  • [01] Debates on draft laws

    At a session on Wednesday, the Commission for local public administration and habitat in the House of Deputies has started the debates on its draft budget for 1999. In the presence of Romania's Environment Minister Romica Tomescu, the commission has also discussed the draft law on the setting up of the National Council for Environment and Viable Development. The Council is expected to carry out the implementation of the objectives and recommendations stipulated in the Agenda 21 - the document adopted at the UN Conference for Environment and Development in Rio de Janeiro seven years ago (1992).     [02] Senator CV Tudor is involved in 11 criminal files

    The Attorney's Office with the Supreme Court of Justice has announced that 11 criminal files were sent to the Justice Ministry. The Office also confirmed its request for the lifting of senator Corneliu Vadim Tudor's parliamentary immunity. The senator is accused of calumny against politicians and journalists such as Romania's President Emil Constantinescu, Interior Minister Gavril Dejeu, Gen. Ion Pitulescu and senator Constantin Ticu Dumitrescu. The Attorney's Office is still to finalise another seven criminal files against the leader of the Greater Romania Party (PRM). RADOR

    [03] National Forum of revolutionary bodies

    At their National Forum in Bucharest on Tuesday, the revolutionary bodies in Romania have called on Romania's Parliament, Presidency and Government to recognise the validity of the certificates and licences issued according to Law 42/1990. The authorities are also asked to issue licences for all civilians ownining revolutionary certificates as well as certificates for all who registered their files already recognised by legal organisations, associations and commissions. In a communique issued to the press, the revolutionary bodies say they recognise the Parliamentary Commission monitoring the implementation of the Law 42/1990 and they ask the commission to assume responsability and achieve its objectives.     [04] Revolutionary Dumitru Dinca on hunger strike

    Dumitru Dinca, one of the most active participants in the revolution of December '89, has started a hunger strike on Wednesday in the University Plaza of Bucharest. He told a news agency that he made his decision because the authorities "stopped still short of telling the truth about the Romanian revolution". Mr Dinca urges the authorities to withdraw the title of hero who went to Gen. Vasile Milea after his death and open the procedures to detect and punish the fake revolutionaries. Dumitru Dinca said he was trying to persuade the officials and make them step up investigating the people who allegedly repressed the revolution in December '89. RADOR

    [05] Further information on taxes

    The land and house owners should complete and submit their property statements to the Financial Administrations by the end of this month. The announcement was made on Wenesday by George Marinescu, the head of the direct tax Department with the Finance Ministry. The people who are exempt from such taxes make no exception. The deadline cannot be delayed because it is only the parliament who has the right to amend the Emergency Ordinance 62 on duties and local taxes, and the next session in parliament opens on February 1. The owners who do not comply are subject to penalties of 300,000 to 750,000 lei. The financial administrations are open from Monday to Saturday between 8 AM and 6 PM, and on Sundays between 8 AM and 2 PM. RADOR

    [06] Press conference at the BNS headquarters

    At a press conference at the BNS ( ed.n. National Trade Union Block) headquarters on Wednesday, the Trade Unions Federation in Romania's Finance Ministry has announced it is considering the procedures to open the work conflict on national scale including the fiscal system, financial directorates, treasuries, the Financial Guard and the customs. Trade union leader Vasile Marica said the strike would start as a protest against the net salary average of 750,000 lei, the decision to ban auditing services for the employees who got auditor licence and the breaking of the working contracts. RADOR

    [07] Cozma's warning to the Army and the Geandarmerie

    While addressing the strikers in front of the National Mineral Coal Company (CNH) in Petrosani on Wednesday, the miners' trade union leader Miron Cozma said he was disappointed and surprised by the measures of Interior Minister Gavril Dejeu. He wondered who gave him the right to use bullits against the demonstrators who did nothing but asking for their rights. Mr Cozma has warned both the Army and the Geandarmerie they were to pay for what they were going to do, if not now, then maybe in the future. The miners' leader called on domestic and international bodie to publicly condemn minister Dejeu.

    "The Metal Mountains" Mining Trade Unions Federation has also expressed its protest in the central and local press. They condemned minister Dejeu for his decision to use weapons in case the miners were to leave Petrosani for Bucharest. Their protest is based on two articles in Romania's Constitution: the right to free movement and the freedom of speech. RADOR

    [08] News from Petrosani

    After marching down the main streets of Petrosani, the miners in the Jiu Valley have ended the protest actions they planned on Wednesday. Some of them went to the mines to get their pay while others went home as they were to get their pay on Thursday. And also on Thursday morning, at 7 AM, the miners are to meet the trade union leaders and consider an end to strike actions. They will also decide if their trip to Bucharest will take place as planned. RADOR

    [09] Statement of CNH spokesman

    The CNH spokesman in the Jiu Valley, Valeriu Budulescu, said the mining facilities were rather good and there were no dangerous gas leakes as the air conditioning worked efficiently during the strike. At the same time, CONEL kept the promise made to the State Secretary with the Ministry and Trade, Nicolae Staiculescu, and granted 15 billion lei in a CONEL account. Mr Budulescu expressed the hope that the CONEL debt to the CNH would be paid back soon and this would help the CNH to get out of the crisis. The spokesman said the miners got their salaries as planned, on Tuesday and Wednesday. RADOR

    [10] Industry and trade minister's announcement to Mining Trade Unions Confederation

    In a communique issued to the Mining Trade Unions Confederation on Wednesday, Industry and Trade Minister Radu Berceanu says he has received the letter of confederation leader Vlad Badarca proposing the resumption of the dialogue to end the crisis in the Jiu Valley. As minister Radu Berceanu was on a visit to Japan, he, and the prime minister as well, appointed State Secretary Nicolae Staiculescu to continue the dialogue with the miners. Minister Berceanu says his ministry is still open to dialogue starting from Wednesday afternoon. He announced that journalists were allowed to attend the meetings in order to prevent any distorted information. RADOR

    [11] Statement of Prime Minister Radu Vasile

    Floarea Comsa, State Secretary with Romania's National Education Ministry (MEN), said Prime Minister Radu Vasile promised on Tuesday that all educational personnel was to get their January pay as planned. The RRA reports that, also in January, the ministry was expected to pay the 13-th salary but, according to the same source, the prime minister stopped short of making any comment about the matter. RADOR

    [12] Romanian Foreign Ministry communique

    The Romanian Foreign Ministry has announced that on Tuesday it contacted by phone the crew members of the "Bahari Hindi" ship that is being held hostage near the Somali coast. As Romania has no embassy in Somalia the Romanian Ambassy to Kenya was called to keep contact with the Romanian crew members. According to an information received on Wednesday morning, the 3 Romanian crew members are safe and they are expecting the results of the negotiations. Italy's honorary Consul to Kenya who is involved in the negotiations and one of the ship's managers have said that there is hope for the negotiations to end soon - RADIO ROMANIA ACTUALITATI reported. RADOR

    [13] Yugoslavia rejected Romania's participation in the Kosovo monitoring mission

    While in Bucharest the British Defence Secretary George Robertson has said that Yugoslav authorities have rejected participation of Romania and other Kosovo neighboring countries in the OSCE Kosovo monitoring mission. RADOR
