[01] FEDERAL GOVERNMENT SUSPENDED MEASURES AGAINST THE REPUBLIC OF SRPSKA
Federal Government at its yesterday's session chaired by Dr.
Radoje Kontic, adopted the Decision to suspend the Decision of
the Federal Government of August 4, 1994 introducing measures
against the Republic of Srpska. This decision will come into
force on February 28, 1996 midnight. (Tanjug, February 28, 1996)
[02] COOPERATION BASED ON MODERN MARKET ECONOMY BUSINESS PRINCIPLES
Prime Minister of Serbia Mirko Marjanovic received the Deputy
Foreign Minister of the Russian Federation Nikolaj Afanasijevski
with his associates. During the talks, interest was expressed
for developing between the two countries, on the basis of
principles of modern market economy business, a fruitful
economic cooperation. Prime Minister Marjanovic stated that the
compatibility of the two economies and the past excellent
cooperation should make possible for our economic exchange over
a short period to become substantially higher. Deputy Minister
Afanasijevski underlined readiness of the Russian side to
continue engagements in the peace process in Bosnia-Herzegovina
and to help our country as soon as possible to renew cooperation
with the most important international, most of all financial

[03] DECISIVE ROLE OF THE FR OF YUGOSLAVIA
Austria is ready to establish full diplomatic relations and
exchange ambassadors with the Federal Republic of Yugoslavia.
This was stated in his interview for Radio Yugoslavia by the
charge d'affaires of the Austrian embassy in Belgrade Michael
Weninger. He explained that the Federal Republic of Yugoslavia
has a decisive role in the implementation of the agreements from
Dayton and Paris and in further initiatives for a global
solution of crisis in former Yugoslavia. Early next months
delegation of businessmen will visit Yugoslavia, consisting of
some 15 leading Austrian companies, which is an expression of
the interest of Vienna for developing relations in economy and
in all the other fields and their elevation to the level that
they had prior to the sanctions, said Weninger. (Borba, February

[04] MODEL FIT FOR THE MARKET
Government of Serbia is speedily drafting the Law on Ownership
Transformation which should be one of the corner-stones of
further development of the market economy and integration of
Yugoslavia in the world economic trends, said in his interview
for "Vecernje novosti" daily Dragan Tomic, Minister Coordinator
in the Government of the Republic of Serbia. About the model of
ownership transformation Tomic said the following: "We must
preserve all the perspective enterprises which are having good
opportunities both on the local and the foreign markets. The
decision on transformation, about the moment of entering this
process and its duration, must be made only by the enterprise
itself. Within the enterprise also the decision must be made
whether there will be the ownership transformation of only one
part of the enterprise or of the enterprise in general. It is
important that the model of transformation be in the function of
making our enterprises fit for introduction of the most advanced
technologies and efficient organization, and on this basis make
sure that they can achieve international competitiveness and
world results in business operations". Minister Tomic also
stated several facts in favor of the claims that the development
of the private sector was not sped even at the time of the
embargo. The number of registered private companies in the
Serbian economy was increased from 42,374 in the year 1991 to
179,286 in the year 1995, and their participation in the total
number of registered companies was increased from 80 percent to
93 percent. In our economy in the years 1991 and 1992 there was
not even one single private company with over one thousand
employed, and already in the year 1994 there are 600 of them.

[05] CONTRACT BETWEEN GALENIKA AND THE GERMAN COMPANY 'LINDE'
The largest Yugoslav factory of pharmaceutics ICN "Galenika" has
signed a contract in the value of 200 million DEM with the
German company "Linde" on "export of know-how". "Linde" company
is building a factory for production of penicillin in Ladishino
(Ukraine), and "Galenika" is providing the basic engineering
technology, cultures for penicillin production, technical
consulting, supervision of the main design, equipment, erection
and training of staff. After the success in India, we have shown
that we are not only manufacturers of generic medicaments, but
also a company capable of selling its own know-how and taking
part in the development of pharmaceutical industry in the world,
said academician Ljubisa Rakic, executive vice-president of the
ICN "Galenika". (Borba, February 28, 1996)
[06] VAN DEN BROEK: MUSLIM AUTHORITIES ARE RESPONSIBLE FOR EXODUS OF SERBS FROM SARAJEVO
European Commissioner for Foreign Affairs, in charge of the
south-east, including the former Yugoslavia, Hans Van den Broek,
has accused the Muslim authorities in Sarajevo for the exodus of
Serbs from this city. In the report on the situation in former
Yugoslavia, submitted to the members of the Commission for
foreign affairs and security of the European Parliament, Van den
Broek said that the Muslim authorities did not give adequate
guarantees to the Serbian population for a safe life with
Muslims and Croats in the joint city. Underlining the problems
in Sarajevo and Mostar, as the main obstacles to the Dayton
process, Van den Broek described the situation in Mostar as
dramatic, while one Italian Christian Democrat deputy in the
debate called Koshnik's withdrawal from Mostar a victory of
Croat extremists. (Politika, February 28,1 996)
[07] DIFFERENT VIEWS OF CAUSES FOR SERBIAN EXODUS
Representative of the UN High Commissariat for Refugees (UNHCR)
Christianne Bertillon stated yesterday at the press conference
in the Geneva Palace of Nations that the most responsible for
the exodus of Serbs from Sarajevo suburbs are the Serbian
authorities in Pale. When asked by the reporters whether in
instigating and even organizing of this exodus also some others
are taking part, and IFOR and the Muslims authorities in
Sarajevo were mentioned, Bertillon said that UNHCR is of the
view that the international community and the Muslim-Croat
Federation have given Serbs sufficient guarantees for safe stay.
This view, however, is greatly differing from the views of, for
example, Carl Bildt, who has appealed again to the Muslim
authorities in Sarajevo to make yet another step which would
encourage Serbs to remain in Sarajevo. It is obvious that Bildt
himself is not sure whether the moves made so far by the Muslim
authorities were sufficient and adequate to prevent departure of
Serbs. In the Palace of Nations the question was heard yesterday
whether representative of the UNHCR in Sarajevo, Chris Janowski,
is speaking in the name of the organization or in his own
personal name. Namely, he has from the very beginning of the
exodus of Serbs given several controversial statements on the
basis of which even the western sources are saying that he is
behaving in a biased way, that he is appearing as the spokesman
of the Muslim side. About these controversial statements by
Janowski, Mrs. Bertillon yesterday avoided an answer. (Vecernje

