RESOLUTION 17.4.1984
closing the procedure for consultation of the European Parliament on the recommendation
from the Commission of the European Communities to the Council for a Regulation on the
conclusion of a Protocol on financial and technical cooperation between the European
Economic Community and the Republic of Cyprus.
The European Parliament,
- having regard to the recommendation from the Commission to the Council1,
- having been consulted by the Council pursuant to Article 238 of the EEC Treaty (Doc. 1-
1269/83),
- having regard to its resolutions of 12 October 19832 and 18 November 19833,
- having regard to the report by the Committee on External Economic Relations and the
opinion of the Committee on Budgets (Doc. 1-1337/83),
- having regard to the result of the vote on the Commission's recommendation,
- whereas technical and financial cooperation would contribute to the economic and social
development of the entire population of the Republic of Cyprus as provided for in the
Association Agreement,
- whereas improved economic and trade relations between the Community and the
Republic of Cyprus would facilitate an equitable and lasting solution to the Cyprus problem
which would ensure the unity and integrity of the island, pursuant to the recent resolution
adopted by the United Nations General Assembly on 13 May 1983 (A/res/37/253),
- having regard to the particular importance and crucial role of the Republic of Cyprus in
international relations and in particular for the complex political equilibrium of the eastern
Mediterranean,
- whereas the creation of cooperation links between the Community and countries
bordering on the Mediterranean implies concessions on the part of the Community's
Mediterranean countries,
- having regard to the resolution condemning the 'declaration of independence' by the
Turkish-Cypriot part of Cyprus adopted by the European Parliament on 17 November
1983,
- Stresses the importance of technical and financial cooperation between the European
Economic Community and the Republic of Cyprus with the aim of making a substantial
contribution to the economic and social progress of its people;
- Regrets profoundly that the north of Cyprus occupied by Turkey has made a
'declaration of independence' and that as a result the Community is not in a position to
provide financial aim to this part of the island as long as the current situation remain
unchanged;
- Approves the proposal for a Regulation under consideration;
- Instructs its President to forward to the Commission and the Council as Parliament's
opinion, the Commission's proposals as voted by Parliament and the corresponding
resolution.
