[01] STRENGTHENING OF PEACE AND STABILITY BUILDING IN THE BALKANS
President of the Republic Slobodan Milosevic received Minister
of Foreign Affairs of Belgium Eric Derrick who is on an official
visit to the Federal Republic of Yugoslavia. In the focus of
attention were the actual questions of promotion of the
Yugoslav-Belgian relations and the political situation in the
region. It was stated that there is a joint interest for the
revival of comprehensive relations and cooperation. The
importance was underlined of strengthening peace and building of
stability in the Balkans, where the FR of Yugoslavia is offering
a continuous contribution. Therefore, its active and equitable
participation in the international relations is not only of
interest for strengthening of peace, but also for the
development of mutual understanding and confidence among states

[02] MUTUAL UNDERSTANDING AND RESPECT
During the meeting between the Federal Minister of Foreign
Affairs Milan Milutinovic and the Belgian Foreign Minister Eric
Derrick, mutually was reaffirmed the joint determination of the
two countries to work on a consistent and wholesome
implementation of the peace agreement on Bosnia- Herzegovina and
the Basic Agreement on the Srem and Baranja Region. It was
stated that it is necessary for the international community to
invest greater efforts for purpose of the implementation of the
civilian and political part of the Agreement on
Bosnia-Herzegovina. The importance was underlined of an
equitable treatment of all the sides in the peace process,
including the process of economic recovery, especially in both
entities, the right to a free and safe return of refugees and
the need for increase of humanitarian aid. During the talks,
special attention was devoted to the development of bilateral
relations after the normalization of the diplomatic relations
between the two countries. It was jointly stated that there are
significant possibilities for the revival and development of the
bilateral cooperation, especially in the economic and financial,
cultural and educational and scientific and technical spheres.

[03] THE PLACE OF YUGOSLAVIA IS IN THE O.S.C.E.
Minister of Foreign Affairs of Switzerland Flavio Cotty strived
yesterday, in his capacity of the Chairman of the Organization
for Security and Cooperation in Europe, for the Federal Republic
of Yugoslavia to join as soon as possible this organization.
"O.S.C.E. must secure its universality and this within its
territorial competencies, and in order to do this it is
necessary for the FR of Yugoslavia to join in", said Cotty.

[04] COERCION ON COERCION
Prime Minister of the Republic of Srpska Rajko Kasagic stated
that the Republic of Srpska until now did not receive even one
dollar for reconstruction and development after the war, while
the Croat-Muslim Federation has already received from the
international community over 200 million DEM. "In this amount
there is a sum of 65 million US dollars from the European Fund
for Social Development, and Bosnia-Herzegovina, nether as the
republic nor as the federation, is even a member of that Fund.
They have the sympathies of the United States and Germany, and
their sympathy towards us is conditioned by the elections", says
Kasagic. He underlines that in the implementation of the peace
agreement, especially of its civilian part, there are
difficulties, but that the causes are to be looked for most of
all in the Muslim-Croat Federation. "The forces have appeared
which wish to revive, before the elections, Bosnia-Herzegovina
as the state with all the elements of statehood, although it can
not acquire these elements before the forthcoming elections. In
the formation of its government, the representatives of the
Serbian people did not take part, and when the Republic of
Srpska is not accepting this, it is accused of the
non-compliance with the peace agreement", said the Republic of
Srpska Prime Minister. (Borba, April 19, 1996)
[05] MASSACRES ORDERED BY IZETBEGOVIC
Liquidation of Serbs in Sarajevo, when between five and six
thousand persons were killed and their bodies thrown in the pits
under the hills of Trebevic, was committed by Milan Topolovic
Caco with his soldiers, the commander of the 10th Mountaineers
Muslim Brigade. The orders for the mass killing were given to
him personally by Alija Izetbegovic. This is the part of
statement by Jasmin Sljivo, leader of the Muslim terrorist group
captured in the territory of the Republic of Srpska on March 23,
1996. He also confessed that as the escort of Topolovic, he
killed some 200 Serbs, civilians, and that he raped several tens
of women and even quoted the names of some victims. His hearing
was attended also by the representatives of the international
police of the IFOR. The supporters of war in former
Bosnia-Herzegovina obviously are not giving up on the idea that
terrorism is the most suitable way for the renewal of conflicts.
They are supported in this by the operatives of some foreign
intelligence services who are launching the disinformation that
the Republic of Srpska is planning terrorist actions against the
IFOR. And this in spite of the reliable proof that for terrorism
those who are preparing are the remaining mujjahedins and the
Croat special agents, of course in the territory of the Republic
of Srpska. This is also supported by the fact that a group of
Muslim terrorists on March 22, 1996 attempted a terrorist action
on the road Pale-Lukavica, but was apprehended in good time. The
greatest impetus for their terrorist and diversion actions
Muslim are beyond any doubt receiving from the United States. In
this respect, the United States are already arming the army of
Alija Izetbegovic, and the main training camp for soldiers from
the ranks of the 28th Muslim Division is located in the region
of the village of Vukovije, near the Tuzla airport. (Politika

