[01] President Constantinescu Promulgated the Law Concerning the Former
Security
President Emil Constantinescu promulgated the Law concerning the access to
the citizens' own files and the deconspiration of the former Security as
political police. On the occasion, the head of state released a statement
saying the law recognized for the first time that communism, instaured in
Romania on March 6, 1945 exerted a permanent terror against the country's
citizens, against their fundamental rights and liberties. In president
Constantinescu's opinion, the law signifies the clear and undeniable
separation of the Romanian society from the totalitarian past, the
institutions and people that served the dictatorship through terror and
repression. The head of state said, quoted by RADIO ROMANIA ACTUALITATI,
the law offered free access to the files, would hinder any attempt to
blackmail the politicians and public servants, and would help Romania and
its people build a better future. RADOR
[02] Prime Minister Radu Vasile Asks the Chamber of Deputies to Speed up
the Debates on Certain Bills
Prime minister Radu Vasile asked the Chamber of Deputies to speed up the
debates on certain bills, such as the draft law on the organization of
local public administration, the draft law on the creation and functioning
of the universal pension funds, the draft law on the prevention and
sanctioning of corruption, and the draft law on the status of foreigners,

[03] Interview with Petre Roman, in "Paris Match"
According to RADIO ROMANIA ACTUALITATI, Petre Roman, the Senate chairman,
considers the government should start a budget reform, in view of a more
efficient distribution of public money. In an interview with the French
magazine "Paris Match", Petre Roman pleaded for the necessity of a tax
reform that should do away with bureaucratic obstacles, and would foster
the activity of the small and medium-sized enterprises. The Senate chairman
also considered the institutional reform was a key problem for Romania, as
well as the further development of infrastructure. In Petre Roman's opinion,
the Romanian capital market had great opportunities, the more so that the
government was about to adopt the necessary measures to help its further

[04] Press Conference of the National Peasants Party Christian-Democratic
PNTCD hopes the government will solve the social conflict started by some
trade unions in railways, according to the financial possibilities of the
country. The party leader, Ion Diaconescu, quoted by RADIO ROMANIA
ACTUALITATI, appealed to the senators to solve the legal status of property,
by adopting the bill on the restitution of lands and forests. RADOR
[05] Press Conference of the Union of Right Wing Forces
UFD considers the intention of the Finance Ministry to relax taxes to have
an electoral and propagandistic character. The UFD co-chairman Adrian
Iorgulescu said that, in his opinion, the government should assume
responsability in Parliament for tax relaxation till the end of the year.
He also considered that finance minister Decebal Traian Remes could be
replaced in case of a cabinet reshuffle. RADOR
[06] The Negociations Between Trade Unions and CEOs in Railways Failed
The leaders of the National Trade Unions Convention "Solidaritatea" held
two rounds of talks with the CEOs. According to RADIO ROMANIA ACTUALITATI,
both rounds of negociations failed. Furthermore, the trade union leaders
were summoned in Court on December 10, when the Supreme Court of Justice
would decide on the future of the strike. RADOR
[07] The Romanian President Received His Albanian Counterpart
Romanian president Emil Constantinescu officially received his Albanian
counterpart Rexhep Mejdani at Cotroceni Palace. The Albanian president
arrived on Monday in Bucharest for a two days visit, RADIO ROMANIA
ACTUALITATI informs. Rexhep Mejdani will also hold talks with the chairmen
of the two Chambers of Parliament and with the Romanian prime minister.

[08] Czech Parliamentary Commision in Bucharest
The defense and foreign relations commission of the Czech Parliament, on a
visit in Bucharest, met on Monday afternoon the members of the Romanian
defense and foreign affairs commissions and with the Senate vice-chairman,
The Czech MPs reaffirmed their country's support for Romania's efforts of
EU and NATO integration, and expressed their hope Romania would be invited
to start adhesion negociations at the summit in Helsinki. RADIO ROMANIA
ACTUALITATI adds the Czech MPs showed their availability to share their
experience concerning these negotiations. RADOR
[09] Top Level Romanian-Bulgarian Military Contacts
The Romanian and Bulgarian defense ministers discussed on Monday in
Bucharest about the need to speed up the creation of the joint engineers
force, agreed upon during the meeting of the defense ministers in SOuth-
East Europe, which took place last week. RADIO ROMANIA ACTUALITATI reveals
that the engineers force is to be part of the multinational peacekeeping
force in South-East Europe and could be used in situations similar to those
in Kosovo or Albania, or in case of natural disasters. RADOR
[10] Finland's National Day
The Finnish Embassy in Bucharest offered on Monday a reception on the
occasion of the country's National Day, attended by the topmost Romanian
politicians. According to RADIO ROMANIA ACTUALITATI, the chairmen of the
two Chambers of Romania's Parliament expressed their hope Romania would be
invited to start the negociations for EU adhering at the summit to be held
in Helsinki at the end of this week. RADOR
[11] Framework Agreement
Monday in Brussels the foreign affairs ministers of the European Union
member countries agreed in principle Bulgaria, Latvia, Lithuania, Malta,
Romania and Slovakia should start negociations to adhere to the EU. The
final decision will be taken at the European summit to be held on Friday
and Saturday in Helsinki, RADIO ROMANIA ACTUALITATI informs. RADOR
