[01] ACSB Hotline: Criminals Apprehended; Bildt's AuthorityThis is the American Committee to Save Bosnia's Bosnia Hotline, updated Tuesday, February 6, at 8:00 P.M. HERE ARE THE LATEST DEVELOPMENTS ON THE DIPLOMATIC FRONT AND ON THE GROUND IN THE BALKANS: The Bosnian government has, over the past few days, arrested eight high-ranking Bosnian Serb officers, including a prominent general and a colonel. Many of the individuals had strayed from their planned routes through government-held Sarajevo. All eight are suspected war criminals, and the government announced that it will turn their files over to the U.N. War Crimes Tribunal for investigation. IFOR has begun to increase patrols through Serb-held sections of Sarajevo. Carl Bildt, charged with coordinating implementation of civilian provisions of the Dayton Accords, allowed Bosnian Serb police to remain in the sections past last Saturday's deadline for withdrawal, arguably overreaching his authority. The Bosnian Serb police have since imposed a strict curfew over the areas. IFOR, which in the past has refused to intervene against Bosnian Serb police's abuses of non-Serb civilians, as well as prominent western officials like U.S. Assistant Secretary of State Richard Holbrooke, have dismissed Bosnian government protests and concerns over the ultimate intentions of the Bosnian Serb police. The police are expected to remain at least until March 19, after which Bosnian Army forces are to be allowed to enter the areas. The Bosnian Serb leadership, however, has stated it wishes the police to remain at least until Bosnian elections, which should take place sometime between June and September.
The ACSB Bosnia Hotline is updated at least every Tuesday and Thursday.