[06] DETAINED SERBS ARE TORTURED
President of the Republic of Srpska Commission for the exchange
of the prisoners of war Dragan Bulajic, proposed to the Croat
and the Muslim side that all the remaining prisoners be first
released, and then delivered to the Tribunal in the Hague, if
during the investigation procedure it is proved that they have
committed war crimes. Bulajic has visited yesterday, together
with the Belgrade defense attorney Igor Pantelic, 26 Serbs who
are detained in the Central Penitentiary in Sarajevo. After the
visit he stated that they are exposed to torture and that their
health is very bad. "This especially refers to Colonel Aleksa
Krsmanovic", said Bulajic. (Politika, April 19, 1996)
[07] THE HAGUE RENOUNCES ON THE INDICTMENT AGAINST DJUKIC?
At the last evening's press conference in Belgrade, defense
attorney Toma Fila said that Prosecutor Richard Goldstone
informed him that Prosecution in the Hague will renounce on the
indictment against General Djukic. There is a theoretical
possibility for the Hague Tribunal not to accept this proposal
of the Prosecution, but such a development "would be a real
miracle", says Fila. The Dutch physicians have submitted the
results of medical examination saying that further detention in
prison of the ailing General Djukic "is irresponsible", but I
think that his illness is only an excuse for renouncing on the
indictment because of the lack of evidence, said the Belgrade

[08] FACTS ARE SPEAKING DIFFERENTLY FROM TUDJMAN
The Association of Serbs from the Republic of Serbian Krajina
and the Republic of Croatia yesterday reacted strongly to the
statement by the President of Croatia Tudjman that "Croats had
the greatest participation in the anti-Fascist fight during the
World War Two", disputing this by a number of evidence speaking
just the contrary. Tudjman's falsehoods are having hard
repercussions on the Serbian people who in the area of the
Ustashi Independent State of Croatia was the carrier of the
anti-Fascist struggle. Using the data from both the foreign and
the local documents and archives, including the documents of the
Independent State of Croatia, the Association of Serbs is
stating that by the end of the year 1941 there were 106,000
Croats in the Pavelic's Army, and only 800 of them in the ranks
of partisans. One year later in the units of the Independent
State of Croatia there were 162,000 Croats and in the ranks of
partisans only 5,280. (Borba, April 19, 1996)
[09] SMUGGLING UNDER THE AUSPICES OF THE STATE
Slovenia was supplying with arms both Croatia and the Bosnian
Muslims ever since the year 1991, escalating the war in former
Yugoslavia. This is illustrated by the data on smuggling of arms
under the auspices of the state, as published yesterday by the
"Ljubljanski dnevnik" newspaper. In this smuggling, both the
Slovenian Ministry of Defense and the Ministry of Interior have
taken part, as well as the counter-intelligence services
(civilian and military ones), a number of major companies and
several officials. The question of arms trading is coming into
focus again and the claims that in Slovenia "there was organized
training of the members of Croat and Muslim army", will be the
ic of the next session of the Slovenian Parliament. The
deputies are asking, first of all, where have disappeared
hundreds of millions of DEM which the states has collected
through the sales of arms and military equipment to Croatia and
the Muslim Government in Bosnia-Herzegovina, warns the
newspaper. The unofficial estimates of the Austrian sources are
showing that the arms have brought a profit to Slovenia of some
two billion US dollars. "Ljubljanski dnevnik" writes that no one
is denying that Slovenia was helping Croats and Muslims, "and
this we can say even with pride", adds the newspaper, but asks
the question of the disentanglement of an enormous cluster of
smuggling, corruption, dirty jobs and most of all, the
disappearance of the huge amount of money. (Borba, April 19,
