[01] Dutch Defence Minister Joris Voorhoeve on a visit to Romania
Romanian President Emil Constantinescu met Dutch Defence Minister Joris
Voorheoeve in Bucharest on Monday. The minister said Romania had good
chances to be invited to join NATO in June 1999 given its active
participation in peace keeping operations. "Along with Slovenia and Austria,
Romania is one of the good NATO candidates", he added. Mr. Vorhoeve is
leading a Dutch military delegation on its tour of Central and East-
European states including Hungary, Romania and the Former Yugoslav Republic
of Macedonia (FYROM). RRI-RADOR, November 25
[02] Romanian-German agreement on defence issues
Romanian Defence Minister Victor Babiuc and the German ambassador to
Bucharest Leopold von Bredow signed an agreement in Bucharest on Monday on
mutual protection of classified information. Under the agreement, access of
a third party to classified information will be allowed only with the prior
accord of one of the authorities in the two countries. RRI-RADOR, November

[03] Romanian-American agreement on environmental issues
The Romanian Ministry of Environment and the US Agency for International
Development (USAID) have signed a cooperation agreement on Monday for
preventing the destruction of the environment in Romania. Romania will be
granted 3 million USD for equipment, technical assistance and professional
training as part of the 6.6 million USD Global Environment Fund (GEF)
within the USAID which is also financing Slovakia and Hungary. RRI-RADOR,

[04] Prime Minister Victor Ciorbea about fiscality reform
While at the Victoria Palace, Prime Minister Victor Ciorbea declared on
Monday that a fiscality reform was necessary as its rate was the lowest in
the region. The prime minister said there was no connection between the
fiscality reform and the Government reshuffle because all members in the
Cabinet do agree with it. Victor Ciorbea rejected press allegations about
his discontent concerning Finance Minister Mircea Ciumara. He only added
that Minister Ciumara would have wished to introduce the global income tax
by January 1998, and said that such a decision was impossible for the time
being. The decision will come into force gradually and is to be
overwhelmingly implemented in 1999. RADOR, November 25
[05] Third Turkish led banking institution inaugurated
The 3-rd Turkish led banking institution, DEMIRBANK, was inaugurated on
Monday. 95.5% of the capital belong to DEMIRBANK, one of the major and
oldest private banks in Turkey. RADOR, November 25
[06] Caspian Sea oil could cross Romanian territory
Romania could be included in the corridor transporting the Caspian Sea oil
to Western Europe, presidential adviser Dan Capatana said. Last week, he
was the Romania representative to Washington, where he attended an
international conference on future oil routes from the Caspian Sea.
Participants included energy ministers of the countries in the region and
representatives of major oil companies in the US. The conference was
organised by the Association for Energetic Studies in Cambridge and the
Russian-American Businessmen Council. Mr. Capatana added that Romania could
provide facilities for oil and gas transports through its territory. RADOR,

[07] Dacia Felix Bank recovery plan approved
A court in the Transylvanian town of Cluj-Napoca has approved the plan
aimed at recovering the Dacia Felix Bank (BDF). The plan was previously
accepted by judge Ioan Georgiu. The court has ruled that all directors and
deputy directors in both central and regional branches should be dismissed
in 90 days, and new directors should be designated through contest. Other
decisions include a seven-member Administration Council and a three-member
Council of Directors. The bank's main creditor is the National Bank of
Romania with 1,800 billion lei. BDF total debts amount to 2,500 billion