[08] CONSTITUTIONAL AMENDMENTS IN ACCORDANCE WITH THE DAYTON AGREEMENT
High representative of the international community Carl Bildt
stated for the press in Banja Luka that he had talks with the
Prime Minister of the Republic of Srpska Rajko Kasagic, and
Prime Ministers of the Muslim-Croat Federation and Government of
Bosnia-Herzegovina Izudin Kapetanovic and Hasan Muratovic about
the implementation of the Constitution of Bosnia-Herzegovina in
accordance with the Dayton Agreement. Bildt said that there was
discussion of the amendments to the Constitution of the Republic
of Srpska and of the Muslim-Croat Federation which are to be
harmonized with the Dayton Agreement, and about establishment of
a commission which would be in charge of human rights,
dislocated persons and refugees and public monuments. It was
agreed to convene an urgent meeting of the finance ministers and
directors of customs administrations in order to prepare
proposals for arrangements of a joint system of payment. The
meeting will also be used to discuss captured and missing
persons. Bildt said that he is demanding that all sides release
all prisoners. (Politika, February 28, 1996)
[09] WASHINGTON D.C. IS STILL SENDING ARMS
The United States will engage themselves in training and arming
of the Muslim Army in Bosnia, in spite of difficulties which the
Muslim side is creating in the implementation of the Dayton
Peace Agreement, most of all through hesitation to expel from
Bosnia all the mercenaries from the Islamic countries. In the
State Department and Pentagon it was confirmed that this job
will be conducted from the American side by the private
companies, but that the main financiers will be "the donors",
which means certain Islamic countries. Program of training and
arming of the Muslim and Muslim-Croat Army in Bosnia will cost
some 800 million US dollars, and should begin already next
month. The Republican leadership in the U.S. Congress was
especially insisting on the training and arming of the Muslim
Army in Bosnia, although the European allies of the United
States are still warning that this is a dangerous road, even
opposed to everything that is being undertaken on the basis of
the peace plan. (Borba, February 28, 1996)
[10] HUMANITARIAN ORGANIZATIONS ARE NEGLECTING BOSNIAN SERBS
International humanitarian organizations active in Bosnia are
mostly sending aid to the regions under the control of
Muslim-Croat Federation, neglecting the needs of the Bosnian
Serbs, state the employees of these organizations. From some
dozen humanitarian organizations with which the news agency AFP
had talks, only three are having representatives in Serbia
territory in Bosnia. (Politika ekspres, February 28, 1996)
[11] CROATS REPRIMAND KOSHNIK
The final departure and resignation of the European
Administrator of Mostar Hans Koshnik, Croat interpreters of the
political stands of Zagreb have welcomed with an open
satisfaction. Koshnik is being reproached for having, through
his arbitration decision about administrative division of
Mostar, something that Croats and Muslims have failed for months
to agree upon, sided with the Muslims. As stated on Croat
television yesterday evening by Nenad Ivankovic, who will soon
start leading "Vjesnik" newspaper, Koshnik was "a disturbing
factor" between the two sides, although the truth is completely
different, because Muslims and Croats can not at all agree about
Mostar. Last night's program is revealing some other reasons
because of which Koshnik is not enjoying sympathies of the Croat
circles. He was qualified as being "a great enthusiast of Tito's
Yugoslavia" and as such wanted to revive a multi-cultural spirit
and idea on a small-scale in Mostar. This is actually the main
problem with the Croat side - it does not want any
multi-ethnicity or democracy, but exclusively national
divisions, in which it is basically differing from the
present-day European spirit. (Politika, February 28, 1996)
[12] COUNCIL OF EUROPE CRITICIZES TUDJMAN
Representatives of both the local and regional authorities in
Europe, it was officially stated, have expressed a great concern
over the violation of democratic principles at the local level
in Croatia, reports AFP. In the communique of the Council of
Europe a regret was expressed that President Tudjman is still
refusing to confirm the election for the Lord Mayor of Zagreb,
nominated from amongst the opposition ranks. The views are that
this is completely opposed to principles of democratic pluralism
and local autonomy. (Politika, February 28, 1996)
