  • [01] YUGOSLAVIA WISHES TO OVERCOME DELAY IN RELATIONS WITH THE EUROPEAN UNION

    Deputy Federal Minister of Foreign Affairs of the Federal Republic of Yugoslavia Zivadin Jovanovic addressed yesterday the Foreign Affairs Committee of the Belgian Senate, speaking of the foreign policy of Yugoslavia, implementation of the peace process in Bosnia-Herzegovina and economic cooperation between FR of Yugoslavia and Belgium. He informed the Belgian senators of the efforts of the Yugoslav government to overcome as soon as possible the delay in relations with Belgium and the other member countries of the European Union, which has occurred because of the long isolation of our country after introduction of international sanctions. "In this four-year period alone", said Jovanovic, "Federal Republic of Yugoslavia had a direct loss of at least 50 billion US dollars and an indirect one of at least one hundred million US dollars". Deputy Federal Minister placed the focus on a prompt return of the FR of Yugoslavia to the international institutions and organization, most of all into the financial ones. Judging according to the questions asked by senators immediately after the speech of Jovanovic, the impression is that the feeling prevails in favor of such a support to the Federal Republic of Yugoslavia. In the debate, there was a positive view of the recent exchange of visits of the official economic delegations of Belgium and FR of Yugoslavia, with the statement that only during the last-week's visit in Brussels of thirty directors of large-scale Yugoslav economic organizations, business deals were concluded in the value of some 20 million US dollars.     [02] FOR AN EASIER SOLUTION OF THE REFUGEE PROBLEM

    In Belgrade an agreement was signed yesterday between the Federal Republic of Yugoslavia and the UN High Commissariat for Refugees, which is making possible promotion of cooperation and regulation of status of this UN humanitarian agency in our country. "The fact that this is one of the first agreements to be signed with such an important UN agency is also a recognition to the Federal Republic of Yugoslavia for its efforts in the implementation of the Dayton Agreement and its generally acknowledged peaceful policy. Signing of the agreement should facilitate solution of the refugee problem, both in case of their return and in creating conditions for they stay and integration in these areas", stated Assistant Federal Minister for Foreign Affairs Dr. Radoslav Bulajic who had signed the agreement on behalf of the Government of the Federal Republic of Yugoslavia.     [03] ITALIAN BUSINESSMEN IN THE ASSEMBLY OF SERBIA

    President of the National Assembly of Serbia Dragan Tomic received yesterday delegation of the Italian businessmen headed by the director of the Milan company "Impregllo" Vitorio Ferrari. During the talks about promotion of cooperation between Serbia and Italy, Italian delegation informed Tomic of the intention of the Italian electrical power administration ENEL to take part in financing projects of infrastructure in Serbia.     [04] INTERNATIONAL PROJECT ON THE RESULTS OF CARDIOVASCULAR CLINICS

    Institute for Cardiovascular Surgery in Sremska Kamenica, which is applying the most advanced American model for the follow-up on surgical risks in cardio-surgery, "Parsonet", will be joining the international project. This was discussed yesterday by the director of this Institute Prof.Dr. Josip Cikos and the member of the scientific-research team of Professor Victor Parsonet from the Clinic for Cardiovascular Diseases in New Jersey, Michael Ger. According to Ger, the results of research of this model are confirming that in Kamenica there is a lower surgical death rate than in the famous clinic in New Jersey. Model Parsonet is being used for drafting of a single international protocol in treatment of cardiac patients and is being applied further to Sremska Kamenica, also in the clinics in Italy, France, Sweden, Argentine, England and in another 30 clinical centers in the United States.     [05] BILJANA PLAVSIC HAS TAKEN OVER ALL THE FUNCTIONS OF THE REPUBLIC OF SRPSKA PRESIDENT

    After today's meeting with the high representative of the international community Carl Bildt, Biljana Plavsic Vice President of the Republic of Srpska, stated that she has taken over all the functions of the Republic of Srpska President, thus eliminating the misunderstanding, and that it is possible to proceed in the communication with the international community. She also stated that at today's meeting there was talk of the media and their function before the forthcoming elections and that Bildt promised economic assistance to the Republic of Srpska. While addressing the press, Bildt confirmed that Karadzic has transferred all of his competencies on Biljana Plavsic. "International community will over the forthcoming days careful follow the situation and supervise the developments", said Bildt and added that he discussed with Biljana Plavsic also other aspects of the peace agreement.     [06] EVEN AFTER ELECTIONS - DIVISION

    Sunday's elections in Mostar have imparted a heavy blow on the policy of the European Union to reconcile two ethnic communities in the city and in the region, London comments. In semi-official British circles it is warned that Mostar elections, in which nationalists of both sides have von the largest number of votes, and "independents" were left with only three percent, is inevitably leading to the continuation "of patrolling" of European Union for the next six months, in order to prevent the eruption of a new war between "allies".

