    [02] President Emil Constantinescu signed the decree for the promulgation of the publicity bill

    On Wednesday the President of Romania signed the Decree for the promulgation of the Publicity Bill. The aim of the law is the protection of the consummers of products and services, the protection of the persons that are involved in the production of advertizing and services, the persons that are involved in trading or have commerce as a profession, reports RADIO ROMANIA ACTUALITATI. At the same time the bill is aimed at ensuring protection of general public against deceiving publicity. No publicity for tobacco is allowed nor that for alcohol inside education or social assistance establishments or at a distance of less than 200 meters from this kind of buildings. Likewise no publicity is allowed for narcotic substances whose use is banned all over Romania.

    On Wednesday as well the President of Romania, Emil Constantinescu signed the decree for the promulgation of the bill that bans drugs transportation and distribution. A person that is addicted to drugs must submit to detox procedures and if he or she wants to undergo such a procedure according to his or her own volition confidentiality is ensured. As drug transportation and distribution, hence consumption, are all forbidden in this country, the present bill enables the Ministry of Justice and the Ministry of Health to adopt the necessary medical and educational measures in prisons as well.

    [03] Power prices go up by 10 per cent on an average

    Exact figures read 10.34 per cent and while the cost of the subscription per month remains the same the price of the KwH goes up to 1210 lei for the Standard tariff and to 767 lei per month for the Social tariff.

    [05] Decrees signed by President Emil Constantinescu

    The President of Romania Emil Constantinescu signed the Decree for the promulgation of the bill that ratifies the Law for the approval of the ordinance of the Government of Romania with a view to sanctioning the second additional protocol of the Accord on the multinational peace force in South Eastern Asia, an accord which was signed here in Bucharest. According to the press bureau of the Presidency of Romania which sent the item to RADIO ROMANIA ACTUALITATI the sides have agreed to build a network of crisis information as part of the Partnership for Peace to help the work of the army engineers corps.

    The President of Romania has also signed the decree for the promulgation of the bill on the approval of the ordinance of the cabinet of Romania dealing with the protocol supplimenting the Accord among the states that are party to NATO and the other states that are party to the Partnership for Peace, a protocol which is linked to the statute of their forces and which was adopted in Brussels. A press information from the presidency of Romania stresses the fact that according to this protocol the sides will apply the provisions in ways identical to those established by the protocol regarding the statute of the military commands which were set up within NATO.

    [06] Romania could open two more chapters of the negociations with the European Union

    Besides the already pin-pointed chapters to be opened in the fall Romania could open two more chapters as part of the negociations process and these chapters could be transports and the rights of commercial companies. These two chapters add to those referring to competition, statistics, telecommunications, culture and audiovisual that is broadcasting regulations. In an interview with RADIO ROMANIA ACTUALITATI, Eugen Dijmarescu, head of the Department for European Affairs of the Foreign Ministry said that of very big interest for Romania is the signing of the memorandum for financing the programmes PHARE and ISPA which are worth 465 million euros.

    [07] US visit of the first vicepresident of PDSR - Social Democracy Party of Romania - Adrian Nastase

    Mr. Nastase gave an interview to the VOICE OF AMERICA and another one to WASHINGTON POST through John Burgess, deputy editor of the newspaper. Mr. Nastase is now in Philadelphia to attend the Convention of the Republican Party. During his Washington visit Mr. Nastase had talks at the Treasury, at the State Department and at the Pentagon the guest noting the wish of the US hosts to have more transparency of the government actions and both sides agreeing to strengthen military, political and economic ties between the two countries.

    [09] Activity of the President Director - General of the Romanian Radio Broadcasting Corporation

    Mr. Andrei Dimitriu attended at Targu Mures the ceremony of installation of the new Director of the Targu Mures regional radio station, Mrs. Mirela Moldovan, who replaces outgoing director Melinte Serban that has retired after a long and fruitful journalistic career. Mrs. Moldovan is herself a well known radio journalist and broadcaster and is the MAGNA CUM LAUDE graduate of the EUGEN PREDA promotion this year of the RADIO UNIVERSITY. The President Director - General of RADIO ROMANIA Andrei Dimitriu said, quoted by RADIO ROMANIA ACTUALITATI that he had in view the expansion of the area covered by ROMANIA CULTURAL AND ROMANIA MUZICAL. He further said: " The main aim of RADIO ROMANIA will further be the correct, well balanced and timely information of the listeners, the promotion of the genuine cultural values and traditions without leaning right or left and avoiding vulgar approaches." Mr. Dimitriu also said that the technical modernization process will continue both of the na! tional radio stations and of the regional radio stations including the connecting of the regions and local correspondents to the RADOR press agency of RADIO ROMANIA. In conclusion of his address the President Director General of RADIO ROMANIA, Andrei Dimitriu, asked the regional radio stations that cover the entire spectrum of programmes including those of ethnic minorities as they also broadcast in 17 languages other than Romanian, to permanently serve truth and inspire their programmes from the life of local people stressing candidness and respect for the listeners.

    [10] CALENDAR

    In the interval 1 - 4 August the Chamber of Deputies of the Parliament of this country sees the unfolding of debates of the Committees for Agriculture, Administration, family and good health.

    Romanian minister of national defense Sorin Frunzaverde is meeting with the President of the National Trade Union Federation ( BNS ) to discuss issues linked to the restructure of the defense industry; after the talk the two interlocutors will face the media at the seat of the Ministry of National Defense.

    A number of Romanian political parties are continuing negociations today; for instance the National Liberal Party negociates today with ApR - Alliance for Romania - with National Christian Democratic Alliance and with Partidul Moldovenilor - the Moldavians' Party, while the representatives of PDSR - Social Democracy Party of Romania - are meeting with those of the Romanian Social Democratic Party - PSDR.

    ApR - Alliance for Romania Party - invite all those interested to attend the launching of the book WE STAND FOR A DIFFERENT POLITICS which takes place at noon at Gradina Botanica, Cotroceni Gate.

    Today arrival from London by TAROM of Boney M; from the airport the group goes to Corbeanca which is the residence of multi-billionaire Cristian Tantareanu to meet the media and personalities of public life. The concerts take place tomorrow in Bucharest and the day after tomorrow at Constanta, on the Black Sea Coast of Romania.

    [11] Commemorations

    1895: death of Dimitrie Brandza who was a phisician and a natural sciences student. He is the founder of the Botanical Institute and Botanical Gardens of Bucharest. He was the vicepresident of the Romanian Academy between 1892 - 1895. Brandza had been born in 1846.

    In 1961 the musicologist, pedagogue and folklorist George Breazul died. He had been born in 1887.
