There were two high level meetings and several ministerial meetings on both political-economic and cultural matters. I would mention the high level meetings of our presidents on the occasion of international events, the visit of Prime Minister Fatos Nano to Bucharest last October, the meetings of our foreign ministers. I would also mention the dialogue and the mutual visits between other ministers coordinating foreign relation activities. The Romanian-Albanian relations actually cover every cooperation interest of the two countries", the Romanian ambassador concluded. RADOR b. The Albanian president on his wish to meet the standards of the democratic communities "After the crisis last year, we have made some real steps towards the setting up of Albanian democratic state institutions as such institutions ensure order, democratic and cultural development, the development of the civilian society in all. This is one of the top priorities for Albania's leadership today. Of course, some political problems still remain, there are still ternsions, but there is also goodwill and even the wish to meet the standards of democratic communities as a response to those who are still trying to generate poltical tensions in Albania". The statement was made by Albanian President Rexhep Mejdani in an exclusive interview. Referring to the top priorities of his country's foreign policy, the Albanian president said: "Undoubtedly, Albania's integration into the European and Euro-Atlantic structures, a closer cooperation with the EU and the US. Other priorities are linked to the cooperation with other Balkan states". When asked about the Kosovo conflict, the president replied: "This is one of the major concerns, not only for Albania, but for all the Balkan region. The Serbian repressive military machine is actually the source of violence and bloodshed in the region. I must say there is a fight downthere recalling rather a genocide than a classic war, and the international intervention should be very efficient and decissive in order to stop the bloodshed and open the way to political democratic solutions according to international law". RADOR c. Albanian foreign minister on solutions to Kosovo crisis Albanian Foreign Minister Paskal Milo expressed his opinions of diplomatic efforts to end the conflict in the Yugoslav Kosovo province. Referring to his country's position on the matter, the minister said: "The Albanian Government has intensified its diplomatic efforts this year in its attempt to start a dialogue with the authorities in Belgrade and find a peaceful solution to this historic conflict. Our efforts could improve the relations between the two countries, but the Albanian Government was forced to ask the international community to mediate a peaceful solution to the conflict as the authorities in Belgrade replied in their own particular way. Therefore, we became a trustful partner in our relations with the US and the EU countries and coordinated our efforts in the attempt to finad a peaceful solution to the conflict". RADOR [03] The Nuclear-Electric National Society is asking the government to guarantee a loanThe managing board of the Nuclear-Electric National Society (SNNE) is asking the government to guarantee a 100 million dollar loan. The money are needed for further investments in the Cernavoda #2 Unit where another 650 million dollar investment was already made. Another 750 million dollar will actually allow the work to continue, but the SNNE managers were only asking for an intermediate loan of 100 million dollars. Several foreign banks have offered to grant such loan, but it was the Finance Ministry that should guaratee for it. The national agency will be forced to stop any investment in the #2 Unit unless the loan would be provided by August this year. Preserving the million dollar equipments already purchased would mean additional costs which would only make the things worse. RADOR[04] Romanian research and technology minister on a cooperation agreement with the USRomanian Research and Technology Minister Horia Ene says his ministry has already started the reform in several fields, and the reform of the budget policy in the first place. According to Mr Ene, a virtual free area of the soft manufacturing should be created as the industry was still some 50 years behind the EU countries. The ministry's financing system should be changed and based mainly on programmes. During President Constantinescu's visit to the US, the research minister has reached an agreement designed to encourage competence and performance. "Irrespective of its general stipulations such as 'the two sides are expected to develop, support and favour the scientific and technological cooperation between cooperating bodies, and so on', the agreement includes some additional articles of major importance for our relations with the US and the strategic partnership between the two countries", the minister said. The concrete result of the agreement resides on a risk fund destined to HT investments. The fund will focus on research-development projects to be launched on the market and provide the ministry with some extrabudget resources. The agreement with the US also includes a technological pact aimed at promoting the Romanian products on particular markets. "The agreement is actually the greenlight for the Romanian-US strategic partnership in research and technology", Mr Ene said.
