLOWING PEACEThe Conference of the Populist Parties Fraction - i.e. of the Christian Democratic wing of the European parliament, staged on Friday in Banjaluka an international conference called "Allowing Peace". The venue was inaugurated by Ms. Doris Peck - Member of the European Parliament and Chairwoman of the Liaison Delegation for Southern Europe.The Chairman of the Populist Parties Fraction, former Belgian premier Wilfried Martens, stressed in his introductory speech that the conference should incite solidarity among people and should represent an invitation to allow all those that abandoned their homes to return. The Mayor of Banjaluka - Mr. Predrag Radic, welcomed the participants and stressed that the most humane efforts are those bring back home the refugees. He also added that the return also refers to those that came to the Republic of Srpska from the Moslem-Croatian Federation and vice-versa, as well as to the Serbs from the former Republic of Serbian Krajina. Mr. Radic appealed to the participants to take a stand regarding the recent statement made by Croatian President Franjo Tudjman - namely that Serbs will never return to Croatia. Major attention should be given to this because all the refugees and displaced persons "have been eradicated from the land they have lived on for centuries" - underscored the Mayor of Banjaluka. (Politika Ekspres, July 13, 1996) [12] TOMB IN THE MISTCroatian Radio reported yesterday that in the past five days, five mass tombs have been discovered in central Bosnia, containing the bodies of Croats massacred by Moslems in 1993.The same source specifies that the mass graves are located near the town of Bugojno, near the villages of Guca Gora and Maljine in the vicinity of Travnik, as well as in the villages of Mikose and Mikelici. The authorities of the so-called Croatian Republic of Herzeg Bosnia, stated that the Moslem authorities are prohibiting the exhumation of the mass tombs. According to the Croatian Radio, the Croatian investigators and medical examiners are particularly threatened in the zone of Guca Gora, because the homes of the massacred Croats are now inhabited by Mujahedins and Islamic humanitarian workers. Quoting eyewitnesses, the Croatian Radio indicates that on June 6, 1996, the Moslems massacred numerous Croats in the village of Maljine near Travnik and that these were ritual executions.
