[01] ON THE WAY TO FULL REINTEGRATION IN THE INTERNATIONAL COMMUNITY
President of the Federal Republic of Yugoslavia Zoran Lilic
stated for Radio Kragujevac that FR of Yugoslavia is on the way
to full reintegration in the international institutions and
international fora. "The path of peace, principles of
cooperation and dialogue of our country has fully affirmed the
Federal Republic of Yugoslavia as a key factor of peace and
stability in the Balkans and the south-eastern Europe. The
confirmation of this is also the intensive normalization of the
relations with a growing number of countries from all over the
world, and the need is more and more felt for the prompt
normalization of our status in the UN, in the O.S.C.E., IMF and
the World Bank", said Lilic and underlined that "the sovereignty
and the state and legal continuity are no longer disputable".
While pointing out that the policy of dialogue and political
solution of disputable questions is our state and national
interest, Lilic emphasized that recognition of such policy is
arriving today even from those countries and factors in the
world which were in the front lines of satanizing our country.
President Lilic expressed his respects and gratitude of all our
citizens to those countries which even under sanctions did not
withdraw their ambassadors from Belgrade, and said that 17
ambassadors have been appointed to our country, and that there
are announcements of the appointment of ambassadors from a
number of countries of the European Union, Asia, Africa and

[02] KOSMET IS INSEPARABLE FROM SERBIA
An independent and neutral Kosovo, as strived for by the
Albanian leaders, is only a new conceived formulation behind
which is hiding the old nationalistic and secessionist target -
conquering of territory, change of frontiers, ethnic cleansing
and the creation of "Greater Albania", stated Federal Minister
of Interior Affairs Vukasin Jokanovic. Kosmet is an inseparable
part of Serbia, he added, where all citizens should enjoy human
rights, and just like every state is defending territorial
integrity, this will also be done by Yugoslavia. "Secessionist
Albanian leaders, who are finding various new formulations, are
prisoners of the promises made to their compatriots and it is
better for them to tell the truth that Kosmet is inseparable
from Serbia, better that to keep them in the illusion and offer
them false hopes", said Jokanovic. While speaking about some new
strives for the return on the provisions of the Constitution
from the year 1974, Jokanovic recalled that the constitutional
changes in Serbia in the year 1989 have been done completely
legally and without pressures and that they have prevented the
war from erupting in Kosmet. "The Albanians in Kosmet did not
wish to sacrifice themselves for the interests of others and
interests of secessionist republics, and their representatives
in the then-Assembly of Kosovo voted in the large majority for
the constitutional changes, which was their wise move", stated

[03] PARTICIPATION OF YUGOSLAVIA AT THE DONORS CONFERENCE FOR RECONSTRUCTION OF BOSNIA
At the International Donors Conference for Reconstruction of
Bosnia- Herzegovina in Brussels, one billion 230 million US
dollars has been collected which, together with the already
collected 600 million US dollars at the last- year's conference
is making a total of 1.8 billion US dollars. The largest donors
are from the European Union and the World Bank, and from the
individual countries The United States. Among the 50 countries
participating at the Conference was also the Federal Republic of
Yugoslavia, which will invest in the year 1996 ten million US
dollars for the reconstruction program of Bosnia- Herzegovina.
This amount, as stated by the head of the Yugoslav delegation
Deputy Minster of Foreign Affairs Nikola Sainovic, will be
realized in the entire territory of Bosnia-Herzegovina, i.e. in
both of its entities. While addressing participants of the
Conference, Sainovic underlined the principled stand of
Yugoslavia that reconstruction should be carried out in the
entire area of Bosnia-Herzegovina, which was, with only a few
exceptions, accepted by the majority of speakers. Sainovic
pointed out at the detrimental effects of sanctions to which
Yugoslavia was exposed over the last years and which have helped
breaking down and weakening of links between peoples and states
in the region. Therefore, Yugoslavia is of opinion that its
participation in the reconstruction of Bosnia-Herzegovina is
very important and to that effect is sending an appeal for the
return to all of the international organizations and
institutions through which the solution of a good part of
problems caused by the unjust isolation will be facilitated.