    Now Mostar is definitely divided, and the international community, it seems, is already oriented towards accepting after the elections in Bosnia-Herzegovina, the division of Bosnia, conclude the Italian commentators. Recalling the unofficial preliminary electoral results, according to which the votes were divided between party of Alija Izetbegovic - SDA (Party of Democratic Action), and that of Franjo Tudjman - HDZ (Croat Democratic Community), Turin "La Stampa" is writing that "elections desired in Mostar by the West, have confirmed the fate of the city". For the Rome "Republica", Mostar after elections on Sunday is finally divided into two parts. The newspaper "Sole" qualifies the elections in Mostar as a test for the forthcoming elections in Bosnia which will, it is already clear, only confirm the existing division of Bosnia.     [07] MUSLIMS ADMITTED THE CRIME AGAINST 26 CROATS FROM BUGOJNO

    Zagreb "Vjesnik" published yesterday that Muslim authorities in Bosnia have admitted the crime against 26 Croats from Bugojno, which occurred in the autumn of 1993. "All this happened quite some time after the end of Muslim-Croat conflict in Bugojno. It is a question of classic killings violating the Geneva Convention on the rights of prisoners of war", writes the newspaper and quotes testimonies of the surviving Croat soldiers. The prisoners were taken to the elite center for training of the 7th Muslim Brigade, in which the instructors from Pakistan and Afghanistan were completing the training with, writes "Vjesnik", "an obligatory killing of captured adversaries". It is a question of the training for jihad, the holy war, and mandatory mastering of "the experience of death". (Vecernje novosti, July 3, 1996)

    [08] THE HAGUE AGAINST CROATIA

    With a delay of several days, which has already become a custom when speaking of unpleasant news for the present-day authorities in Croatia, the Croat public was informed, although indirectly, through the commentary of "Vjesnik", about the press news which has already circled the world: that The Hague Tribunal is allegedly preparing an indictment against Tudjman and six of his generals. Editor-in-chief of "Vjesnik" Nenad Ivankovic is calling this information a "scandalous sensationalism", a "shameless concoction", "media diversion" and similar. He is appalled by the claims that "Tudjman and his generals The Hague tribunal intends to allegedly prosecute for the attack on Krajina and alleged crimes committed".

    It is clear that the Croat authorities are the most anxious and afraid of the call to account for everything that was done during and after the last-year's Croat military offensive on Western Slavonia and Krajina. "Vjesnik" is especially accusing "the Swedish connection", because the information started from Sweden, and recalls Bildt's scandalous statements and insults at the expense of Croat government and Croat people at the time of "The Storm". It is especially hard for it to accept the fact that from this information it derives that "Croatia was not liberating its territory, but was attacking some so-called Serbian state". "Vjesnik" writes that the information "is concocted as a political guillotine for the Croat people, for its existence, freedom and independent state. If it should happen that because of "The Storm" an indictment is filed against the Croat political and military leadership, then truly it would be known that Croat state is already condemned".     [09] SLOVENIA WAS ARMING ITSELF EVEN BEFORE THE YEAR 1990

    President of Slovenia Milan Kucan stated in a special TV Ljubljana program on the occasion of the fifth anniversary of secession of Slovenia, that Slovenia was arming itself even before the year 1990, counting, as he said, "with the possibility of a war conflict". In this way he finally denied all of his previous statements that Slovenia by a one-sided secession, as he was claiming, did not cause the disintegration of former joint state. He also spoke of detailed, long-term preparations for the secession of Slovenia which was conducted by the then-highest republican officials with him at the lead. Thus, Kucan confirmed in fact that Slovenia was not ready for confederation, as a solution of the Yugoslav crisis, and the insincere acceptance of such an option was only a political game. Kucan also for the first time stated the fact that "European Union had a significant role in breaking down of the SFR of Yugoslavia". The involvement of Slovenia in the international smuggling, trading and sales of arms over the last years, Kucan both admitted and tried to justify, as he said, "by the need for arms to be procured both for defense of Slovenia and for assistance to Croatia and Bosnian Muslims in their fight against Serbs".
