POLITICS Senate debates On Thursday the Senate started debates on the draft Law regarding settlement of labour conflicts.The Law stipulates ways for supporting demands within the legal framework and also regulates right to strike.According to RADIO ROMANIA ACTUALITATI the Senate also started debates on the draft Law for the stimulation of small and middle sized companies which was initiated by representatives of all parliamentarry groups.   • [01] Debates of the Chamber of Deputies Also on Thursday members of the Chamber of Deputies adopted the articles of the Law on employers. According to this Law employers are defined as professional, independent and apolitical organizations dealing with economic activities on sections, departments and at a national level. The way employers bodies are set up, structured and dissolved is regulated by statute agreed upon and passed by members - informs RADIO ROMANIA ACTUALITATI. RADOR
  • [02] New Draft Laws passed by the government On Thursday the cabinet passed a draft law regarding reparations to the victims of the miners'rampages in 199o - 1991. Also passed was an emergency ordinance on the admininistration of funds for the organization and unfolding of examinations and tests in pre-university education this year. By a decision adopted during the same session fines will be paid for behind time payment of taxes which are considered according to Law public financial resources; these fines are o.3o per cent of the sum of money owed to the state per day. According to RADIO ROMANIA ACTUALITATI also passed were the norms and methods for a 2oo lei per kg. bonus for wheat of 1998 purchased for domestic bread making. RADOR
  • [03] Press Conference of Government Spokesman Adriana Saftoiu Government spokesman Adriana Saftoiu told media after cabinet session on Thursday that there is no intention of the government to change attitude regarding assuming responsibility before the country's Parliament. In connexion with the draft Law on the amendment and completion of a number of ordinances and laws for a swifter privatization process Mrs. Saftoiu said the Chairman of the National Agency for Development, Mr. Sorin Fodoreanu did not ask for its debate during yesterday's cabinet meeting; debates will probably take place at next week's regular meeting. According to RADIO ROMANIA ACTUALITATI the Government passed a decision reading that subscription for services rendered by the Romanian Radio Broadcasting Corporation is of 11.000 lei per family a month starting 1 May this year.   • [04] Statement of the PD - Democratic Party - vice president Alexandru Sassu PD - the Democratic Party - is of the opinion that emergency ordinances that are not necessary should no longer be enacted, said vice president Alexandru Sassu at the Thursday press conference. To this aim, the speaker added,amendments to the regulations of both Parliament Chambers should be adopted so that draft laws be debated and passed in a much shorter period of time, RADIO ROMANIA ACTUALITATI reports.   • [05] The press conference of the National Liberal Party - PNL Leadership of PNL estimates that any assistance to Romania must be supported by a programme of economic development and be materialized by loans having a precise aim or by a general plan of recovery of the Balkan area as part of which Romania too has its contribution reports RADIO ROMANIA ACTUALITATI.The PNL leader, Mr. Mircea Ionescu-Quintus said the Permanent Central Committee decided to ask all branches of that party to gather half a million signatures for altering amendment to the Constitution of Romania by replacing "protection of " with " guarantee of " in as far as "property " is concerned.   • [06] PDSR - Party for Social Democracy of Romania - asks extension of rent contracts by five more years PDSR representatives in the Commission for local administration of the Chamber of Deputies had a press conference on Thursday linked to the emergency ordinance on protection of tenants now under the debate of the Commission.That party stands for extending rent contract to a five year period instead of three years as it is provided in the emergency Ordinance of the Government all the more so as wording is ambiguous and may encourage some owners to extend contracts for a much shorter period of time told RADIO ROMANIA ACTUALITATI PDSR MP Viorica Afrasinei who is a member of that Commission. Also contested are the 8oo time increase of rent as against amount paid in l989 taking into account the fact that purchasing power in Romania is down to 6o per cent as well as the attempts of the Government to alter previously enacted Laws by emergency Ordinances.   • [07] Draft decision of PUNR -Party of National Unity of Romanians- with the Parliament of this country PUNR Parliamentary groups in the Senate and in the Chamber of Deputies presented a draft decision for regulating situation of representatives of the State Ownership Fund in the general associations of share holders, in the councils of administration of state owned companies and other companies of national and local importance. The action of PUNR is aimed at replacing all cabinet members, all Mp-ies, mayors and representatives of local councils in the general associations of share holders with a view to complete de- politization informs RADIO ROMANIA ACTUALITATI.   • [08] Round table at the National Military Centre The Foundation of the National Defense College held a round table on the theme "Romania at the threshold of millenia - options and prospects" at the National Military Centre on Thursday informs RADIO ROMANIA ACTUALITATI.The central subject of the debates was the future of Romania and that of the Balkans taking into account the NATO Summit in Washington.Also tackled was the relation between human rights and national sovereignty, the participants underlining the role of democracy for building future South Eastern Europe.   • [09] Accident at the Paroseni coal mine Methane gas leak at the Paroseni coal mine in Valea Jiului resulted in blast that injured five who suffer 15 per cent burns. They have been hospitalized at the Emergency Hospital in the town of Petrosani.   • [10] Damage in the wake of floods in Romania Damage is assessed at about 58 thousand million lei in the wake of floods in counties Mures,Alba, Arad and Brasov and others where close to 43 thousand hectares of tillable land were affected. Ministry of Waters, Forests and Environmental Protection informs however that river flows have decreased in most of the country with the exception of Southern Romania. Bechet harbour captain told RADIO ROMANIA ACTUALITATI that Danube water is well above flood level in that area. It is through Bechet that the Balkans are linked to the rest of Europe on a 2oo km. shorter route,incoming and ongoing traffic having doubled in the last few weeks. RADOR International relations
