[01] Romania President's statement concerning miners' protest
Taking into account attempt of changing strike of miners from Valea Jiului
in a politic fight and taking into consideration danger which such a
slipping towards using methods of force involves for order of law Romania
President has decided - by virtue of his constitutional prerogatives
stipulated in article 63 line 2 from Romania Constitution - to ask calling
Romania Parliament in extraordinary session. For agenda and results of
debates of this session to be as clear and efficient as possible Romania
President has decided to invite leaders of parliamentary parties for
consultings on Thursday January 21st 1999 at Cotroceni Palace. RADOR,

[02] Economic commission of Senate asks Ministry of Finance to suspend
Ordinances 50 and 62
Economic commission of Senate requests Ministry of Finance to suspend
putting into practice Ordinance 50 referring to taxes upon marketing
alcoholic drinks, tabacco and coffee and Ordinance 62 referring to taxes
upon buildings and grounds till 2000. In a press conference president of
this commission senator Viorel Catarama has specified influences of putting
into practice the two ordinances are not provided for project of budget for
1999. Minister of Finance Decebal Traian Remes present at commission could
not make an estimate of sums which are to be collected by putting into

Senate has decided to sanction PRM leader C.V.Tudor
Juridical commission of appointments, discipline and immunities of Senate
has decided to sanction PRM leader C.V.Tudor for charges of defamation and
inciting which would be comprised in letter which senator addressed to
miners on January 7th. Wednesday meeting developed along six hours took
place as a result of request expressed by four parliamentary groups: PNTCD
and PNL from Chamber and Senate. During debates often tensioned senator
C.V.Tudor rejected all charges against him invoking - for supporting his
assertions - either evidences or his temper of pamphleteer. After Wednesday
evening meeting Juridical Commission has decided PRM president is forbidden
to be present at Senate proceedings for 30 days. RADOR, January 21, 1999
[04] March of protest of employees from SC Roman SA Brasov
Protocol signed last days by trade-unions from SC Roman SA Lorries with
representatives of Administration Council, FPS (State Ownership Fund) and
local parliament members was not accepted by employees after concultings
which took place in this plant. Consequently on Wednesday some thousands of
employees from SC Roman SA Lorries have started a march of protest towards
Regional Administration of Brasov county. Reason of protest of employees
from Roman SA is connected mainly with incertitude which hangs over future
of this company but also with governors' arrogance and lack of a social
dialogue - leader of Independent and Free Trade-union from "Lorries" Marius
Stinghe has declared. In statement of FPS president Radu Sarbu statement
guaranteed by chief of regional administration of Brasov it was done an
appeal towards Brasov workers to follow not miners' example and it was
affirmed neither Roman SA nor Tractorul are to be winded up because there
is an interest of some foreign investors for their privatization. This
document drove to end of protest of workers from Lorries at 2:00 p.m.

[05] BNS asks a real dialogue between governors and miners
On Wednesday took place press conference of National Federation of Harbour
Trade-unions. This federation which contains 38 trade-unions and 15,000
trade-unionists has requested solving stipulations of protocol concluded in
August 1998 and signed by Transport Minister Traian Basescu. President of
National Federation of Harbour Trade-unions Petre Costel has specified
claims of the 15,000 trade-unionists are not of salary but of legislative
nature referring consequently to regulating legislation of the field. If
until January 22nd these claims are not solved and if negotiations of these
claims do not start on Friday will take place meeting of National Body of
Leaders during which it will be decided hour and date for starting actions
of protest. Into this strike will take part trade-unionists from Constantsa,
Braila, Orsova, Turnu Severin. Petru Costel has wished to specify this
strike action has no connection with miners' action from Valea Jiului.
Present at conference Matei Bratianu has declared the three confederacies -
BNS, CNSLR "Fratia" and "Meridian" Confederacy - have come to a common
position concerning situation which exists now in Romania and have
requested an urgent meeting at Cotroceni with country's President, prime-
minister and all ministers who are involved in conflict and finding some
solutions for miners' claims. RADOR, January 21, 1999
[06] Rail freightage from Simeria towards Targu Jiu was resumed
On Wednesday afternoon rail freightage from Simeria towards Targu Jiu via
Petrosani was resumed. The first train which left for Petrosani was express
train Cluj-Napoca - Bucharest - operators from Regulator of circulation of

[07] Meeting Radu Vasile - Theodoros Pangalos
During Wednesday morning Premier Radu Vasile had a meeting with Greece
Foreign Minister Theodoros Pangalos. Greek foreign minister has stressed
very good stage of bilateral relations in all fields showing there is
prospect of amplifying them. Greek guest has wished success to Romanian
Government in difficult process of reform and has appreciated Romania an
important country for Europe must go on the way on which she engaged.

[08] Common press conference Andrei Plesu - Theodoros Pangalos
At the end of official talks from MAE (Foreign Ministry) headquarters head
of diplomacy from Athens Theodoros Pangalos and head of diplomacy from
Bucharest Andrei Plesu had a common press conference. Romanian foreign
minister has appreciated Romanian-Greek bilateral relations as excellent
and has announced visit to Romania of President of Greek Republic during
this year. It is also planned visit to Greece of Prime-Minister Radu
Vasile. Andrei Plesu has also notices in the last month by privatization of
ROMTELECOM Greece became the first investor in Romania. Greece has also
intention to involve herself in process of re-organization and
privatization of Romanian economy - Andrei Plesu has also announced.
Referring to problem of integration in EU and NATO Andrei Plesu has
affirmed in front of the press that his Greek counterpart encourages
Romania to concentrate upon her own performances so that to remain a
significant candidate. Athens also supports Romania candidature for OSCE

[09] Romanian defence minister continues his visit in Israel
Defence Minister Victor Babiuc met on Wednesday at Tel Aviv president of
Labour Party from Israel Ehud Barak. Victor Babiuc vicepresident of PD
(Democratic Party) has said he wishes to meet also leader of the opposition
from Israel whose party is like PD member of Socialist Internationale. The
two wish to make permanent personal contacts for good development of
relations between the two parties. We remind Ehud Barak is candidate of
Labour Party for position of prime-minister at poll from May and he was
alternately home minister and foreign minister in Peres and Rabin Cabinets

[10] Romanian MAE criticizes decision of authorities from Belgrade to expel
chief of OSCE mission
Romanian Foreign Ministry has published a statement in which it considers
decision of Jugoslavian federal authorities to expel chief of OSCE control
mission in Kosovo ambassador Walker declared persona non grata can worsen
more extremely tensioned situation from zone. MAE appeals to Jugoslavian
authorities to renounce to this extreme step and it expresses its
confidence in chief of OSCE control mission. MAE blames firmly any act of
violence which can deteriorate more situation from Kosovo and supports
efforts for obtaining a shortest possible notice some lasting politic
solutions respecting territorial integrity of Jugoslavian Republic - quoted