[04] SLOVENIA OFFERS NORMALIZATION OF RELATIONS WITH YUGOSLAVIA
Slovenia will soon propose to Belgrade the latest initiatives
for the normalization of the relations with the FR of
Yugoslavia. This is learnt from the sources close to the
Ministry of Foreign Affairs in Ljubljana. The Slovenian plan for
establishment of contacts with the FR of Yugoslavia will give
the priority to the economic links, as the consequence of
pressures to which the Slovenia political leadership has been
exposed by the business people. Ljubljana is abandoning the
strategy of isolation towards the Federal Republic of Yugoslavia
also because the increasingly frequent contacts of Belgrade with

[05] PROTEST TO BILDT BECAUSE OF ATTACK ON REPORTERS
President of the Alliance of Journalists of Yugoslavia Dusan
Djukic, in the name of ten thousand reporters, has sent a
protest to the high representative of the international
community in Bosnia Carl Bildt, because of the recent attack on
reporters of "Vecernje novosti" in Sarajevo. Djukic called upon
Bildt to undertake "steps which will prevent escalation of
terror in Sarajevo" and warned that "the organized initiators of
hatred are striving to s the peace process which is of
existential importance to us all". Reporters of "Vecernje
novosti" have entered the city of Sarajevo under escort of the
IFOR and with the permission of the competent authorities and
"their only guilt was that they have entered Sarajevo in a car
with the Belgrade registration plates". "We do not accept the
lynch against anyone whatsoever, and especially do not
understand how the authorities in Sarajevo could just watch the
violence against reporters on duty", reads the protest of the
Alliance of Journalists of Yugoslavia. (Politika, April 13,

[06] FEDERATION IN CRISIS
President of the Muslim-Croat Federation Kresimir Zubak
requested from the international mediators to convince the
Muslim leader Alija Izetbegovic to talk about functioning of the
Federation, reports the AP, quoting the local media. In the
letter to the deputy high representative of the international
community for civilian affairs in Bosnia, Michael Steiner, Zubak
says that the Muslim-Croat Federation is still practically not
functioning and that for such a state of facts the Izetbegovic's
Party of Democratic Action is responsible.
Croat police on Sunday has again placed control points in
Mostar, so that along the master highway Sarajevo-Metkovic
Muslims are not allowed free movement, reports the Muslim Radio
Mostar. In front of the eyes of the European Administration in
the western part of Mostar there are still barricades and piles
of sand which in spite of all the agreements, Croats have never
removed, claims the same source. Representatives of the IFOR
command at the meeting with the Muslim leadership of the eastern
part of the city, have confirmed the weakness and a special
lethargy of the European Administration after the departure of

[07] GUILTY ARE PRAISED - SERBS SCOLDED
The London "Independent" is writing that on the eve of the donor
conference for Bosnia in Brussels, there were noticeable doubts
in its success because of the great conflicts among the most
influential countries in the policy towards Bosnia. The
commentator of "The Economist" specifies that it is a question
of a new clash between Europe and the United States. The United
States are still trying in spite of the Dayton Agreement, to
create a so- called single Bosnia under the Muslim-Croat
domination, and to that end the old model of propaganda
machinery is still active, the one in which in various ways
Bosnian Serbs are persistently blamed. "The war is over, the
peace is signed, but the Americans are insisting on the policy
of punishment and humiliation of Serbs", stated for "The
Economist" one European diplomate. The magazine is pointing out
at the American threats that Serbs will be deprived of the
economic aid and is singling out the problem of refugees. At the
same time, specified the weekly, Bosnian Croats are not allowing
return of refugees on their territory, but they are not
threatened by deprivation of aid. With all this, Muslims and
Croats have not yet fulfilled all their obligations from Dayton,
but this is not considered to be a problem, while Serbs have
fulfilled all their obligations and this is still not enough.

[08] KRAJISNIK: WE ARE AWAITING RELEASE OF KRSMANOVIC
"We have sent a strong protest to the Muslim-Croat Federation
because of the detention of Colonel Aleksa Krsmanovic, in spite
of the firm agreement that all those suspected of war crimes
whose innocence is established by the International Tribunal in
the Hague will be released", stated Momcilo Krajisnik, President
of the National Assembly of the Republic of Srpska. Colonel
Krsmanovic was indicted by the court in Sarajevo for the new and
ungrounded crimes, allegedly for sending prisoners of war to
forced labor. Deputy of Carl Bildt Michael Steiner told me that
this is the last indictment against Krsmanovic and convinced me
that Krmanovic will be released, says Krajisnik and adds that
the attempts to find settlement with the authorities of the
Federation have failed about the exchange of Krsmanovic. "They
can not convict him because they do not have even one single
proof against him, but on the other hand it is not simple for
them to release him", says Krajisnik. (Vecernje novosti, April

[09] SERBS NOT EVEN ONE DEM
Austria has confirmed in Brussels that for the reconstruction of
Bosnia it will give a total of 200 million shillings, but has
asked for the political conditions for the allocation of the
financial aid "not to be diluted". In this sense Vienna is
striving for Serbs in Bosnia not to be guaranteed aid for
reconstruction of the territories, for as long as they refuse to
participate in the peace process, forgetting in this the
principles of the Dayton Agreement on a balance of the two
entities in Bosnia: the Muslim-Croat Federation and the Republic
