  • [01] A late night meeting

    The Coordination Council of the governing coalition in Romania met yesterday to analyse the current stage of economic reform, privatisation and restrucutring. At a meeting last night on the same topic between Romanian President Emil Constantinescu and leaders of the parties in the coalition, an agreement was reached on the necessity of restructuring the institutions involved in the reform and privatisation process, especially by cutting down on their number, reducing bureaucracy and simplifying procedures. The need for a government reshuffle to spur up the reform was also discussed last night. The process of institutiNnal restructuring and the reshuffle should be completed this month, and President Constantinescu has proposed a new round of consultations with ruling and opposition parties on November 10.     [02] Romanian Foreign Minister Adrian Severin traveled to Strasbourg

    Romanian Foreign Minister Adrian Severin is attending the two-day session of the Committee of Ministers in the Council of Europe. The session is aimed at evaluating the results of the summit last month and discussing the prospects of the action plan adopted on the occasion. Today, the Romanian minister was to sign the European Convention on citizenship which was adopted in May this year. The convention includes the ideas recently emerged in internal and international law concerning citizenship and the status of foreign nationals following the democratic changes in Central and Eastern Europe after 1989.     [03] Economic relations between Moskow region and the county of Bihor

    A meeting between rNpresentatives of the Moskow region and the those in the Romanian county of Bihor took place in the town of Oreahovo-Ozuevo. The meeting was aimed at setting up the Russian- Romnian House of Commerce. At the end of the meeting, a cooperation agreement between the two regions was signed by Russian share holding company "Targovyi Dom Partiorstvy" and the Romanian firm "Serprod". RADOR, November 6

    [04] Romanian Finance Ministry: talks on global income tax

    On Wednesday, Romanian Finance Ministry officials started talks on the draft law concerning the global income tax to be introduced on January 1, 1998. Participants included officials in the Finance Ministry and the Ministry of Labour and Social Protection as well as trade unions' and employers' representatives. Finance Minister Mircea Ciumara declared that negotiations will be resumed next week, but, as far as the contents of the draft law is concerned, "the people should know that taxes starting with January 1998 will be similar to thNse in 1997; no additional taxes will be introduced only their amount being adjusted". According to the finance minister, the draft law is aimed at preventing tax evasion while small and medium wage workers are to be protected. As far as the income tax is concerned, trade unions, employers and Finance Ministry officials are discussing ways of hiting a tax free salary of 650,000 lei per month while the highest income tax should not exceed 45%.     [05] Press conference of Reform Minister Ulm Spineanu

    On Wednesday, Romanian Reform Minister Ulm Spineanu invited the press to a conference aimed at analysing the current stage of reform. He announced that a legal framework was 'somehow' elaborated and the restructuring process could be more accurate from now on. Another important idea was that, for the time being, the restructuring will go hand in hand with the privatisation. And more, the process will continue while trade unions- employers consultations will be initiated. RADOR, November 6