  • [11] Romanian army needs supplimentary budget estimates Defense Minister Victor Babiuc Romania was well appreciated in Washington the allies showing interest in the preservation of territorial integrity and security of the countries of South Eastern Europe said Defense Minister Victor Babiuc after his United States trip where he attended the NATO summit and then participated in a scientific meeting on security in South Eastern Europe. Mr. Babiuc added that the Romanian army needs supplimentary money to be operational especially in the conditions of a conflict near the borders of the country, RADIO ROMANIA ACTUALITATI reports.   • [12] Cooperation between Romania and the Republic of Moldova in combatting organized crime Minister of Home Affairs of the Republic of Moldova Viktor Katan and the Romanian Home Affairs Minister Constantin Dudu Ionescu yesterday signed the Protocol for 1999 - 2ooo of cooperation between the two ministries for combatting organized crime, drug smuggling and economic fraud as well as the participation of the two countries in EU initaited programmes.The document is worded in the Romanian language mentions RADIO ROMANIA ACTUALITATI.   • [13] Latin American Ambassadors in Romania visit the town of Iasi Ambassadors of Cuba, Argentina, Chile, Mexico, Peru, Bolivia, Venezuela and Costa Rica to Romania started a three day visit to Iasi at the invitation of local officials. They attend the inauguration of the Latin American Cultural Centre in the town of Iasi which is the first of the kind in Romania and in countries of South Eastern Europe.   • [14] Address delivered by first vicepresident of the National Liberal Party of Romania Valeriu Stoica at the Forum of European liberals Resumption on Thursday of the debates of the Congress of the Reforming Democratic Liberal European Party in which also attending is a delegation of the PNL - the National Liberal Party of Romania - led by first vicepresident of that party Justice Minister Valeriu Stoica. The main topic approached by European liberals is enlargement of the European Union and the war in Kosovo. Mr. Stoica was quoted by RADIO ROMANIA ACTUALITATI saying that West European countries should be more active in the reconstruction of the countries in the Eastern area of the continent and it is in this prospect that the Congress of European liberals is a paramountly important moment for changing attitude of West European countries. Valeriu Stoica added that former communist countries are faced by difficult economic situation and asked for a greater participation of the European Union in the programmes of assistance for a democratic and economic development of the former.   • [15] Refugees from Basarabia are asking for retrocession of their properties The cultural Association "Pro Basarabia and Bucovina" appeal to Parliament and to the Ministry of Foreign Affairs of Romania asking that the Treaty to be signed with the Republic of Moldova sanction in favour of the Romanian citizens that fled Basarabia in the wake of the Soviet ultimatum retrocession of their properties, says RADIO ROMANIA ACTUALITATI, which would bring about reparations and an impulse for human and economic contacts of Romanians living on both banks of the river Prut. Stress is laid on the fact that one and a half million citizens of Romania cannot be ignored as they are the descendants of refugees from Basarabia who fled the invading Soviet army and left behind their homes, lands, woods and forests, shops and factories.   • [16] Statement of Finance Minister Remes after conclusion of cabinet meeting Finance Minister Decebal Traian Remes said after the cabinet meeting yesterday that the Government did not discuss the IMF letter of intention as Governor of National Bank Mugur Isarescu is not in the country. RADIO ROMANIA ACTUALITATI quotes the finance minister as saying that Romania will ask for a suppliment of the IMF loan to make for the deficit of trade balance and for augmenting currency reserves of the National Bank of Romania.Mr. Remes added that relations of Romania with the IMF are not influenced by the political situation in the Balkans.   • [17] Press Conference of the President of the State Ownership Fund Radu Sirbu Press conference of the President of the State Ownership Fund Radu Sirbu said COMTIM of Timisoara will be sold out at the request of debtors.COMTIM company ows more than 2ooo thousand million lei to Banca Agricola, CONEL and other suppliers. President of the FPS Sirbu was quoted by RADIO ROMANIA ACTUALITATI declaring that there is a letter of intention to buy COMTIM by German investors. 36oo people are to be dismissed and they will benefit of Ordinances 9 and 52.   • [18] Treassury vouchers release continues A day before ceasing release of treasury vouchers by the Ministry of Finance citizens of this country bought titles worth close to 83o thousand million lei. Secretary general with the Finance Ministry Mr.Ioan Nicolescu said there will be a similar action between 4 - l4 May in the same conditions namely an interest of 8o per cent and coming to term after 91 days.This kind of obtaining loans is less costly than resorting to interbanking monetary markets, said Ioan Nicolescu in a programme of RADIO ROMANIA ACTUALITATI.
