[01] Extraordinary session of Romania's Senate
Permanent Office of Senate decided on Monday calling together of an
extraordinary session which to start on Wednesday August 26. According to
Petre Roman Senate's president on session's agenda are: Law concerning
public property, Law of license as well as Law of local public finance.
During extraordinary session from August 26,27,31 and September 1 senators
will also analyse an information of the government concerning present
situation from agriculture at a proposal of PDSR (The Party of Social
Democracy in Romania) representatives. The ordinary session will start on

[02] Pleading against ethnic segregation of university education from
Romania
In a statement published on Monday secretary of state in Ministry of
National Education (MEN) Mihai Corca rejects firmly unseasonable
pretentions of ethnic segregation of universisty education from Romania.
Mihai Corca stresses in its present organization university education in
mother tongue from Romania has comparable terms neither in Europe nor in
any other part of the world. Tenacity of sustaining constitutional
separation on ethnic criteria can not be interpreted otherwise than a
trying of deviation of MEN's efforts for doing changes in benefit of the
whole community. Statement also stresses international conventions'
stipulations signed by Romania concerning the matter do not force Romanian
state to organize a monolingual education for minorities in state
universities. Both Council of Europe and OSCE High Commissioner engourage
clearly reform of university education from Romania towards a multicultural
mission and not a separate development of university education for
minorities. Secretary of state Mihai Corca also specifies during university
year 1998-1999 there are organized study lines in Hungarian language in 17
faculties with more than 40 academical specializations and in 5 university
colleges with 7 specializations and in German language study for 12

[03] Legislative initiatives of State Secretariate for Religions
State Secretariate for Religions has finished off draft law concerning
budgetary pay of clergy which is to be applied for staff from rural
environment since September 1 1998 and for that from urban environment as
well as that from Religions' leadership since Ianuary 1999. Draft law has
received notification from Ministry of Finance at this very moment being at
Labour and Social Protection Ministry. After that it will be handed over to
Ministry of Justice. State Secretariate of Religions has also handed over
to Government a project of an emergency bill according to which - for the
beginning - up to five real estates requested by religions from our country
are to be retroceded indifferent of religion. Draft bill refers to real
estates which belonged to religions from the country which had been
nationalized or had been transferred in a forced way to Romanian state

Senator of the National Liberal Party (PNL) Cornel Boiangiu has declared at
Craiova he supports initiative of Liberal prime-vicepresident Valeriu
Stoica this party to present own lists for county level elections. "We have
to prove Liberals represent a force" - PNL senator has stressed on the
occasion of a press conference. Cornel Boiangiu has also blamed
substitution of leadership of S.C.Savini from Sadova Dolj county an agro-
industrial society with a profitable activity as PNL senator has observed.

[05] Press conference of Party Romania's Alternative (PAR)
PAR leadership appreciates as productive results of debate "Days of
Alternative-98" from Costinesti. On Monday in a conference PAR first-
vicepresident Adrian Iorgulescu insisted on interest shown by youngmen who
took part into that manifestation and specially their wish to integrate
themselves in a right-wing current. On the other side PAR President Varujan
Vosganian has declared concerning privatization of banks foreseen for this
autumn that strategy which is applied has to submit to principles of
competence, transparence and communication and process has to take
advantage of politic support. In this case Parliament will have to have an

[06] Statement of Ministry of Agriculture and Food concerning wheat crisis
Ministry of Agriculture and Food understands worry connected with fact that
Romanian producers have to be protected by negative effect of very low
prices of wheat all over the world. According to a statement ministry
considers present situation of wheat producers is caused by an insufficient
mechanization. Ministry reminds on August 4 Government initiated a package
of steps on wheat market which aim to assure a satisfactory protection of
Romanian producer. Decision concerning increase of customs taxes from 15%
to 25% for wheat and from 15% to 45% for wheat flour imported from Hungary
will enter in force five days after its appearance in Official Gazette.

[07] Statement from Ministry of Health
Ministry of Health specifies present difficulties of payment of staff from
medical units financed from budget of health social assurances are mainly
determined by big economic agents which did not transfer their contribution
to health social assurances' fund so that collecting of this fund could not
be done in a proportion more than 55-60%. Ministry of Health affirms again
its decision to act together with Ministry if Finance for recovering these
ammounts by legal means even forced execution of debtors-bad payers Press
