[01] Works of the Chamber of Deputies
The Chamber of Deputies has passed on Wednesday the first three articles of
the emergency bill on states of siege and emergency as proposed by the
experts commission. The states of siege and emergency are declared in
exceptional cases generated by serious threats against national security,
constitutional order and also as measures aimed to prevent, contain and
recover from effects of disasters. The article on limitation of certain
rights and liberties stated in the Constitution was long debated.
Opposition representatives have called for the defence and internal
ministers to attend the debates. RADOR, January 28
[02] Senate's Permanent Bureau approved sanction against Senator Vadim
Tudor
The Senate's Permanent Bureau has approved sanction against Greater Romania
Party leader Senator Corneliu Vadim Tudor. The sanction passed by by 6 for
and 4 against and it consists in forbidding access of the senator to the
works of the Senate. Senator C.V. Tudor can contest the decision within 15
days from acknowledgement. After that, the deicsion is going to be
submitted to the Senate and become final. RADOR, January 28
[03] Communique by Greater Romania Party's Parliament groups
The Greater Romania Party's groups in the Senate and the Chamber of
deputies have released a communique saying that some ruling coalition
leaders and journalists are talking about outlawing the Greater Romania
Party (GRP). The GRP Parliament groups have firmly rejected allegations
that the miniers' protest action was conceived, coordinated and politically
directed by the GRP. RADOR, January 28
[04] Position of the Alliance for Romania party on recent miners' protests
and on the possibility for the Greater Romania Party to be outlawed
Alliance for Romania party dsaid it is against penal sanctions against
participants in the miners' protests as these protests were not a coup
attempt nor an actionaimed to undermine the state power. About outlawing
the GRP, the spokesman for the Alliance for Romania party has called for a
pertinent analysis to allow making the difference between party actions and
actions by the party leader. RADOR, January 28
[05] Extraordinary session of the Directing Council of the Miners' Union
Federation
The Directing Council of the Miners' Union Federation met on Wednesday in
the city of Baia Mare and decided to recommend those participating in the
miners' protests and those instigating the miners to resign unntil January
29 from the leading structures of the union, according to article 15 of the
Federation's regulation. RADOR, January 28
[06] Visit of Romanian Prime-Minister to Germany
A Romanian Government delegation led by Prime-Minister Radu Vasile is in a
visit to Germany. Before his departure Prime-Minister Vasile said that
making such a visit was a proof of trust in the actual Romanian Government
and in its capacity to continue the reforms - especialy after the miners
protests that caused great damage to Romania's public image. The Prime-
Minister also said that the meeting with Federal Chancellor Gerhard
Schroeder was a special event and that the visit had an economic purpose
also as there would be talks on banking matters and on investments by
German investors interested in Romanian small and medium companies. RADOR,

[07] Position of the Romanian Government's position on the matter of
restrictions to Romanian citizens
The spokesman for the Foreign Ministry announced on Wednesday that the
Ministry had set up a document stating the Romanian Government's position
on the matter of restrictions to Romanian citizens compared with the
treatment citizens of other EU associate countries have. The Ministry is
also due to take appropriate measures aimed to help reconsidering this
situation in a favorable manner. The document was handed last week to the
Greek Foreign Minister and to the Italian Foreign Ministry under-secretary
and it is going to be handed to the foreign ministries of Great Britain,
France, Luxembourg and Belgium with the occasion of the Romanian state
secretary within the Foreign Ministry Elena Zamfirescu to these countries.
The document it is also going to be handed to the European Commission and
to other EU member countries. RADOR, January 28
